General

At their 1213th meeting (26 November 2014) (CM/Del/Dec(2014)1213/11.6), the Deputies took note of the appointment by the European Court of Human Rights of Mr Christos Rozakis (Greece) as Chair and Mr Giorgio Malinverni (Switzerland) as substitute for a three-year term of office with effect from 1 April 2015. They fixed at 26 January 2015 the deadline by which member States may submit candidatures for the positions as judges of the Administrative Tribunal to be appointed by the Committee of Ministers and agreed to appoint the two judges and two substitute judges of the Administrative Tribunal at the latest at their 1223rd meeting (17-18 March 2015).

At their 1213th meeting (26 November 2014) (CM/Del/Dec(2014)1213/11.4), the Deputies authorised, in accordance with Resolution CM/Res(2014)4, the Secretary General to sign the draft agreement with the Central Commission for the Navigation of the Rhine (Appendix to CM(2014)132).

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.6), the Deputies agreed that the revised rules concerning the reimbursement of travel and subsistence expenses to members of the Committee of Experts of the European Charter for Regional or Minority Languages, members of the European Commission against Racism and Intolerance, members and additional members of the Advisory Committee of the Framework Convention for the Protection of National Minorities, and members of the Group of Experts on Action against Trafficking in Human Beings travelling at the charge of Council of Europe budgets shall also apply to the members of the Group of Experts on Action against Violence against Women and Domestic Violence of the Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence (GREVIO).

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.5), the Deputies agreed to increase the programme line “Investments” in the 2014 Ordinary Budget by €100 000, to be financed from within Pillar 4 (Governing Bodies, General Services and Other). They also approved the revised investment programme for 2014.

At their 1204th meeting (2-3 July 2014) (CM/Del/Dec(2014)1204/11.2), the Deputies took note of the situation of special accounts as at 31 December 2013 (CM(2014)73).

At their 1202nd meeting (10-11 June 2014) (CM/Del/Dec(2014)1202/11.2), the Deputies took note of the Progress Review Report for 2013 (CM/Inf(2014)10).

At their 1200th meeting (28 May 2014) (CM/Del/Dec(2014)1200/11.2), the Deputies expressed their appreciation of Switzerland’s offer to donate a bust of Henry Dunant, founder of the Red Cross, and decided to accept it gratefully. They expressed their appreciation of Azerbaijan’s offer to donate a bronze sculpture, and decided to accept it gratefully.

Finally the Deputies took note of the report of the 37th meeting of the Committee for Works of Art (C-ART) (CM(2014)71).

At their 1191st meeting (12-13 February 2014) (CM/Del/Dec(2014)1191/11.1), the Deputies expressed their appreciation of Serbia’s offer to donate a tapestry in a wood frame and decided to accept it gratefully. They also took note of the report of the 36th meeting of the Committee for Works of Art (C-ART) (CM(2014)16).

Budget matters

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.1/Part1), the Deputies adopted Resolution CM/Res(2014)5 on the adjustment of the scale of contributions to the Council of Europe Ordinary Budget, with effect from 1 January 2015 and fixed the rates of contribution to the special accounts for cultural and sports activities for 2015 of the non-member States Parties to the European Cultural Convention.

The Deputies approved the amounts for the rates of the various retainers, honoraria and daily allowances with effect from 1 January 2015 and fixed, with effect from 1 January 2015, the rates of the annual representational allowances for specially appointed officials and registration fees for the activities of the European Youth Centres.

The Deputies fixed the total appropriations for staff-related expenditure at a maximum of €147 946 500. They approved the table of permanent posts and took note of the table of positions. The Deputies agreed to use part of the appropriations frozen in the Ordinary Budget in 2014 as follows:

- to carry forward exceptionally €439 000 to 2015 for the application of the 2015 salary adjustment;

- to return €290 300 to member States as an advance on the 2014 credit balance.

The Deputies invited the Secretary General to identify and present the necessary sustainable reductions in staff expenditure for 2016 in his proposals for the Programme and Budget 2016-2017 incorporating medium-term human resources planning.

