Ref. DC 071(2017) 19.05.2017 47 European States agreed on an Action Plan on how to protect children in migration On 19 May 2017 in Nicosia, Cyprus, during the 127th Session of the Committee of Ministers, 47 European states adopted an Action Plan on protecting refugee and migrant children (2017-2019). “Today, the Council of Europe has agreed on concrete action on protecting refugee and migrant children fleeing war, violence and persecution. We must prevent children from falling victims to violence, abuse, exploitation and trafficking, this is a moral imperative” said Council of Europe Secretary General Thorbjørn Jagland. Coordinated by the Special Representative of the Secretary General on Migration and Refugees, Ambassador Tomáš Boček, the Council of Europe-wide Action Plan aims at addressing the main concerns identified in the Special Representative’s Thematic Report on migrant and refugee children. The Action Plan proposes concrete support to member states at all stages of the migration process, with a special focus on unaccompanied children, and has three main pillars: · ensuring access to rights and child-friendly procedures; · providing effective protection; · enhancing the integration of children who would remain in Europe. The measures to be taken in protecting the refugee and migrant children include: new guidelines regarding age assessment and guardianship, alternatives to detention and a handbook on promoting child-friendly information and training on child-friendly procedures. Different sectors of the Council of Europe will contribute to the implementation of the Action Plan, including those dealing with children’s rights, education, sports, youth participation and the media. See the brochure on the Action Plan Contact : Päivi Suhonen, Communications Officer, Tel. +33 3 90 21 53 70 47 Etats européens adoptent un Plan d’action sur la protection des enfants réfugiés et migrants Le 19 mai 2017, lors de la 127e session du Comité des Ministres à Nicosie (Chypre), 47 Etats européens ont adopté un Plan d’action sur la protection des enfants réfugiés et migrants (2017-2019). « Aujourd’hui, le Conseil de l’Europe a décidé d’agir concrètement en vue de protéger les enfants réfugiés et migrants qui fuient la guerre, les violences et les persécutions. Nous devons empêcher que ces enfants ne soient victimes de violences, d’abus, d’exploitation et d’actes de traite. Il s’agit là d’un impératif moral », a déclaré le Secrétaire Général du Conseil de l’Europe, Thorbjørn Jagland. Le Plan d’action, qui relève de l’ensemble des domaines d’action de l’Organisation et dont la coordination a été confiée au Représentant spécial du Secrétaire Général pour les migrations et les réfugiés, l’Ambassadeur Tomáš Boček, vise à s’attaquer aux principaux problèmes recensés par ce dernier dans son Rapport thématique sur les enfants migrants et réfugiés. Il propose une aide concrète aux Etats membres à tous les stades du processus migratoire, en mettant plus spécialement l’accent sur les enfants non accompagnés. Il repose sur trois grands piliers: · garantir l’accès à des droits et à des procédures adaptées aux enfants; · assurer une protection effective; · améliorer l’intégration des enfants devant demeurer en Europe. Les mesures à prendre en matière de protection des enfants réfugiés et migrants doivent notamment consister à établir de nouvelles directives concernant l’évaluation de l’âge et la tutelle, à proposer des solutions alternatives à la détention, et à élaborer un manuel pour promouvoir les informations adaptées aux enfants et organiser une formation sur les procédures adaptées aux enfants. Différents secteurs du Conseil de l’Europe contribueront à la mise en œuvre du Plan d’action, notamment ceux qui s’occupent des droits de l’enfant, de l’éducation, des sports, de la participation des jeunes et des médias. Le Plan d’action tient compte de la complémentarité et de la coopération avec l’Union européenne et d’autres partenaires clés.
