Replies to Recommendations

Parliamentary Assembly

At their 1187th meeting (11-12 December 2013) (CM/Del/Dec(2013)1187/6.4), the Deputies adopted the reply to Parliamentary Assembly Recommendation 2017 (2013) on “Nanotechnology: balancing benefits and risks to public health and the environment”.

At their 1187th meeting (11-12 December 2013) (CM/Del/Dec(2013)1187/6.2), the Deputies adopted the reply to Parliamentary Assembly Recommendation 2020 (2013) on “Equal access to health care”.

At their 1181st meeting (16 October 2013) (CM/Del/Dec(2013)1181/6.1), the Deputies adopted the reply to Parliamentary Assembly Recommendation 2010 (2013) on “Migration and asylum: mounting tensions in the Eastern Mediterranean”.

At their 1166th meeting (27 March 2013) (CM/Del/Dec(2013)1166/6.1), the Deputies adopted the reply to Parliamentary Assembly Recommendation 2003 (2012) on “Roma migrants in Europe”.

Social cohesion and policy

At their 1187th meeting (11-12 December 2013) (CM/Del/Dec(2013)1187/6.3acd), the Deputies adopted Recommendation CM/Rec(2013)3 of the Committee of Ministers to member States on ensuring full, equal and effective participation of persons with disabilities in culture, sports, tourism and leisure activities. They also took note of the guide to public policy development on linguistic integration of adult migrants (CM(2013)152 add3).

At the same meeting, the Deputies took note of the abridged report of the 26th meeting of the CDCS (CM(2013)152).

At their 1181st meeting (16 October 2013) (CM/Del/Dec(2013)1181/6.2), the Deputies adopted Recommendation CM/Rec(2013)2 of the Committee of Ministers to member States on ensuring full inclusion of children and young people with disabilities into society.

Social security

At their 1181st meeting (16 October 2013) (CM/Del/Dec(2013)1181/6.3), the Deputies adopted Resolution CM/ResCSS(2013)21 on the application of the European Code of Social Security by Greece (period 1 July 2011 to 30 June 2012).

At their 1177th meeting (11 September 2013) (CM/Del/Dec(2013)1177/6.4), the Deputies took note of the conclusions of the Governmental Committee of the European Social Charter and the European Code of Social Security on the application of the European Code of Social Security and, where applicable, its Additional Protocol, by Belgium, Cyprus, the Czech Republic, Denmark, Estonia, France, Germany, Ireland, Italy, Luxembourg, the Netherlands, Norway, Portugal, Romania, Slovenia, Spain, Sweden, Switzerland, Turkey and the United Kingdom, in accordance with Article 75 of the European Code of Social Security (CM(2013)86). They adopted Resolutions CM/ResCSS(2013)1 to 20 and noted that the GR-SOC would resume consideration of the draft resolution on the application of the European Code of Social Security by Greece at its next meeting.

Roma and Travellers

At their 1187th meeting (11-12 December 2013) (CM/Del/Dec(2013)1187/6.7), the Deputies took note of the 2013 annual report of the European Roma and Travellers’ Forum (ERTF), including on the reform initiated in the light of the review of the operation of the Partnership Agreement between the Council of Europe and the ERTF. The Deputies took note of the report of the Secretary General on the follow-up to the review of the operation of the Council of Europe – ERTF Partnership Agreement: implementation of the recommendations addressed to the Council of Europe and the reform initiated by the Forum (SG/Inf(2013)40).

The Deputies agreed that it was necessary to assess further the prospects and possible modalities for future co-operation with the ERTF in the light of the practical implications of its reform and of a broader overview of Council of Europe co-operation with Roma1organisations, including the ERTF. They invited the ERTF to report on the practical implementation of its reform by 15 September 2014, in particular with regard to representativity, internal democracy and to becoming gradually financially self-sustaining.

The Deputies invited the Secretary General to present, by 15 October 2014, a general overview of Council of Europe co-operation with Roma organisations, especially the ERTF and other relevant NGOs, exploring options and making proposals for future co-operation. They agreed, on this basis, that the Partnership Agreement between the Council of Europe and the ERTF would be renewed for one year. The Deputies recalled that the financial contribution from the Council of Europe to the ERTF would be subject to their annual budgetary decisions and invited the GR-SOC to resume consideration of this matter on the basis of the reports, with a view to taking relevant decisions at their 1212th meeting (19 November 2014).