Having regard to Resolution CM/Res(2013)31 which provisionally approved this budget for 2015, the Deputies approved the Budget for 2015 and, consequently, adopted Resolution CM/Res(2014)6. Having regard to the decision adopted at their 1185th meeting (19-20 November 2013) (cf. CM/Del/Dec(2013)1185/11.1/Part1) approving the Investment Programme for 2015 on a provisional basis, the Deputies approved the Investment Programme for 2015 for a total of €5 460 000 (CM(2014)130 revadd).

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.1/Part2), the Deputies adopted Resolution CM/Res(2014)7 on the adjustment of the scale of contributions to the Extraordinary Budget, with effect from 1 January 2015. Having regard to Resolution CM/Res(2013)33 which provisionally approved this budget for 2015, the Deputies approved the Extraordinary Budget for 2015, and consequently adopted Resolution CM/Res(2014)8.

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.1/Part3A), the Deputies, having regard to Resolution CM/Res(2013)34 which provisionally approved this budget for 2015, approved the Pensions Budget for 2015, and consequently adopted Resolution CM/Res(2014)9.

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.1/Part3B), the Deputies adopted Resolution CM/Res(2014)10 on the adjustment of the scale of contributions to the Pension Reserve Fund, with effect from 1 January 2015. They adopted Resolution CM/Res(2014)11 concerning the Pension Reserve Fund for 2015,.

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.1/Part4), the Deputies adopted Resolution CM/Res(2014)12 on the adjustment of the scale of contributions to the Budget of the European Youth Foundation, with effect from 1 January 2015, and agreed to carry forward to 2015 the appropriations frozen in 2014 for the application of the 2015 salary adjustment. Having regard to Resolution CM/Res(2013)37 which provisionally approved this budget for 2015, the Deputies approved the Budget of the European Youth Foundation for 2015, and consequently adopted Resolution CM/Res(2014)13.

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.1/Part5), in their composition restricted to the representatives of the States Parties to the Convention on the Elaboration of a European Pharmacopoeia:

Contingency plan

Having regard to their prior decisions (CM/Del/Dec(2013)1185/11.1/Part5) and it being understood that it would not lead to additional contributions from member States, the Deputies authorised the selection of the Metz area for the construction of the secondary site and authorised the initiation of a detailed investment and cost analysis in respect of this secondary site (CM(2014)125).

Budget of the European Pharmacopoeia 2014-2015

The Deputies approved the scale of contributions for 2015 and consequently adopted Resolution CM/Res(2014)14. Having regard to the decision adopted at their 1185th meeting (19-20 November 2013) (cf. CM/Del/Dec(2013)1185/11.1/Part5), the Deputies approved the creation of 4 posts (2 B, 2 C) with effect from 1 January 2015. Having regard to the decision adopted at their 1185th meeting (19-20 November 2013) (cf. CM/Del/Dec(2013)1185/11.1/Part5), the Deputies approved the Investment Programme for 2015 (CM(2014)130 revadd) for a total of €4 115 000 and agreed to carry forward to 2015 the appropriations frozen in 2014 for the application of the 2015 salary adjustment. Having regard to Resolution CM/Res(2013)39 which provisionally approved this budget for 2015, the Deputies approved the Budget of the European Pharmacopoeia for 2015, and consequently adopted Resolution CM/Res(2014)15.

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.1/Part6), the Deputies, in their composition restricted to representatives of the States members of the Partial Agreement on the Council of Europe Development Bank, approved the scale of contributions for 2015 and consequently adopted Resolution CM/Res(2014)16. They agreed to carry forward to 2015 the appropriations frozen in 2014 for the application of the 2015 salary adjustment. Having regard to Resolution CM/Res(2013)41 which provisionally approved this budget for 2015, the Deputies approved the Budget of the Partial Agreement on the Council of Europe Development Bank for 2015, and consequently adopted Resolution CM/Res(2014)17.

