3.2 Written Questions by members of the Parliamentary Assembly to the Committee of Ministers

a. Written Question No. 467 by Mr R. Huseynov: “The state policy of Armenia intending to damage the genetic heritage and to erase the historical memory of the Azerbaijani people”


The Republic of Armenia has been conducting the policy of genocide against the Azerbaijani people through the entire XX century, achieved driving out all the Azerbaijanis from their historically densely populated territories by means of the deportation committed by Armenia on the level of state policy. All the geographical names in the territory of Armenia, from where hundreds of thousands of Azerbaijanis were driven out, have been changed, cemeteries have been destroyed, the monuments created by the Azerbaijani people through the long history have been annihilated, or armenianised. According to the map of Armenia printed in 1931 78.1% of all the toponymies in the territory were of Azerbaijani origin and only 3.45% was of Armenian origin, but in the modern map of Armenia all the toponymies of Azerbaijani origin have been amenianised.

Launching the new stage of the deportation and genocide policy pursued against the Azerbaijani people at the end of the 1980s, Armenia and the international Armenian lobby having finished the ethnic cleansing in Armenia started an active aggression. Having occupied the Nagorno-Karabakh and the other 7 adjacent districts of Azerbaijan, Armenia conducted systematic work conducting to the ecological catastrophe of both the lands under occupation and the other territories of Azerbaijan. The floras in the occupied lands have been destroyed, and dead zones have been created in the conquered territories, where radioactive wastes brought from Armenia and by means of Armenia are being buried. Armenia has created a serious source of danger for the health of the Azerbaijan people with the harmful and poisonous bacteriological wastes thrown into the rivers passing through Armenia running to the territories under occupation and other territories of Azerbaijan.

To erase the historical traces and signs of Azerbaijan in the territories under occupation and thus obliterating the historical memory is the inseparable part of the massive attempt policy of Armenia against Azerbaijan.

In the city of Shusha, which is one of the capitals of the Azerbaijani culture, Armenia has been realising this policy with special cruelty. All these attempts resulted in the annihilation of the unique cultural riches are a crime not only against the Azerbaijani culture and history, but also against humanity and civilisation as a whole. By destroying the historical and cultural monuments cemeteries and by making illegal archaeological excavations in the city of Shusha, Armenia pursues a dirty purpose of erasing the traces and signs of Azerbaijan in these territories and obliterating these pages from the historical memory of the future generations of the Azerbaijani people.

The Armenians, constructing a special obelisk at the end of 1970s on occasion of the 150th anniversary of their transfer to Nagorno-Karabakh nowadays do all sorts of pettifogging and falsification with an intention to prove that as if they lived in these territories from the ancient times. Of course, they also removed the obelisk created by them as a proof, which also went against their idea of living in Nagorno-Karabakh from the ancient times. However, the photo of that obelisk and even the film that demonstrates the ceremony of opening of the obelisk still remains.

Considering all of these, Mr Huseynov asks the Committee of Ministers:

Although this issue was repeatedly raised, why does the Committee of Ministers not undertake concrete measures within its competence in order to prevent the terrible actions conducted by the Republic of Armenia towards erasing the historical memory and annihilating the genetic heritage of the Azerbaijani people, and in the concrete case does not stop the illegal archaeological excavations that Armenians are conducting?
