Committee of Advisers for the development of transfrontier cooperation in Central and Eastern Europe – 4th Annual Report covering the year 2004 with the participation of Mrs Judy Rosemary Batt, member of the Committee
The Deputies, having held an exchange of views on the basis of the 4th Annual Report of the Committee of Advisers for the development of transfrontier cooperation in central and eastern Europe, with the participation of Mrs Judy Rosemary Batt, member of the said Committee,
1. noted with satisfaction the activities implemented in 2004, which had contributed in particular to a wider acceptance by member states of the European Outline Convention on Transfrontier Cooperation between Territorial Communities or Authorities and its Protocols;
2. reiterated the view that transfrontier cooperation remains an essential feature of the action pursued by the Council of Europe to promote democratic stability and mutual understanding between the nations, through enhanced dialogue, joint action and institution-building at local and cross-border level and will bear this in mind when finalising the draft Action Plan to be adopted by the Third Summit of Heads of State and Government;
3 invited the Committee of Advisers and the Secretariat to bear in mind the remarks and suggestions made during the exchange of views, when planning and implementing future activities;
4. invited the Secretary General – having regard to any decision that might be taken at the forthcoming Third Summit of Heads of State and Government of the member states of the Council of Europe – to explore with the European Commission means of achieving complementarity and coordination in the design and implementation of measures to promote transfrontier cooperation.
