Parliamentary Assembly

At their 1188th meeting (15 January 2014) (CM/Del/Dec(2014)1188/8.1), the Deputies adopted the reply to Parliamentary Assembly Recommendation 2015 (2013) on “Young people’s access to fundamental rights”.

Youth

At their 1200th meeting (28 May 2014) (CM/Del/Dec(2014)1200/8.1a), the Deputies took note of the abridged reports of the 52nd meeting of the CDEJ, the 31st meeting of the CCJ and the 30th meeting of the CMJ (CM(2014)59).

At their 1196th meeting (2-3 April 2014) (CM/Del/Dec(2014)1196/8.1), the Deputies took note of the abridged reports of the 51st meeting of the CDEJ, of the 30th meeting of the CCJ and of the 29th meeting of the CMJ (CM(2014)22).

Partial Agreement on Youth Mobility through the Youth Card

At their 1203rd meeting (18 June 2014) (CM/Del/Dec(2014)1203/8.1), the Deputies appointed the following eight member States to sit on the Board of Co-ordination of the Partial Agreement in 2014-2015: Armenia; Austria; Bosnia and Herzegovina; Malta; Portugal; Republic of Moldova; Slovak Republic; Slovenia.

Sport

At their 1211th meeting (12 November 2014) (CM/Del/Dec(2014)1211/8.1a), the Deputies took note of the unanimous endorsement by the Ad hoc European Committee for the World Anti-Doping Agency (CAHAMA) of the candidacy of Ms Thorhild Widvey, Minister of Culture of Norway, to the position of European member of the WADA Executive Committee. They designated Ms Thorhild Widvey, Minister of Culture of Norway, as European candidate to the WADA Executive Committee appointed by the Council of Europe for 2015.

At their 1211th meeting (12 November 2014) (CM/Del/Dec(2014)1211/8.1b), the Deputies, having regard to the decision adopted by the Ministers’ Deputies at their 957th meeting (23 February and 1 March 2006) providing that one of the two seats of the Council of Europe at the WADA Foundation Board will be filled by the Secretary General or the Deputy Secretary General, took note of the fact that the next term of office of the Deputy Secretary General on the Foundation Board will be 2015 to 2017.

Enlarged Partial Agreement on Sport (EPAS)

At their 1213th meeting (26 November 2014) (CM/Del/Dec(2014)1213/8.2a), the Deputies took note of the resolutions adopted by the 13th Council of Europe Conference of Ministers responsible for Sport (Magglingen, Switzerland, 18 September 2014) (CM(2014)139). The Deputies instructed the Secretariat to transmit these resolutions to the competent Council of Europe bodies, in particular to the EPAS, GRECO, CDPC, T-RV and the T-DO for information and for them to take into account thereof in their future work, following their respective mandates. They instructed the Secretariat to transmit these resolutions to the European Union for information and, in particular, Resolution No. 2.1 – Co-operation between the Council of Europe and the European Union.

Finally, the Deputies took note of the report by the Secretary General on the 13th Council of Europe Conference of Ministers responsible for Sport (CM(2014)139), as a whole.

At their 1213th meeting (26 November 2014) (CM/Del/Dec(2014)1213/8.2b), the Deputies welcomed the Secretary General’s initiatives for ensuring the promotion of the Council of Europe Convention on the Manipulation of Sports Competitions among non-member States, in particular in co-operation with partner organisations of the Council of Europe. They invited EPAS to:

- use its bodies and networks, in particular its Consultative Committee, to promote the signature, ratification and implementation of the Convention;

- prepare the setting up of co-operation within the framework of the Convention until its entry into force and the establishment of the future Convention follow-up committee and Secretariat.

At their 1207th meeting (17 September 2014) (CM/Del/Dec(2014)1207/8.2b), the Deputies authorised the EPAS Governing Board to grant observer status to the International School Sport Federation (ISF) and to involve it in its Consultative Committee.

At their 1207th meeting (17 September 2014) (CM/Del/Dec(2014)1207/8.2c), the Deputies decided to renew the terms of reference of the Network of national regulators of the sports betting market for a two-year period, until the end of 2016.

At their 1205th meeting (9 July 2014) (CM/Del/Dec(2014)1205/8.1), the Deputies adopted the Council of Europe Convention on the Manipulation of Sports Competitions. They decided to open it for signature at the 13th Council of Europe Conference of Ministers responsible for Sport (Magglingen, Switzerland, 18 September 2014) and took note of the Explanatory Report to the Convention (CM(2014)20 addfinal).

At their 1194th meeting (12-14 March 2014) (CM/Del/Dec(2014)1194/8.1), the Deputies agreed to transmit, as they stand, the draft Council of Europe Convention on the Manipulation of Sports Competitions and its Explanatory Report (CM(2014)20 and CM(2014)20 addprov), to the Parliamentary Assembly and invited the Assembly to give its opinion on the draft Convention. They noted that consultations with the European Committee on Crime Problems (CDPC) will continue, in particular at its plenary meeting from 10 to 13 June 2014.

At their 1188th meeting (15 January 2014) (CM/Del/Dec(2014)1188/8.2), the Deputies authorised the Slovak Republic and the Republic of Moldova to participate in the process of negotiating a possible Council of Europe Convention against Manipulation of Sports Results and notably Match-fixing, conducted by EPAS.