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.1/Part7), the Deputies, in their composition restricted to the representatives of the States members of the Partial Agreement Pompidou Group, approved the scale of contributions for 2015 and consequently adopted Resolution CM/Res(2014)18. They agreed to carry forward to 2015 the appropriations frozen in 2014 for the application of the 2015 salary adjustment. Having regard to Resolution CM/Res(2013)43 which provisionally approved this budget for 2015, the Deputies approved the Budget of the Partial Agreement on the Co-operation Group to Combat Drug Abuse and Illicit Trafficking in Drugs (Pompidou Group) for 2015, and consequently adopted Resolution CM/Res(2014)19.

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.1/Part8), the Deputies, in their composition restricted to the representatives of the States members of the Partial Agreement EUR-OPA, approved the scale of contributions for 2015 and consequently adopted Resolution CM/Res(2014)20. They agreed to carry forward to 2015 the appropriations frozen in 2014 for the application of the 2015 salary adjustment. Having regard to Resolution CM/Res(2013)45 which provisionally approved this budget for 2015, the Deputies approved the Budget of the Partial Agreement EUR-OPA for 2015, and consequently adopted Resolution CM/Res(2014)21.

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.1/Part9), the Deputies, in their composition restricted to the representatives of the States members of the Partial Agreement “Eurimages”, agreed to carry forward to 2015 the appropriations frozen in 2014 for the application of the 2015 salary adjustment. Having regard to Resolution CM/Res(2013)46 which provisionally approved this budget for 2015, the Deputies approved the Budget of the Partial Agreement “Eurimages” for 2015, and consequently adopted Resolution CM/Res(2014)22.

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.1/Part10), the Deputies approved the scale of contributions for 2015 for the Venice Commission and consequently adopted Resolution CM/Res(2014)23. They approved, with effect from 1 January 2015, a rate of daily allowance of €175 for:

- consultants, personalities and delegations from central and eastern European countries attending meetings held at the seat of the Commission in Venice and whose expenses are charged to the budget of the Enlarged Agreement;

- members of the Commission on official journeys acting as rapporteurs at the request of the Commission and whose expenses are charged to the budget of the Enlarged Agreement.

The Deputies approved, with effect from 1 January 2015, a rate of daily allowance of €240 for work at home for members of the Venice Commission and agreed to carry forward to 2015 the appropriations frozen in 2014 for the application of the 2015 salary adjustment. Having regard to Resolution CM/Res(2013)48 which provisionally approved this budget for 2015, the Deputies approved the Budget of the Venice Commission for 2015 and consequently adopted Resolution CM/Res(2014)24.

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.1/Part11), the Deputies, in their composition restricted to the representatives of the States members of the Partial Agreement on Youth Mobility through the Youth Card, approved the scale of contributions for 2015 and consequently adopted Resolution CM/Res(2014)25. Having regard to Resolution CM/Res(2013)50 which provisionally approved this budget for 2015, the Deputies approved the Budget of the Partial Agreement on Youth Mobility through the Youth Card for 2015, and consequently adopted Resolution CM/Res(2014)26.

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.1/Part12), the Deputies, in their composition restricted to the representatives of the States members of the Enlarged Partial Agreement on the European Centre for Modern Languages (Graz), approved the scale of contributions for 2015 and consequently adopted Resolution CM/Res(2014)27. Having regard to Resolution CM/Res(2013)52 which provisionally approved this budget for 2015, the Deputies approved the Budget of the Enlarged Partial Agreement on the European Centre for Modern Languages (Graz) for 2015, and consequently adopted Resolution CM/Res(2014)28.

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.2a), the Deputies approved the consolidated financial statements of the Council of Europe for the year ended 31 December 2013, in the light of the opinion of the External Auditor (CM(2014)100), and accordingly adopted Resolution CM/Res(2014)29. They approved the budgetary management accounts of the General Budget for the year ended 31 December 2013 (Ordinary Budget, Subsidiary Budgets: Services, Subsidiary Budgets of the European Youth Centres, Subsidiary Budget for Publications, Extraordinary Budget, Appropriations carried forward from 2012, Pensions Budget and Pension Reserve Fund, Budget of the European Youth Foundation), in the light of the opinion of the External Auditor (CM(2014)100 add), and accordingly adopted Resolution CM/Res(2014)30. The Deputies agreed to transmit the above-mentioned consolidated financial statements and budgetary management accounts to the Parliamentary Assembly for information.

