    Action

    a. to take note of the abridged report of the 62nd meeting of the Steering Committee on the Mass Media (CDMM) as a whole (document CM(2004)206) and to adopt the relevant decisions.

    b. to adopt the Declaration on freedom of expression and information in the media in the context of the fight against terrorism, as it appears in Appendix II to document CM(2004)206.

    c. to adopt the Recommendation on the right of reply in the new media environment, as it appears in Appendix III to document CM(2004)206 and to take note of the Explanatory Memorandum thereto, as it appears in Appendix IV to document CM(2004)206.

    1. Document CM(2004)206 lists the items discussed and the decisions taken at the 62nd meeting of the Steering Committee on the Mass Media (2-5 November 2004). The items to which the CDMM decided to draw the Committee of Ministers' attention are indicated in bold. The draft decisions set out below concern only those items which the Secretariat considers require a decision by the Deputies.

    2. At this meeting, the CDMM reviewed the work carried out by its various subordinate bodies. In this context, the CDMM approved a draft Declaration of the Committee of Ministers on freedom of expression and information in the media in the context of the fight against terrorism (see Appendix II to document CM(2004)206) as well as a draft Recommendation on the right of reply in the new media environment (see Appendix III to document CM(2004)206) and decided to forward these texts to the Committee of Ministers for adoption.

    3. The CDMM also continued the preparation of the 7th European Ministerial Conference on Mass Media Policy, to be held in Kyiv (Ukraine) on 10-11 March 2005. In this context, the CDMM reviewed and amended the draft political texts to be submitted to the Ministerial Conference for adoption and discussed the practical arrangements for the Conference. The CDMM agreed, in particular, to invite interested NGOs to organise a forum before the conference so as to make a contribution to the discussions which would take place during this event.

    4. In order to prepare the implementation of the political texts which are to be adopted at the above-mentioned Ministerial Conference, the CDMM prepared draft terms of reference for 4 new groups of specialists as from 2005. The Committee of Ministers is invited to approve the terms of reference of these new groups of specialists (see Appendices V to VIII).

    5. Following the request of the Ministers' Deputies at their 896th meeting (22 September 2004), the CDMM also adopted an opinion (see Appendix IX to document CM(2004)206) on Recommendation 1670 (2004) of the Parliamentary Assembly on Internet and the Law.

    3. approved the specific terms of reference for the Group of Specialists on public service broadcasting in the Information Society (MM-S-PSB) as they appear at Appendix .. to the present volume of Decisions;<see Appendix VII to document CM(2004)206>

    4. approved the specific terms of reference for the Group of Specialists on human rights in the Information Society (MM-S-IS) as they appear at Appendix .. to the present volume of Decisions;<see Appendix VIII to document CM(2004)206>

    5. taking into account decisions 1 to 4 above, took note of the abridged report of the 62nd meeting of the Steering Committee on the Mass Media (CDMM) as a whole, as it appears in document CM(2004)206.
