At their 1187th meeting (11-12 December 2013), the Deputies adopted replies to Written Questions No. 642 by Mr Mogens Jensen on “The situation of Burmese refugees in Romania” (CM/Del/Dec(2013)1187/3.2a) and No. 645 by Mr Charles Kennedy on “Potential Scottish independence” (CM/Del/Dec(2013)1187/3.2b).

At their 1187th meeting (11-12 December 2013) (CM/Del/Dec(2013)1187/3.1), the Deputies adopted the following reply to the texts adopted by the Standing Committee of the Parliamentary Assembly (Vienna, 22 November 2013):

“The Committee of Ministers has taken note of Opinion No. 286 (2013), Recommendations 2028 (2013) to 2030 (2013) and Resolutions 1960 (2013) to 1965 (2013) adopted by the Standing Committee of the Parliamentary Assembly (Vienna, 22 November 2013).

The Committee of Ministers has entrusted Recommendations 2028 (2013) to 2030 (2013) to the competent bodies for information or comments and to its relevant Rapporteur Groups and Thematic Co-ordinator with a view to preparing draft replies for adoption at an early date, as appropriate.”

At their 1183rd meeting (6 November 2013), the Deputies adopted replies to Written Question No. 637 by Mr Tiny Kox and Mr Andreas Gross on “Mr Dolmatov’s detention in the Netherlands” (CM/Del/Dec(2013)1183/3.1b) and to Written Question No. 639 by Mr Pieter Omtzigt on the “MONEYVAL report on Cyprus” (CM/Del/Dec(2013)1183/3.1c).

At their 1181st meeting (16 October 2013), the Deputies adopted replies to Written Question No. 643 by Mr Nikolaj Villumsen on “Media freedom versus anti-terrorism legislation” (CM/Del/Dec(2013)1181/3.2c) and Written Question No. 640 by Ms Liliane Maury Pasquier on “Respect for social rights in Greece” (CM/Del/Dec(2013)1181/3.2d).

At their 1181st meeting (16 October 2013) (CM/Del/Dec(2013)1181/3.1), the Deputies adopted the following reply to the texts adopted by the Parliamentary Assembly at the 4th part of the 2013 Session (Strasbourg, 30 September – 4 October 2013):

“The Committee of Ministers has taken note of Recommendations 2023 (2013) to 2027 (2013) and of Resolutions 1951 (2013) to 1958 (2013) adopted by the Parliamentary Assembly at the 4th part of the 2013 Session (Strasbourg, 30 September – 4 October 2013).

The Committee of Ministers has entrusted Recommendations 2023 (2013) to 2027 (2013) to the competent bodies and/or committees of experts for information or comments and to its relevant Rapporteur Groups with a view to preparing draft replies for adoption at an early date, as appropriate.”

At their 1180th meeting (9 October 2013) (CM/Del/Dec(2013)1180/3.2a), the Deputies adopted the reply to Written Question No. 641 by Mr Martin Henriksen on “Interpretation of Article 8 of the Convention for the Protection of Human Rights and Fundamental Freedoms”.

At their 1180th meeting (9 October 2013) (CM/Del/Dec(2013)1180/3.1b), the Deputies took note of the report of Mr Edward Nalbandian, Chair of the Committee of Ministers, to the Parliamentary Assembly (CM/AS(2013)7), and of his statement (CM/AS(2013)8). The Deputies also took note of the replies given to parliamentary questions by the Chairman of the Committee of Ministers (AS(2013)CR29).

At their 1176th meeting (10 July 2013), the Deputies adopted replies to Written Questions No. 634 by Mr Joe Benton on “Turkey’s draft Law on Foreigners and International Protection”, (CM/Del/Dec(2013)1176/3.2c) and No. 635 by Mr Jeffrey Donaldson on the “Permanent resettlement of UNHCR refugees from Turkey” (CM/Del/Dec(2013)1176/3.2d)

At their 1176th meeting (10 July 2013) (CM/Del/Dec(2013)1176/3.1), the Deputies adopted the following reply to the texts adopted by the Parliamentary Assembly at the 3rd part of the 2013 Session (Strasbourg, 24-28 June 2013):

“The Committee of Ministers has taken note of Opinion No. 285 (2013), of Recommendations 2019 (2013) to 2022 (2013) and of Resolutions 1940 (2013) to 1950 (2013) adopted by the Parliamentary Assembly at the 3rd part of the 2013 Session (Strasbourg, 24-28 June 2013).