At their 1187th meeting (11-12 December 2013) (CM/Del/Dec(2013)1187/6.6), the Deputies took note of the second progress report presented by the Secretary General on the implementation of the Strasbourg Declaration on Roma2 (SG/Inf(2013)27) and encouraged its continued implementation. They agreed to transmit the Secretary General’s report to the Parliamentary Assembly, to the Commissioner, the Congress and to the relevant intergovernmental committees for information.

At their 1177th meeting (11 September 2013) (CM/Del/Dec(2013)1177/6.2), the Deputies took note of the thematic reports by the experts of the CAHROM thematic groups on school attendance of Roma children, in particular Roma girls, with Finland as requesting country and Latvia, Norway and Sweden as partner countries (CM(2013)74 add1) and on encampment areas and other issues relating to Travellers with Belgium as requesting country and France, Switzerland and the United Kingdom as partner countries (CM(2013)74 add2). They also took note of the abridged report of the 5th meeting of the CAHROM (CM(2013)74).

At their 1173rd meeting (11-12 June 2013) (CM/Del/Dec(2013)1173/6.2), the Deputies welcomed the interim information provided by the European Roma and Travellers Forum (ERTF) on the progress accomplished both as regards the implementation of the recommendations contained in the review of the operation of the Partnership Agreement and co-operation with the ERTF and as regards the ERTF reform process. The Deputies invited the Forum to continue its reflection process with a view to further defining its mission and objectives, including with regard to the development of thematic activities and supporting and empowering Roma organisations and communities in the member States, while strengthening representativeness and visibility. They then invited the ERTF to provide a consolidated report for 30 September 2013, including detailed information on the package of reform measures to be examined together with the progress report of the Secretary General to be submitted on the effect given to the recommendations addressed to the Council of Europe.

At their 1160th meeting (30 January 2013) (CM/Del/Dec(2013)1160/6.1), the Deputies took note of the thematic reports prepared by the experts of the CAHROM thematic groups on social housing for Roma (with “the former Yugoslav Republic of Macedonia” as requesting country and Bosnia and Herzegovina, Croatia and Spain as partner countries) (CM(2012)165 add1) and on inclusive education for Roma children as opposed to special schools (with the Czech Republic and the Slovak Republic as requesting countries and Hungary, Slovenia and the United Kingdom as partner countries) (CM(2012)165 add2). They also took note of the opinion of the CAHROM on draft Recommendation CM/Rec(2012)… of the Committee of Ministers to member States on access to social rights for young people from disadvantaged neighbourhoods (Appendix 2 to CM(2012)165). The Deputies then took note of the abridged report of the 4th meeting of the CAHROM (CM(2012)165).

Council of Europe Development Bank (CEB)

At their 1174th meeting (19 June 2013) (CM/Del/Dec(2013)1174/6.1), the Deputies took note of the report of the Governor of the Council of Europe Development Bank for the financial year 2012 (CM(2013)59).

European Directorate for the Quality of Medicines (EDQM)

At their 1187th meeting (11-12 December 2013) (CM/Del/Dec(2013)1187/6.1a), the Deputies adopted Resolution CM/Res(2013)55 on establishing procedures for the collection and dissemination of data on transplantation activities outside a domestic transplantation system.

At their 1187th meeting (11-12 December 2013) (CM/Del/Dec(2013)1187/6.1b), the Deputies adopted Resolution CM/Res(2013)56 on the development and optimisation of live kidney donation programmes, and took note of the Explanatory Memorandum (CM(2013)145 add).

At their 1181st meeting (16 October 2013) (CM/Del/Dec(2013)1181/6.4), the Deputies took note of the abridged report of the 7th meeting of the European Committee on Pharmaceuticals and Pharmaceutical Care (Partial Agreement) (CD-P-PH) (CM(2013)117).

