Parliamentary Assembly

At their 1187th meeting (11-12 December 2013) (CM/Del/Dec(2013)1187/8.1), the Deputies adopted the reply to Parliamentary Assembly Recommendation 2014 (2013) on “Young Europeans: an urgent educational challenge”.

Congress of Local and Regional Authorities of the Council of Europe

At their 1166th meeting (27 March 2013) (CM/Del/Dec(2013)1166/8.2), the Deputies adopted the reply to Congress Recommendation 327 (2012) on “Youth and democracy: the changing face of youth political engagement”.

Youth

At their 1181st meeting (16 October 2013) (CM/Del/Dec(2013)1181/8.1), the Deputies designated the following 30 members of the Advisory Council on Youth (CCJ) for a period of two years (2014-2015).

At their 1176th meeting (10 July 2013) (CM/Del/Dec(2013)1176/8.1), the Deputies took note of the abridged reports of the 50th meeting of the European Steering Committee for Youth (CDEJ), of the 29th meeting of the Advisory Council on Youth (CCJ) and of the 28th meeting of the Joint Council on Youth (CMJ) (CM(2013)70).

At their 1161st meeting (5 February 2013) (CM/Del/Dec(2013)1161/8.1), the Deputies took note of the abridged reports of the 49th meeting of the CDEJ, the 28th meeting of the CCJ and the 27th meeting of the CMJ (CM(2013)4).

Partial Agreement on Youth Mobility through the Youth Card

Sport

At their 1187th meeting (11-12 December 2013) (CM/Del/Dec(2013)1187/8.3), the Deputies took note of the study on the merits and desirability of updating the European Convention on Spectator Violence, prepared by the Standing Committee of the Convention (T-RV) (CM(2013)118 and CM(2013)118 add) and instructed the Standing Committee (T-RV) to proceed with the revision of the Convention, within the framework of the existing intergovernmental structures and available resources.

At their 1166th meeting (27 March 2013) (CM/Del/Dec(2013)1166/8.1a), the Deputies authorised Malta, Spain and Japan to participate in the negotiation of a possible Council of Europe Convention against Manipulation of Sports Results and notably Match-fixing, conducted by EPAS.

At their 1162nd meeting (13-14 February 2013) (CM/Del/Dec(2013)1162/8.1), the Deputies took note of the progress report and work schedule for the critical review of the Convention, presented by the Standing Committee of the European Convention on Spectator Violence (T-RV) (CM(2013)5).

Enlarged Partial Agreement on Sport (EPAS)

At their 1187th meeting (11-12 December 2013) (CM/Del/Dec(2013)1187/8.2), the Deputies decided to invite New Zealand to accede to the EPAS as an observer.

At their 1181st meeting (16 October 2013) (CM/Del/Dec(2013)1181/8.3a), the Deputies authorised the Governing Board of EPAS to grant observer status to the following organisation and to associate it with its Consultative Committee:

International Federation of Professional Footballer Associations – European Division (FIFPro).

At their 1181st meeting (16 October 2013) (CM/Del/Dec(2013)1181/8.3b), the Deputies authorised the Czech Republic to participate in the process of negotiating a possible Council of Europe convention to Combat the Manipulation of Sports Results and notably Match Fixing, conducted by EPAS.

At their 1176th meeting (10 July 2013) (CM/Del/Dec(2013)1176/8.2b), the Deputies authorised Australia to participate in the negotiation of a possible Council of Europe Convention against Manipulation of Sports Results and notably Match-fixing, conducted by EPAS.

At their 1176th meeting (10 July 2013) (CM/Del/Dec(2013)1176/8.2a), the Deputies authorised the Governing Board of EPAS to grant observer status to the following organisation and to associate it with its Consultative Committee:

- International Centre for Sport Security (ICSS).

At their 1171st meeting (29 May 2013) (CM/Del/Dec(2013)1171/8.1a), the Deputies adopted Resolution CM/Res(2013)8 on the integration of a network of national regulators of the sports betting market within the programme of activities of the Enlarged Partial Agreement on Sport (EPAS), and took note of the Explanatory Note thereto (CM(2013)24 add).

At their 1171st meeting (29 May 2013) (CM/Del/Dec(2013)1171/8.1b), the Deputies authorised the Governing Board of EPAS to grant observer status to the following organisations and to associate them with its Consultative Committee:

- Panathlon International;

- Football against Racism in Europe (FARE);

- Play the Game (PTG).

At their 1171st meeting (29 May 2013) (CM/Del/Dec(2013)1171/8.1c), the Deputies authorised Canada to participate in the negotiation of a possible Council of Europe Convention against Manipulation of Sports Results and notably Match-fixing, conducted by EPAS.