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.2b), the Deputies, in their composition restricted to representatives of the States Parties in 2013 to the Convention on the Elaboration of a European Pharmacopoeia, approved the budgetary management accounts of this Partial Agreement for the year ended 31 December 2013, in the light of the opinion of the External Auditor (CM(2014)100), and accordingly adopted Resolution CM/Res(2014)31.

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.2c), the Deputies, in their composition restricted to representatives of the States members in 2013 of the Partial Agreement on the Council of Europe Development Bank, approved the budgetary management accounts of this Partial Agreement for the year ended 31 December 2013, in the light of the opinion of the External Auditor (CM(2014)100), and accordingly adopted Resolution CM/Res(2014)32.

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.2d), the Deputies, in their composition restricted to representatives of the States members in 2013 of the Enlarged Partial Agreement Pompidou Group, approved the budgetary management accounts of this Enlarged Partial Agreement for the year ended 31 December 2013, in the light of the opinion of the External Auditor (CM(2014)100), and accordingly adopted Resolution CM/Res(2014)33.

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.2e), the Deputies, in their composition restricted to representatives of the States members in 2013 of the Partial Agreement EUR-OPA, approved the budgetary management accounts of this Partial Agreement for the year ended 31 December 2013, in the light of the opinion of the External Auditor (CM(2014)100), and accordingly adopted Resolution CM/Res(2014)34,.

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.2f), the Deputies approved the budgetary management accounts of the Enlarged Agreement Venice Commission for the year ended 31 December 2013, in the light of the opinion of the External Auditor (CM(2014)100), and accordingly adopted Resolution CM/Res(2014)35.

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.2g), the Deputies, in their composition restricted to representatives of the States members in 2013 of the Enlarged Partial Agreement on Youth Mobility through the Youth Card, approved the budgetary management accounts of this Enlarged Partial Agreement for the year ended 31 December 2013, in the light of the opinion of the External Auditor (CM(2014)100), and accordingly adopted Resolution CM/Res(2014)36.

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.2h), the Deputies, in their composition restricted to representatives of the States members in 2013 of the Enlarged Partial Agreement establishing the European Centre for Modern Languages (Graz), approved the budgetary management accounts of this Enlarged Partial Agreement for the year ended 31 December 2013, in the light of the opinion of the External Auditor (CM(2014)100), and accordingly adopted Resolution CM/Res(2014)37.

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.2i), the Deputies approved the budgetary management accounts of the Enlarged Agreement GRECO for the year ended 31 December 2013, in the light of the opinion of the External Auditor (CM(2014)100), and accordingly adopted Resolution CM/Res(2014)38.

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.2j), the Deputies, in their composition restricted to representatives of the States members in 2013 of the Enlarged Partial Agreement on Sport (EPAS), approved the budgetary management accounts of this Enlarged Partial Agreement for the year ended 31 December 2013, in the light of the opinion of the External Auditor (CM(2014)100), and accordingly adopted Resolution CM/Res(2014)39.

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.2k), the Deputies, in their composition restricted to representatives of the States members in 2013 of the Enlarged Partial Agreement on Cultural Routes, approved the budgetary management accounts of this Enlarged Partial Agreement for the year ended 31 December 2013, in the light of the opinion of the External Auditor (CM(2014)100), and accordingly adopted Resolution CM/Res(2014)40.

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.3), the Deputies approved the financial statements of the Enlarged Partial Agreement establishing the European Centre for Global Interdependence and Solidarity (North-South Centre) for the year ended 31 December 2013, in the light of the opinion of the External Auditor (CM(2014)101), and accordingly adopted Resolution CM/Res(2014)41. They agreed to transmit the above-mentioned financial statements to the Parliamentary Assembly for information.

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.4), the Deputies approved the financial statements of the Partial Agreement of the European Support Fund for the Co-production and Distribution of Creative Cinematographic and Audiovisual Works “Eurimages” for the year ended 31 December 2013, in the light of the opinion of the External Auditor (CM(2014)102), and accordingly adopted Resolution CM/Res(2014)42. They agreed to transmit the above-mentioned financial statements to the Parliamentary Assembly for information.

