Secretary General’s Special Representative on migration and refugees visits camps in northern France

Strasbourg, 09.09.2016 – The Secretary General’s Special Representative on migration and refugees, Ambassador Tomáš Boček, is conducting a fact-finding mission to camps in northern France on 12-13 September 2016. Mr Boček will visit the camps in Calais and Grande-Synthe and the Command and Control Centre in Calais. Meetings are scheduled with the representatives of the central government, the local authorities, the police, the UNHCR and local and international NGOs. This fact-finding visit will be followed in the coming weeks with trips to Paris and London to meet with relevant ministers and officials there.

The aim of the mission is to identify areas where Council of Europe can support France and the United Kingdom in their efforts to improve the situation of migrants and refugees in northern France and ensure that they continue to be treated in accordance with the Organisation’s human rights standards. The Special Representative will publish shortly a report with recommendations to this effect.

The Special Representative was appointed by the Secretary General of the Council of Europe to gather information on the human rights situation of migrants and refugees and propose immediate assistance and support to member states.

Le Représentant spécial du Secrétaire Général sur les migrations et les réfugiés visite des camps dans le nord de la France

Strasbourg, 09.09.2016 – Le Représentant spécial du Secrétaire Général sur les migrations et les réfugiés, l’ambassadeur Tomáš Boček, réalisera une mission d’information dans les camps du nord de la France les 12 et 13 septembre 2016. M. Boček se rendra dans les camps de Calais et de Grande-Synthe, et dans le Centre de commandement et de contrôle de Calais. Il rencontrera les Préfets, les collectivités locales, la police et des représentants du HCR et d’ONG locales et internationales. Cette mission d’information sera suivie, au cours des prochaines semaines, de déplacements à Paris et à Londres pour y rencontrer les ministres et les pouvoirs publics concernés.

Cette mission vise à déterminer dans quels domaines le Conseil de l’Europe peut apporter son soutien à la France et au Royaume-Uni dans leurs efforts pour améliorer la situation des migrants et des réfugiés dans le nord de la France et veiller à ce qu’ils continuent d’être traités conformément aux normes des droits de l’homme de l’Organisation. Le Représentant spécial publiera prochainement un rapport assorti de recommandations en ce sens.

Le Représentant spécial a été nommé par le Secrétaire Général du Conseil de l’Europe pour collecter des informations sur la situation des migrants et des réfugiés du point de vue des droits de l’homme et proposer une assistance et un soutien immédiats aux Etats membres.