The Committee of Ministers has entrusted Recommendations 2019 (2013) to 2022 (2013) to the competent bodies and/or committees of experts for information or comments and to its relevant Rapporteur Groups with a view to preparing draft replies for adoption at an early date, as appropriate.”

At their 1175th meeting (3 July 2013) (CM/Del/Dec(2013)1175/3.2b), the Deputies instructed the Chair to inform the President of the Parliamentary Assembly that “owing to a lack of consensus, it has not been possible to adopt a reply to Written Question No. 633 by Mr Luca Volontè”.

At their 1175th meeting (3 July 2013) (CM/Del/Dec(2013)1175/3.2c), the Deputies adopted the reply to Written Question No. 638 by Mr Luca Volontè on the “Obligatory deconstruction of “gender stereotypes” and violation of parents’ rights”.

At their 1175th meeting (3 July 2013) (CM/Del/Dec(2013)1175/3.1b), the Deputies took note of the report of Mr Edward Nalbandian, Chair of the Committee of Ministers, to the Parliamentary Assembly (CM/AS(2013)5), and of his statement (CM/AS(2013)6). The Deputies then took note of the replies given to parliamentary questions by the Chairman of the Committee of Ministers (AS(2013)CR20).

At their 1174th meeting (19 June 2013), the Deputies adopted replies to the following written questions: No. 627 by Mr Andrej Hunko on the “Accession of the European Union to the European Convention on Human Rights” (CM/Del/Dec(2013)1174/3.2a), No. 636 by Mr Luca Volontè on “Police repression in France” (CM/Del/Dec(2013)1174/3.2d); No. 630 by Mr Mogens Jensen on “The situation of Burmese refugees in Romania” (CM/Del/Dec(2013)1174/3.2e) and No. 629 by Mr Björn von Sydow on “The human rights situation in North Caucasus” (CM/Del/Dec(2013)1174/3.2f).

At their 1173rd meeting (11-12 June 2013) (CM/Del/Dec(2013)1173/3.1), the Deputies adopted the following reply to the texts adopted by the Standing Committee of the Parliamentary Assembly (Yerevan, Armenia, 31 May 2013):

“The Committee of Ministers has taken note of Opinion No. 284 (2013), of Recommendation 2018 (2013) and of Resolutions 1935 (2013) to 1939 (2013) adopted by the Standing Committee of the Parliamentary Assembly (Yerevan, Armenia, 31 May 2013).

The Committee of Ministers has entrusted Recommendation 2018 (2013) to the competent bodies for information or comments and to its relevant Rapporteur Group with a view to preparing a draft reply for adoption at an early date.”

At their 1170th meeting (7 May 2013) (CM/Del/Dec(2013)1170/3.2f), the Deputies adopted the reply to Written Question No. 624 by Ms Carina Hägg: “Failure to provide assistance to rape victim in Cologne, Germany, 15 December 2012”.

At their 1170th meeting (7 May 2013) (CM/Del/Dec(2013)1170/3.1), the Deputies adopted the following reply to the texts adopted by the Parliamentary Assembly at the 2nd part of the 2013 Session (Strasbourg, 22-26 April 2013):

“The Committee of Ministers took note of Opinion 283 (2013), of Recommendations 2013 to 2017 (2013) and of Resolutions 1925 to 1934 (2013) adopted by the Parliamentary Assembly at the 2nd part of the 2013 Session (Strasbourg, 22-26 April 2013).

The Committee of Ministers entrusted Recommendations 2013 to 2017 (2013) to the competent organs and/or committees of experts for information or comments and to the relevant Rapporteur Groups and/or Thematic Co-ordinators with a view to preparing draft replies for adoption at an early date, as appropriate.”

At their 1169th meeting (30 April 2013) (CM/Del/Dec(2013)1169/3.1b), the Deputies took note of the report of Mr Gilbert Saboya Sunyé, Chair of the Committee of Ministers, to the Parliamentary Assembly (CM/AS(2013)3), and of his statement (CM/AS(2013)4). They also took note of the replies given to parliamentary questions by the Chairman of the Committee of Ministers (AS(2013)CR11).