Budget Committee

At their 1210th meeting (22 and 24 October 2014) (CM/Del/Dec(2014)1210/11.7), the Deputies took note of the meeting report of the September 2014 session of the Budget Committee (CM(2014)122).

At their 1209th meeting (8 October 2014) (CM/Del/Dec(2014)1209/11.1), the Deputies took note of the meeting report of the June 2014 session of the Budget Committee (CM(2014)86).

At their 1189th meeting (22 January 2014) (CM/Del/Dec(2014)1189/11.1), the Deputies appointed Mr Makar Ghambaryan as alternate member of the Budget Committee in respect of Armenia, in accordance with the procedure for the appointment of the members of the Budget Committee, for the term expiring on 31 December 2016.

Audit

At their 1209th meeting (8 October 2014) (CM/Del/Dec(2014)1209/11.4), the Deputies took note of the annual report for 2013 of the Oversight Advisory Committee (CM(2014)114) and agreed to transmit it to the Parliamentary Assembly for information.

At their 1204th meeting (2-3 July 2014) (CM/Del/Dec(2014)1204/11.3), the Deputies welcomed the annual report 2013 of the Directorate of Internal Oversight (CM(2014)72) and agreed to transmit it to the Parliamentary Assembly for information. They encouraged the Secretary General to implement the recommendations.

At their 1203rd meeting (18 June 2014) (CM/Del/Dec(2014)1203/11.1), the Deputies appointed the following members of the Oversight Advisory Committee for the period from 1 October 2014 to 30 September 2017: Mr Bert Keuppens (Belgium); Mr Alain Gillette (France); Ms Michaela Zintl (Germany); Mr Peter Maertens (Netherlands) and Mr Paul Catchick (United Kingdom).

At their 1197th meeting (16 April 2014) (CM/Del/Dec(2014)1197/11.1), the Deputies approved the amendments to paragraphs 18 and 19 of the Evaluation Policy (CM(2014)15 corr) and took note of the revised evaluation guidelines (DD(2014)238).

At their 1196th meeting (2-3 April 2014) (CM/Del/Dec(2014)1196/11.1), the Deputies adopted Resolution CM/Res(2014)3 on the terms of reference of the Oversight Advisory Committee. They invited member States and the Secretary General to submit, by 15 May 2014 at 5 p.m., candidatures for nomination to the Oversight Advisory Committee, in accordance with Article 3 of the appendix to the resolution, for a three-year term of office beginning on 1 October 2014. The Deputies instructed the GR-PBA to review the revised terms of reference in the light of an exchange of views with the External Auditor and the Oversight Advisory Committee in September 2014.

At their 1190th meeting (5 February 2014) (CM/Del/Dec(2014)1190/11.2), the Deputies agreed to extend the term of office of the following members of the Audit Committee until 30 September 2014: Mr Sergey Y. Kutukov (Russian Federation); Mr Ladislav Langr (Czech Republic); and Mr Peter Maertens (Netherlands). They agreed to examine the proposal for revised terms of reference of the Audit Committee at a forthcoming meeting.

Internal Oversight

External Auditor

Co-ordinating Committee on Remuneration (CCR)

At their 1213th meeting (26 November 2014) (CM/Del/Dec(2014)1213/11.3), the Deputies, having regard to the recommendations set out in paragraph 4 of the 231st report of the CCR (CM(2014)126) concerning the adjustment of remuneration of the staff of the co-ordinated organisations, in so far as they concern the Council of Europe, agreed to adopt, with effect from 1 January 2015, the salary scales resulting from the application of the adjustment indices indicated in Annex 2 of the 231st report (the adjustment index for France being 2.1%), as shown in the tables for each State attached to that report, with the exception of the salary scales for B and C grade staff members for Belgium, France, Germany and Hungary which are replaced by the salary scales set out in document CM(2014)126 add. The Deputies noted that, in accordance with Article 5, any special adjustment shall be deducted from the annual adjustment, and noted that, in pursuance of Article 36 of the 132nd report (CM(2001)170 rev), pensions payable under Appendix V of the Staff Regulations will be adjusted in the same proportions and at the same date as the salary of staff in relation to which they are calculated.

