Ref. CG-CP034 (2016) Rotterdam: Summit of Mayors for the “Alliance of European cities against violent extremism” Strasbourg, 3 November 2016 – The Congress of Local and Regional Authorities of the Council of Europe, the City of Rotterdam and the European Forum for Urban Security (Efus) are organising a Summit of Mayors for the “Alliance of European cities against violent extremism” on Wednesday 9 November 2016 in Rotterdam, the Netherlands. The Summit will bring together 127 participants from 27 countries, including 55 mayors and deputy mayors of European cities, in order to examine recent developments in the fields of legislation and security that have had an impact at local level in different European States. Two years after the launch of the Council of Europe Action Plan on “The fight against violent extremism and radicalisation leading to terrorism”, the participants will examine the current situation through three working sessions. The first will focus on reviewing the initiatives taken by various European cities to combat the causes of radicalisation. The second session will comprise six field visits providing an opportunity for participants to discover tangible initiatives being carried out on the ground in Rotterdam. Lastly, the third working session will discuss training and awareness-raising programmes that can help local elected representatives prevent radicalisation. The Summit will be opened by Ahmed Aboutaleb, Mayor of Rotterdam, Gudrun Mosler-Törnström, President of the Congress of Local and Regional Authorities of the Council of Europe, and Roger Vicot, President of the French Forum for Urban Security and Mayor of Lomme, representing the President of Efus. The Rotterdam Summit follows on from the International Conference of Local Authorities on the Prevention of Radicalisation Leading to Violent Extremism, which was held on 18 November 2015 in Aarhus, Denmark. This first collaboration between the Congress and Efus, in co-operation with the Mayors of Aarhus and Rotterdam, provided a European space for pooling experience and information on promising practices and training programmes and led to the adoption of the Aarhus Declaration, as well as the launch of the Alliance of European cities against violent extremism. · Interpretation: During the conference, interpretation will be provided in English, French, German, Italian, Russian and Turkish. · Press: The Summit of Mayors and the three working sessions are open to the press.
