Monitoring visit by the Congress to Italy

Strasbourg, 24 March 2017 - A delegation from the Congress of Local and Regional Authorities of the Council of Europe carried out a monitoring visit to Italy from 21 to 23 March 2017. The delegation examined the situation on local and regional democracy in the light of the provisions of the European Charter of Local Self-Government, ratified by the country in 1990. Co-rapporteurs on local democracy Mr Jakob Wienen (the Netherlands, EPP-CCE) and Mr Stewart Dickson (United-Kingdom, ILDG), focused on the developments in the field of local democracy occurred since the adoption of the last Congress recommendation on local and regional democracy in Italy, on March 2013.

High level meetings were scheduled, in particular with the Minister for Regional Affairs and Autonomies, Mr Enrico Costa, the Undersecretary of Ministry of Interior, Hon. Gianpiero Bocci, as well as the Undersecretary of Economy and Finances, Mr Paolo Baretta.

Meetings were scheduled with representatives of the Chamber of Deputies, the Senate of the Republic, the State Council as well as the Court of Audit, notably Mr Michele Nicoletti, President of theItalian Parliamentary Delegation to the Council of Europe, Mr Alessandro Pasjo, President of the State Council, and Mr Arturo Martucci di Scarfizzi, President of the Court of Audit.

The delegation also met representatives of local and regional authorities, in particular Mr Remo Grenga, President of the Italian Delegation to the Congress and Councillor of Sezze, Mr Carlo Riva-Vercellotti, President of the Province of Vercelli and Vice-President of the Union of Italian Provinces (UPI), as well as Mr Cristiano Corazzari, Regional Assessor for Culture, Territory and Security, of the Veneto Region. Finally, the rapporteurs had held talks with a delegation of the Province of Belluno comprised of Mrs Daniela Larese Filon, Presidente of the Province of Belluno, and Mr Jacopo Massaro, Mayor of Belluno.

The draft report will be examined and submitted for adoption at one of the Monitoring Committee forthcoming meetings, in 2017.

Italy ratified the European Charter of Local Self Government in 1990. The countries which have ratified the Charter are bound by its provisions. The Charter requires compliance with a minimum number of rights, which form the European bedrock of local self-government. The Congress of Local and Regional Authorities makes sure that these principles are observed.
