Doping, match-fixing and good governance on the agenda of Sport Ministers conference in Hungary

European Sport Ministers will meet on Tuesday 29 November in Budapest (Hungary) at a conference organised by the Council of Europe under its Enlarged Partial Agreement on Sport (EPAS), aimed at more effectively combating doping, promoting implementation of the Convention on match-fixing and fostering good governance in sport.

How should the transparency of anti-doping procedures be improved and the fundamental rights of sports practitioners be protected? How is the independence of the World Anti-Doping Agency to be safeguarded? How can the obstacles encountered by governments in implementing the Convention on the Manipulation of Sports Competitions be overcome? How can governments fight corruption in sport? How can the international sports movement effectively improve its governance and make its efforts more visible?

The Ministers will debate these issues, among others, at the conference which will conclude with a signing ceremony for the Convention on the Manipulation of Sports Competitions and the Convention on an integrated safety, security and service approach at football matches and other sports events, as well as a protocol of agreement between the Council of Europe and the World Anti-Doping Agency.

The Council of Europe Secretary General, Thorbjørn Jagland, and Deputy Secretary General, Gabriella Battaini-Dragoni, will take part in the conference.

Background

The Enlarged Partial Agreement on Sport (EPAS) was created in 2007 to meet the challenges facing sport today in Europe. It serves as a platform for the public authorities of 36 member States, fostering dialogue between ministers, sports federations and NGOs and ensuring compliance with ethical and positive values.

The conference is organised in co-operation with the Ministry of Human Capacities of Hungary, one of the countries hosting the Euro 2020 championships and the venue for the 2017 World swimming championships.

The purpose of the Convention on the Manipulation of Sports Competitions is to prevent, detect, punish and discipline the manipulation of sports competitions, as well as enhance the exchange of information and national and international cooperation between the public authorities concerned, and with sports organisations and sports betting operators.

The Convention on an integrated safety, security and service approach at football matches and other sports events aims at ensuring that football and other sports events provide a safe, secure and welcoming environment for all individuals. Measures are also envisaged to prevent and punish acts of violence and misbehaviour.

-          The conference itself, beginning at 9 am, with statements from numerous eminent figures, representatives of the Council of Europe, the Hungarian Government, the European Commissioner for Education, Culture, Multilingualism and Youth, the International Olympic Committee, the World Anti-Doping Agency and the sports movement. The opening and closing sessions will be open to the press.

-          A press statement, given at 10 am by the representatives of the Council of Europe and the Hungarian Government.

-          A final press conference, organised at 6 pm.
