Action against corruption: France could do better

Strasbourg, 03.06.2016 – In a report on corruption prevention in respect of parliamentarians, judges and prosecutors published today, the GRECO, the Council of Europe’s anti-corruption body, concludes that France has only implemented two of the eleven recommendations made in 2013.

In its conclusions, GRECO lists a number of positive measures taken but also identifies several areas for improvement:

·       With respect to parliamentarians, further progress is expected with regard to transparency and the monitoring of the use of the parliamentary reserve facility, as well as the declaration of gifts and benefits, in particular at the level of the National Assembly. The GRECO also calls on the two assemblies to make the declarations of assets of members of the National Assembly and the Senate more accessible to the public. No new measures have actually been taken in this respect.

·       With respect to judges and prosecutors, the GRECO regrets the lack of action taken in response to its recommendations, in particular with regard to the concentration of disciplinary powers in respect of judges and prosecutors in the hands of the Judicial Service Commission, the method for appointing prosecutors, and the criteria for awarding honorary decorations and distinctions.

The Group of States against Corruption (GRECO) is a Council of Europe body that aims to improve the capacity of its members to fight corruption by monitoring their compliance with anti-corruption standards. It helps states to identify deficiencies in national anti-corruption policies, prompting the necessary legislative, institutional and practical reforms. Currently it comprises the 47 Council of Europe member states, Belarus and the United States of America.