The Deputies noted that, in accordance with the interpretation given to paragraph 3 of the 34th report by the CCG (CCG(65)5) dated 25 October 1965, at its 77th session on 29 June 1966 (cf. CCG/M(66)6), the salary of temporary staff serving in the Council of Europe will be adjusted in the same proportions as that of permanent staff. They noted that under the terms of Article 3 of Resolution CM/Res(2009)5 on the status and conditions of service of judges of the European Court of Human Rights and of the Commissioner for Human Rights, the annual remuneration of judges and of the Commissioner for Human Rights will be adjusted in accordance with any adjustments made to salaries of staff members based in France. The Deputies approved, with effect at 1 January 2015, the amounts of allowances and indemnities fixed in absolute value, adjusted in accordance with the procedure, set out in Annex 4 to the 231st report of the CCR.

Finally the Deputies adopted Resolution CM/Res(2014)46 on the revision of the tables appended to the Regulations governing staff salaries and allowances, and Resolution CM/Res(2014)47 on the remuneration of specially appointed officials.

At their 1213th meeting (26 November 2014) (CM/Del/Dec(2014)1213/11.1a), the Deputies took note of the 229th report of the CCR on the review of the system of the installation allowance (CM(2014)99). They adopted Resolution CM/Res(2014)45 amending Article 8 of the Regulations governing staff salaries and allowances (Appendix IV to the Staff Regulations), and noted that the ceilings on the basic amount of the installation allowance shall be adjusted in accordance with Articles 7 and 8 of the Annex of the 229th CCR report (CM(2014)99).

At their 1213th meeting (26 November 2014) (CM/Del/Dec(2014)1213/11.1b), the Deputies took note of the 228th report of the CCR on the system of the daily subsistence allowance (CM(2014)105). They approved the rules for the adjustment of the daily subsistence allowance for staff travelling on duty, as they appear in the Annex to the 228th report (CM(2014)105), and consequently decided that these rules would replace the rules set out in the Annex of the 189th report of the CCR (CM(2008)149), with effect from 1 January 2015. They decided, in accordance with Article 1.2 of the said rules, that accommodation costs shall be reimbursed on a flat-rate basis, upon submission of an invoice.

The Deputies noted that the Secretary General would complete a cost-benefit analysis of a possible change of the system by 1 September 2015, and invited the Secretary General to apply, with effect from 1 January 2015, the initial rates of the daily subsistence allowance, as they appear in the 232nd report of the CCR (CM(2014)134) and authorised the Secretary General to adjust these rates every three years, in accordance with Article 3 of the 228th report, on the basis of a CCR report.

At their 1213th meeting (26 November 2014) (CM/Del/Dec(2014)1213/11.1c), the Deputies took note of the 227th report of the CCR on the system of the kilometric allowance (CM(2014)104). They approved the rules for the calculation of the amounts of the kilometric allowance paid to staff travelling on duty by private car, as they appear in the Annex to the 227th report (CM(2014)104), and consequently decided that these rules would replace the rules set out in Annex I to the 49th report of the CCR (CM(95)55), with effect from 1 January 2015.

At their 1209th meeting (8 October 2014) (CM/Del/Dec(2014)1209/11.2), the Deputies took note of the 226th report of the CCR (CM(2014)97). They decided that, as a special adjustment, salary scales, as adjusted at 1 January 2014, will be increased by 0.4% for Turkey with effect from 1 April 2014.

The Deputies noted that by application of the 150th report by the Co-ordinating Committee of Government Budget Experts (CCG), dated 4 April 1978 (CCG(78)4), pensions will be increased in the same proportion and on the same date as the remuneration of the staff to whom this recommendation applies, and noted that, in accordance with the interpretation given to paragraph 3 of the 34th report by the CCG (CCG(65)5), the remuneration of auxiliary staff serving in the co-ordinated organisations will be adjusted in accordance with the provisions of this report.

At their 1197th meeting (16 April 2014) (CM/Del/Dec(2014)1197/11.2), the Deputies took note of the 2013 activity report of the CCR (CM(2014)35).