At their 1177th meeting (11 September 2013) (CM/Del/Dec(2013)1177/6.3), the Deputies took note of the abridged report of the 11th meeting of the European Committee on Organ Transplantation (Partial Agreement) (CD-P-TO) (CM(2013)85).

At their 1173rd meeting (11-12 June 2013) (CM/Del/Dec(2013)1173/6.1a), the Deputies adopted Resolution CM/Res(2013)9 on metals and alloys used in food contact materials and articles and took note of the technical guide relating thereto (DD(2013)521). They also took note of the abridged report of the 5th meeting of the Consumer Health Protection Committee (Partial Agreement) (CD-P-SC) (Strasbourg, 22-23 November 2012) (CM(2013)46).

At their 1166th meeting (27 March 2013) (CM/Del/Dec(2013)1166/6.2a), the Deputies adopted Resolution CM/Res(2013)3 on sexual behaviours of blood donors that have an impact on transfusion safety and took note of the information note thereto (CM(2012)74 add3). They also took note of the abridged report of the 9th meeting of the European Committee on Blood Transfusion (Partial Agreement) (CD-P-TS) (Strasbourg, 14-15 November 2012) (CM(2013)19).

Also at their 1166th meeting (27 March 2013) (CM/Del/Dec(2013)1166/6.2b), the Deputies took note of the abridged report of the 6th meeting of the European Committee on Pharmaceuticals and Pharmaceutical Care (Partial Agreement) (CD-P-PH) (Strasbourg, 4-5 September 2012) (CM(2013)21).

At their 1160th meeting (30 January 2013) (CM/Del/Dec(2013)1160/6.2a), the Deputies agreed to extend the current terms of reference of the CD-P-TO for a further year, to the end of December 2013, in order to align them with the biennial Programme and Budget of the Organisation. They then took note of the abridged report of the 10th meeting of the CD-P-TO (CM(2012)162).

Also at their 1160th meeting (30 January 2013) (CM/Del/Dec(2013)1160/6.2b), the Deputies agreed to extend the current terms of reference of the CD-P-TS for a further year, to the end of December 2013, in order to align them with the biennial Programme and Budget of the Organisation.

Drug Abuse and Trafficking (Pompidou Group)

At their 1187th meeting (11-12 December 2013) (CM/Del/Dec(2013)1187/6.5), the Deputies decided to invite Mexico to accede to the Enlarged Partial Agreement as an observer.

At their 1176th meeting (10 July 2013) (CM/Del/Dec(2013)1176/6.1), the Deputies agreed to invite Israel to accede to this Enlarged Partial Agreement.

European Social Charter

At their 1187th meeting (11-12 December 2013) (CM/Del/Dec(2013)1187/4.4), the Deputies took note, in the light of the discussions held during the present meeting, of the information submitted by France on the measures taken in order to bring the situation described in the complaint into conformity with the Charter, thus concluding their examination of this complaint. They agreed to transmit this information to the European Committee of Social Rights with a view to assessment in the context of the reporting procedure.

At their 1187th meeting (11-12 December 2013) (CM/Del/Dec(2013)1187/4.1), the Deputies adopted Resolution CM/ResChS(2013)18.

At their 1181st meeting (16 October 2013) (CM/Del/Dec(2013)1181/4.2a), the Deputies adopted Resolution CM/ResChS(2013)15.

At their 1166th meeting (27 March 2013) (CM/Del/Dec(2013)1166/4.1a), the Deputies, on the basis of the abridged report of the Governmental Committee of the European Social Charter and the European Code of Social Security concerning Conclusions XIX-4 (2011) (CM(2013)10), adopted Resolution CM/ResChS(2013)4 on the application of the European Social Charter (Conclusions XIX-4 (2011), provisions related to “Children, families, migrants”) in the light of comments made by delegations.

At their 1161st meeting (5 February 2013), the Deputies adopted Resolutions CM/ResChS(2013)1 (CM/Del/Dec(2013)1161/4.2a), CM/ResChS(2013)2 (CM/Del/Dec(2013)1161/4.2b) and CM/ResChS(2013)3 (CM/Del/Dec(2013)1161/4.2c).
