Consultation of the Consultative Assembly

The Committee of Ministers,

Desirous of effecting a better co-ordination of the work of the Committee and

the Consultative Assembly,

Having regard to the wishes expressed by the Assembly in this respect,

Resolves to apply the following principles:

1. Consultation of the Consultative Assembly on the Conventions drawn up by the

Committee of Ministers

(a) The Committee of Ministers may, in appropriate cases, invite the Assembly

to give its reasoned opinion, to be presented within a fixed time-limit, on

draft Conventions drawn up by the Committee of Ministers.

(b) Any draft Convention drawn up by the Committee of Ministers, and

submitted by it to the Consultative Assembly for an Opinion, shall be

accompanied by a detailed Explanatory Memorandum.

2. Consultation of the Consultative Assembly on Agreements to be concluded between the

Council of Europe and other international organisations

Draft Agreements between the Council of Europe and other international

organisations may be submitted to the Consultative Assembly for its opinion,

subject to a decision of the Committee of Ministers or of the Deputies in each

particular case.
