    4.1 Ad Hoc Committee on Action against Trafficking in Human Beings (CAHTEH)

    Abridged report of the 6th meeting (Strasbourg, 28 September – 1 October 2004)

    LIST OF ITEMS DISCUSSED AND DECISIONS TAKEN

    1. The Ad Hoc Committee on action against trafficking in human beings (CAHTEH) held its 6th meeting from 28 September to 1 October 2004 at the Palais de l'Europe in Strasbourg, with Mr Jean-Sébastien JAMART (Belgium) in the Chair. The agenda, as adopted by the CAHTEH, is set out in Appendix I. The full report of this meeting, including the list of participants, can be obtained from DGII – Equality Division.

    2. The CAHTEH carried out a hearing with the following non-governmental organizations: Amnesty International, Gender Equality Grouping and the Coalition against Trafficking in Women (CATW/MAPP), and held an exchange of views with them. At the request of these NGOs and in accordance with its terms of reference, the CAHTEH agreed to allow them to participate in this meeting.

    3. The CAHTEH continued the second reading of the draft Convention. The CAHTEH examined the following provisions in second reading:

    Identification of the victims

    Article 14

    Recovery and reflection period

    Article 15

    Residence permit

    Article 16

    Monitoring mechanism

    4. The CAHTEH agreed to examine at its next meeting from 7 to 10 December 2004, the Preamble and Articles 26, 42§1 and 43 to 53. The CAHTEH also agreed to finalise at its next meeting the draft Convention and to examine the draft Explanatory Report.

    5. The CAHTEH decided, subject to available funding, to hold its next plenary meeting as follows:

    7-10 December 2004

    6. Finally, the CAHTEH invited the Committee of Ministers to take note of this report as a whole.