At their 1168th meeting (10 April 2013), the Deputies adopted replies to Written Questions No. 623 by Mr Alexey Pushkov: “Lithuanian authorities retain Russian minors on their territory” (CM/Del/Dec(2013)1168/3.2a) and No. 628 by Mr Andrej Hunko: “Non-conformity of Greece with the European Social Charter” (CM/Del/Dec(2013)1168/3.2b).

At their 1167th meeting (3 April 2013) (CM/Del/Dec(2013)1167/3.1a), the Deputies instructed the Chair to inform the President of the Parliamentary Assembly that, “owing to a lack of consensus it has not been possible to adopt a reply to Written Question No. 619 by Mr Alexey Pushkov”.

At their 1166th meeting (27 March 2013) (CM/Del/Dec(2013)1166/3.1), the Deputies adopted the following reply to the texts adopted by the Standing Committee of the Parliamentary Assembly (Paris, 8 March 2013):

“The Committee of Ministers has taken note of Recommendation 2012 (2013) and of Resolutions 1923 (2013) and 1924 (2013) adopted by the Standing Committee of the Parliamentary Assembly (Paris, 8 March 2013).

The Committee of Ministers has entrusted Recommendation 2012 (2013) to the competent bodies for information or comments and to its relevant Rapporteur Group with a view to preparing a draft reply for adoption at an early date.”

At their 1165th meeting (13 March 2013), the Deputies adopted replies to Written Questions No. 621 by Mr Luca Volontè on the “Serious violation of the Lanzarote Convention by the Netherlands” (CM/Del/Dec(2013)1165/3.1a), No. 622 by Mr Luca Volontè on “Imposing abortion in Ireland” (CM/Del/Dec(2013)1165/3.1b), No. 626 by Mr Nikolaj Villumsen on “Evictions of Roma people in Serbia” (CM/Del/Dec(2013)1165/3.1c) and No. 625 by Mr Levon Zourabian on “Political prisoners in Armenia” (CM/Del/Dec(2013)1165/3.1d).

At their 1161st meeting (5 February 2013) (CM/Del/Dec(2013)1161/3.1), the Deputies adopted the following reply to the texts adopted by the Parliamentary Assembly at the 1st part of the 2013 Session (Strasbourg, 21-25 January 2013):

“The Committee of Ministers took note of Recommendations 2006 to 2011 (2013) and Resolutions 1912 to 1922 (2013) adopted by the Parliamentary Assembly at its 1st part of the 2013 Session (Strasbourg, 21-25 January 2013).

The Committee of Ministers entrusted Recommendations 2006 to 2011 (2013) to the competent organs and/or committees of experts for information or comments and to the relevant Rapporteur Groups and/or Thematic Co-ordinators with a view to preparing draft replies for adoption at an early date, as appropriate.”

At their 1160th meeting (30 January 2013) (CM/Del/Dec(2013)1160/3.2c), the Deputies instructed the Chair to inform the President of the Parliamentary Assembly that, “owing to a lack of consensus it has not been possible to adopt a reply to Written Question No. 617 by Mr Nikolaj Villumsen”.

At their 1160th meeting (30 January 2013) (CM/Del/Dec(2013)1160/3.1b), the Deputies took note of the report of Mr Gilbert Saboya Sunyé, Chair of the Committee of Ministers, to the Parliamentary Assembly (CM/AS(2013)1), and of his statement (CM/AS(2013)2). They then took note of the replies given to parliamentary questions by the Chairman of the Committee of Ministers (AS(2013)CR02).

At their 1159th meeting (16 January 2013), the Deputies adopted replies to the following Written Questions: No. 618 by Mr Håkon Haugli: “Ukrainian Parliament votes for wide-ranging ban on the exercise of freedom of expression in support of the rights of lesbian, gay, bisexual and transgender persons” (CM/Del/Dec(2013)1159/3.2c); No. 607 by Mr Volontè: “The draft recommendation on the rights and legal status of children and parental responsibilities” (CM/Del/Dec(2013)1159/3.2d); No. 620 by Mr Michael McNamara: “Progress of implementation of Strasbourg Court judgment with respect to Ireland” (CM/Del/Dec(2013)1159/3.2e) and No. 616 by Mr Latchezar Toschev: “Respect of human rights of the Bulgarian national minority in Serbia” (CM/Del/Dec(2013)1159/3.2f).