At their 1190th meeting (5 February 2014) (CM/Del/Dec(2014)1190/11.1a), the Deputies took note of the 224th report of the CCR on the revision at 1 January 2014 of the daily subsistence allowance for staff of the co-ordinated organisations (CM(2013)177), and approved, with effect from 1 January 2014, the rates of the daily subsistence allowance, as they appear in the tables appended to that report.

At their 1190th meeting (5 February 2014) (CM/Del/Dec(2014)1190/11.1b), the Deputies took note of the 225th report of the CCR (CM(2013)178), and approved, with effect from 1 January 2014, the amounts of the kilometric allowance, as they appear in that report.

Pensions

At their 1213th meeting (26 November 2014) (CM/Del/Dec(2014)1213/11.5), the Deputies took note of the response of the Management Board of the Pension Reserve Fund to the comments of the Budget Committee (CM(2014)135) and consequently approved the conclusions of the Management Board of the Pension Reserve Fund as regards the Strategic Asset Allocation and the alternative Socially Responsible Investments Strategy, as they appear in the second three-year review (document CM(2014)4), and invited the Management Board of the Pension Reserve Fund to closely monitor the implementation of the engagement overlay (Appendix to CM(2014)135).

With regard to the Co-ordinated Pension Scheme (Appendix V to the Staff Regulations)

At their 1213th meeting (26 November 2014) (CM/Del/Dec(2014)1213/11.2), the Deputies took note of the 230th report of the CCR (CM(2014)106). They agreed that the rate of contribution of staff affiliated to the Co-ordinating Pension Scheme (Appendix V to the Staff Regulations) shall be increased to 9.5% of basic salary, with effect from 1 January 2015, and amended accordingly Article 41, paragraph 4 of the Pension Scheme Rules (Appendix V to the Staff Regulations) and replaced the figure 9.0% by the figure 9.5%, with effect from 1 January 2015.

With regard to the New Pension Scheme “NPS” (Appendix V bis to the Staff Regulations)

At their 1213th meeting (26 November 2014) (CM/Del/Dec(2014)1213/11.2), the Deputies took note of the technical opinion of the Administrative Committee on Pensions of the Co-ordinated Organisations concerning the method of calculating the rate of contribution to the New Pension Scheme (CM(2014)106 add). They agreed that the rate of contribution of staff affiliated to the New Pension Scheme “NPS” (Appendix V bis to the Staff Regulations) would remain unchanged at 9.3% of the basic salary and agreed to retain Article 41, paragraph 3 of the Rules of the New Pension Scheme “NPS” (Appendix V bis to the Staff Regulations) unchanged.

With regard to the Third Pension Scheme “TPS” (Appendix V ter to the Staff Regulations)

At their 1213th meeting (26 November 2014) (CM/Del/Dec(2014)1213/11.2), the Deputies took note of the technical opinion of the Administrative Committee on Pensions of the Co-ordinated Organisations concerning the method of calculating the rate of contribution to the Third Pension Scheme (CM(2014)106 add2). They agreed that the rate of contribution of staff affiliated to the Third Pension Scheme “TPS” (Appendix V ter to the Staff Regulations) shall be increased to 9.4% of basic salary, with effect from 1 January 2015. The Deputies amended Article 41, paragraph 3 of the Third Pension Scheme Rules “TPS” (Appendix V ter to the Staff Regulations) to take account of the above decisions, accordingly replaced the figure 9.1% by the figure 9.4% and replaced the sentence “This rate shall be reviewed on 1st January 2015 and thereafter every five years or whenever necessary, on the basis of an actuarial study, the procedures for which are appended hereto” by the following sentence: “This rate shall be reviewed at least every five years or whenever necessary, on the basis of an actuarial study, the procedures for which are appended hereto”.

At their 1204th meeting (2-3 July 2014) (CM/Del/Dec(2014)1204/11.1), the Deputies approved the nomination of Mr Thomas Weinberg as Chair of the Pension Reserve Fund Management Board and took note of the 1st report for 2014 of the Management Board of the Pension Reserve Fund to the Committee of Ministers (CM(2014)74).

