Replies to Recommendations

Parliamentary Assembly

At their 1212th meeting (19 November 2014) (CM/Del/Dec(2014)1212/6.2), the Deputies adopted the reply to Parliamentary Assembly Recommendation 2045 (2014) on “Combating sexual violence against children: towards a successful conclusion of the ONE in FIVE Campaign”.

At their 1209th meeting (8 October 2014) (CM/Del/Dec(2014)1209/6.2), the Deputies adopted the reply to Parliamentary Assembly Recommendation 2044 (2014) on “Ending child poverty in Europe”.

At their 1195th meeting (19 and 20 March 2014) (CM/Del/Dec(2014)1195/6.2), the Deputies adopted the reply to Parliamentary Assembly Recommendation 2023 (2013) on “Children’s right to physical integrity”.

At their 1189th meeting (22 January 2014) (CM/Del/Dec(2014)1189/6.3), the Deputies adopted the reply to Parliamentary Assembly Recommendation 2013 (2013) on “Parliaments united in combating sexual violence against children: mid-term review of the ONE in FIVE Campaign”.

Congress of Local and Regional Authorities of the Council of Europe

At their 1209th meeting (8 October 2014) (CM/Del/Dec(2014)1209/6.1), the Deputies adopted the reply to Congress Recommendation 354 (2014) on “Empowering Roma youth through participation: effective policy design at local and regional levels”.

At their 1195th meeting (19 and 20 March 2014) (CM/Del/Dec(2014)1195/6.3), the Deputies adopted the joint reply to Congress Recommendation 343 (2013) on “Integration through self-employment: promoting migrant entrepreneurship in European municipalities” and Congress Recommendation 347 (2013) on “Migrants’ access to regional labour markets”.

Social cohesion and policy

At their 1212th meeting (19 November 2014) (CM/Del/Dec(2014)1212/6.1), the Deputies took note of the abridged report of the 1st meeting of the CDDECS (CM(2014)136).

At their 1189th meeting (22 January 2014) (CM/Del/Dec(2014)1189/6.4), the Deputies adopted Recommendation CM/Rec(2014)1 of the Committee of Ministers to member States on the Council of Europe Charter on shared social responsibilities.

Social security

At their 1209th meeting (8 October 2014) (CM/Del/Dec(2014)1209/4.1), the Deputies took note of the conclusions of the Governmental Committee of the European Social Charter and the European Code of Social Security on the application of the European Code of Social Security and, where applicable, its additional Protocol, by Belgium, the Czech Republic, Cyprus, Denmark, Estonia, France, Germany, Greece, Ireland, Italy, Luxembourg, the Netherlands, Norway, Portugal, Romania, Slovenia, Spain, Sweden, Switzerland, Turkey and the United Kingdom, in accordance with Article 75 of the European Code of Social Security (CM(2014)107). They adopted Resolutions CM/ResCSS(2014)1 to 21.

Family policy and children

At their 1204th meeting (2-3 July 2014) (CM/Del/Dec(2014)1204/6.2), the Deputies welcomed the progress in implementing the Council of Europe Strategy for the Rights of the Child (2012-2015) and they agreed to the extension of the Council of Europe ONE in FIVE Campaign for an additional year, until the end of 2015.

The Deputies entrusted the Secretariat to prepare, by the end of the year, possibly together with key stakeholders, a concept paper for establishing a European Day to fight sexual violence against children, with the aim of raising awareness of sexual violence against children, in line with the Council of Europe Strategy for the Rights of the Child (2012-2015), and bearing in mind Parliamentary Assembly Recommendation 2045 (2014) on “Combating sexual violence against children: towards a successful conclusion of the ONE in FIVE Campaign”. They recommended that the CDDECS and its subordinate committee, the Committee of Experts on the Council of Europe Strategy for the Rights of the Child (2016-2019) (DECS-ENF), take into account the final report of the Dubrovnik Conference in the preparations of the next Council of Europe Strategy for the Rights of the Child.

Finally, the Deputies agreed to transmit the document “Council of Europe Strategy for the Rights of the Child (2012-2015) ‒ Progress and remaining challenges” to the Parliamentary Assembly, the Commissioner for Human Rights, the Congress of Local and Regional Authorities of the Council of Europe and to the relevant intergovernmental committees and monitoring bodies for information.

Roma and Travellers

At their 1215bis meeting (17 December 2014) (CM/Del/Dec(2014)1215bis/6.1), the Deputies took note of the report of the Secretary General on Council of Europe co-operation with Roma organisations (SG/Inf(2014)39). They took note of the information provided by the European Roma and Travellers Forum (ERTF) on the practical implementation of its reform and agreed to prolong by six months the Partnership Agreement with the ERTF. The Deputies agreed that the financial contribution of the Council of Europe to the ERTF for the period from 1 January to 30 June 2015 would be €130,000 and agreed to unblock the appropriations frozen in the programme line “Promoting social inclusion and respect for human rights: Roma, Migrants” in the 2015 Ordinary Budget and invited the Secretary General to inform the ERTF of these decisions.

The Deputies invited the Secretariat to prepare for the next meeting of the GR-SOC (3 February 2015) a concept paper outlining the aims and objectives, the composition of participants and budgetary implications of a regular dialogue event with Roma civil society organisations as proposed by the Secretary General in § 18d of document SG/Inf(2014)39, as well as the state of co-operation with the European Union in the field of Roma.

At their 1204th meeting (2-3 July 2014) (CM/Del/Dec(2014)1204/6.1), the Deputies took note of the abridged report of the 7th meeting of the CAHROM (CM(2014)81).

At their 1189th meeting (22 January 2014) (CM/Del/Dec(2014)1189/6.1a), the Deputies took note of the thematic reports of the CAHROM thematic groups on combating anti-Gypsyism, hate speech and hate crime against Roma and on social housing for Roma and legalisation of Roma settlements and houses. They then took note of the abridged report of the 6th meeting of the CAHROM (CM(2013)171).

Council of Europe Development Bank (CEB)

At their 1203rd meeting (18 June 2014) (CM/Del/Dec(2014)1203/6.1), the Deputies took note of the report of the Governor of the Council of Europe Development Bank for the financial year 2013 (CM(2014)64).

European Directorate for the Quality of Medicines (EDQM)

At their 1209th meeting (8 October 2014) (CM/Del/Dec(2014)1209/6.3), the Deputies took note of the abridged report of the 9th meeting of the CD-P-PH (CM(2014)111).

At their 1204th meeting (2-3 July 2014) (CM/Del/Dec(2014)1204/6.3), the Deputies took note of the abridged report of the 13th meeting of the CD-P-TO (CM(2014)70).

At their 1198th meeting (29-30 April and 2 May 2014) (CM/Del/Dec(2014)1198/6.1a), the Deputies took note of the abridged report of the 6th meeting of the CD-P-SC (CM(2014)40).

At their 1198th meeting (29-30 April and 2 May 2014) (CM/Del/Dec(2014)1198/6.1b), the Deputies took note of the abridged report of the 10th meeting of the CD-P-TS (CM(2014)41).
