    Action1

    To consider the appended draft decisions with a view to their adoption.

    1. The Committee on the Rehabilitation and Integration of People with disabilities (Partial Agreement) (CD-P-RR) held its 26th session in Strasbourg, from 7 to 10 October 2003. It adopted the List of Decisions of the 26th session on 10 October 2003 and the Report on 31 December 2003 in writing. The abridged report is set out in document CM(2004)43.

    2. At that meeting, the CD-P-RR, in particular:

    1. discussed the follow-up to be given to the Second European Conference of Ministers responsible for integration policies for people with disabilities, Malaga, Spain, 7-8 May 2003;

    2. began the discussion on the establishment of a Council of Europe Action Plan for people with disabilities, in line with the decision taken by the Committee of Ministers at its 853rd meeting;

    3. took note of the initiative of the Secretary General to extend the activities of the Partial Agreement in the Social and Public Health Field to all Council of Europe member states;

    4. examined and approved its Activity Programme 2004-2005 and the work of its subordinate bodies, and adopted the terms of reference of subordinate bodies on autism and on universal design (accessibility);

    5. took note of the publication of reports resulting from its activities;

    6. reviewed its draft report on the status of legislation for sign languages, which is expected to be completed towards the end of 2004;

    7. held an exchange of views on the need to ensure that the new Council of Europe buildings comply with the principles of universal design (accessibility for all) enshrined in Resolution ResAP(2001)1 of the Committee of Ministers;

    8 continued the exchange of information on other disability-related Council of Europe activities, in order to ensure a close link with other Council of Europe bodies.

    9. The other items examined by the CD-P-RR at its 26th session are set out in the abridged report CM(2004)43. The Deputies, in their composition restricted to the Representatives of the member states of this Partial Agreement, might wish to take note of this report as a whole. The full meeting report is set out in document CD-P-RR (2003) 8 final.

    10. Moreover, the Deputies, in their composition restricted to the Representatives of the member states of this Partial Agreement, might wish to bring this report, once they have taken note thereof, to the attention of the Representatives of the other Council of Europe member states.

    11. The GR-SOC considered this item at its meeting of 4 May 2004 and gave its green light to the draft decisions below.

    Decisions

    A. The Deputies, in their composition restricted to the Representatives of the member states of the Partial Agreement in the Social and Public Health Field: 2

    1. took note of the CD-P-RR's request addressed to those delegations having translated the Political Declaration adopted at the Second European Conference of Ministers responsible for integration policies for people with disabilities (Malaga, Spain, 7-8 May 2003) in Council of Europe non-official languages, to make those translations available to the Secretariat for publication on the web site of the Malaga Ministerial Conference;

    2. took note of the fact that, as a follow-up to the Malaga Ministerial Conference and in line with the Committee of Ministers' decisions of 24 September 2003, the CD-P-RR had begun the discussion on the establishment of a Council of Europe Action Plan for people with disabilities;

    3. took note of the fact that, as a follow-up to the Secretary General's initiative to extend the activities of the Partial Agreement in the Social and Public Health Field to all Council of Europe member states, launched at the Malaga Ministerial Conference, the CD-P-RR had invited all Council of Europe member states, who were not members of the Partial Agreement, to attend the 26th session of the CD-P-RR as observers at their own expense, and of that fact that 11 states had followed that invitation;

    4. took note of the CD-P-RR Activity Programme 2004-2005;

    5. took note of the Specific Terms of Reference of the Committee of experts on universal design (accessibility) (P-RR-UD);

    6. took note of the Specific Terms of Reference of the Committee of experts on the education and integration of children with autism (P-RR-AUT);

    7. took note of the publication of the following reports:

    - Safeguarding adults and children with disabilities against abuse (Reprint 2003)
    - Rehabilitation and integration of people with disabilities: policy and legislation, 7th edition (2003)
    - Legislation to counter discrimination against people with disabilities, 2nd edition (2003)
    - Discrimination against women with disabilities (2003)
    - Access to social rights for people with disabilities in Europe (2003).

    8. took note of the CD-P-RR's urge to the Committee of Ministers to ensure that the new Council of Europe buildings fully comply with the principles of universal design as defined in Resolution ResAP(2001)1;

    9. took note of the abridged report of the 26th session of the CD-P-RR (CM(2004)43) as a whole, without prejudice to any future discussion and possible decision on the Secretary General's initiative to extend the Partial Agreement activities to all Council of Europe member states;

    10. brought the above decisions and the said report to the attention of the Representatives of the other Council of Europe member states.

    B. The Deputies took note of the above decisions.