The Deputies agreed to refer the comments of the Budget Committee as regards the Strategic Asset Allocation (SAA) and the alternative Socially Responsible Investment (SRI) Strategy, as they appear in document CM(2014)86, to the Management Board of the Pension Reserve Fund for further consideration, with a view to resuming consideration of this matter at a later stage.

At their 1197bis meeting (23 April 2014) (CM/Del/Dec(2014)1197bis/11.1), the Deputies decided to nominate Mr Sébastien Doisy, upon the proposal of France, to the Management Board of the Pension Reserve Fund, for a term of appointment of three years beginning 24 May 2014, in accordance with Article 5, paragraph 1.a of Resolution Res(2006)1, and decided to nominate Mr Thomas Ekeli, upon the proposal of Norway, to the Management Board of the Pension Reserve Fund, for a term of appointment of three years beginning 22 November 2014, in accordance with Article 5, paragraph 1.a of Resolution Res(2006)1.

At their 1195th meeting (19 and 20 March 2014) (CM/Del/Dec(2014)1195/11.1), the Deputies invited member States to submit, before 5 p.m. on 15 April 2014, candidatures of specialists with expertise in the management of investment funds for the nomination of two members of the Management Board, in accordance with Article 5, paragraph 1.a of Resolution Res(2006)1, for a term of appointment of three years beginning for the first on 24 May 2014 and for the second on 22 November 2014.

At their 1192nd meeting (19-21 February 2014) (CM/Del/Dec(2014)1192/11.1), the Deputies took note of the second report for 2013 of the Management Board of the Pension Reserve Fund (CM(2014)3) and they took note of the second three-year review of the Management Board of the Pension Reserve Fund (CM(2014)4). The Deputies invited the Budget Committee to examine the conclusions of the Management Board of the Pension Reserve Fund as regards the Strategic Asset Allocation and the alternative Socially Responsible Investments (SRI) Strategy, as they appear in the second three-year review, and to report back to the GR-PBA.

Unpaid contributions

At their 1209th meeting (8 October 2014) (CM/Del/Dec(2014)1209/11.3), the Deputies took note of the situation concerning unpaid contributions to the various budgets and funds of the Council of Europe as at 30 June 2014 (CM(2014)113) and as updated at 11 September 2014 (CM(2014)113 add). They noted that the Secretary General is in contact with the competent authorities of the non-member States with a view to ensuring that the necessary measures would be taken for their financial obligations to be honoured.

At their 1192nd meeting (19-21 February 2014) (CM/Del/Dec(2014)1192/11.2), the Deputies took note of the situation concerning unpaid contributions to the various budgets and funds of the Council of Europe as at 31 December 2013 (CM(2014)7) and as updated at 27 January 2014 (CM(2014)7 add). The Deputies invited the Secretary General to enter into contact with the competent authorities of the non-member States with a view to ensuring that the necessary measures would be taken for their financial obligations to be honoured.

Staff policy

At their 1202nd meeting (10-11 June 2014) (CM/Del/Dec(2014)1202/11.1), the Deputies adopted Resolution CM/Res(2014)4 amending the Statute of the Administrative Tribunal (Appendix XI to the Staff Regulations).

At their 1200th meeting (28 May 2014) (CM/Del/Dec(2014)1200/11.1), the Deputies, recalling the decisions adopted at their 1187th meeting (11-12 December 2013), welcomed the Secretary General’s efforts to improve the Organisation’s contractual situation (CM(2014)56) and welcomed in particular the extension of the moratorium on issuing CDI contracts until 2018, recognising that the moratorium is the most effective way to address the imbalance between CDDs and CDIs.

The Deputies agreed to consider inviting the Secretary General to extend the moratorium beyond 2018, based, inter alia, on an analysis of the Organisation’s needs in the context of the examination of the 2017 annual report on the implementation of the contractual policy. They requested that the Secretary General include, in the annual report, data and analysis relating to the attractiveness of employment within the Organisation, obstacles to recruitment, and possible additional costs associated with offering only CDDs.

The Deputies invited the GR-PBA to follow the implementation and impact of the reform of the contractual policy.
