    Decisions

    The Deputies

    1. took note of the synopsis of the GR-EDS meeting held on 22 October 2004 (GR-EDS(2004)CB13);

    with regard to Bosnia and Herzegovina

    2. noted, in the light of the 8th Report on compliance with obligations and commitments and implementation of the post-accession Cooperation Programme, that some progress had been made but that sustained progress was needed, in particular with regard to implementation;

    3. therefore encouraged the authorities of Bosnia and Herzegovina to reinforce efforts to implement reforms in the following areas:

    - democratic institutions;
    - human rights institutions;
    - judicial system and police;
    - media;
    - education;

    4. recalled that greater efforts were expected, in particular to ensure the compatibility of legislation with the European Convention on Human Rights and the speedy appointment of a government agent to the European Court of Human Rights, as well as with regard to cooperation with the International Criminal Tribunal for the former Yugoslavia (ICTY);

    with regard to Belarus

    5. agreed to resume consideration of this item at their 904th meeting (17 November 2004).
