Monitoring visit by the Congress to Malta

Strasbourg, 21 November 2016 - A delegation from the Congress of the Council of Europe will carry out a monitoring visit to Malta from 22 to 24 November 2016. The delegation will examine the situation on local democracy in the light of the provisions of the European Charter of Local Self-Government, ratified by the country in 1993. Co-rapporteurs on local democracy Mr Risto Rautava (Finland, EPP/CCE) and Mr Stewart Dickson (United-Kingdom, ILDG), will focus on the developments in the field of local democracy occurred since the last Congress monitoring visit in June 2010 which led to the adoption of the report on local democracy in Malta and of Recommendation 305 (2011) at the 20th Congress Session (22-24 March 2011).

The delegation will meet representatives of local and regional authorities in Valletta, Żebbug, Mosta, Ghasri (Gozo Island) and Senglea, notably Mr Alexiei Dingli, Mayor pf Valletta.

High level meetings are also scheduled, in particular with M. Stefan Buontempo, Parliamentary Secretary for Local Government,  M. Anġlu Farrugia, Speaker of the House of Representatives of the Parliament, M. Anthony C. Mifsud, Parliamentary Ombudsman et  M. Charles Deguara, Auditor General at the National Audit Office of Malta.

Malta ratified the European Charter of Local Self Government in 1993. The countries which have ratified the Charter are bound by its provisions. The Charter requires compliance with a minimum number of rights, which form the European bedrock of local self-government. The Congress of Local and Regional Authorities makes sure that these principles are observed.
