Conferences of specialised ministers – State of preparation


The Deputies

Concerning the 31st Council of Europe Conference of Ministers of Justice (Vienna, Austria, 19-21 September 2012)

1. noted that the sub-themes of the conference would be:

- “Organised groups and their new ways of communicating”;

- “Juveniles as perpetrators and victims”;

2. noted that the following would be invited to participate in the conference:

    - member States of the Council of Europe;

    - Committee of Ministers;

    - Parliamentary Assembly;

    - Congress of Local and Regional Authorities of the Council of Europe;

    - European Court of Human Rights;

    - Council of Europe Commissioner for Human Rights;

    - European Committee on Legal Co-operation (CDCJ);

    - European Committee on Crime Problems (CDPC);

    - Steering Committee for Human Rights (CDDH);

    - Steering Committee on Media and Information Society (CDMSI);

    - European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT);

    - European Committee of Social Rights (ECSR);

    - European Commission for the Efficiency of Justice (CEPEJ);

    - Joint Council on Youth (CMJ);

    - Conference of International Non-Governmental Organisations (INGOs);

3. further noted that the European Union would be invited to the conference;

4. noted that the following States would be invited to attend the conference as observers:

    - Canada;
    - Holy See;
    - Japan;
    - Mexico;
    - United States of America;

5. noted that the following organisations would be invited to attend the conference as observers:

    - United Nations;
    - Office of the United Nations High Commissioner for Human Rights (OHCHR);
    - Organisation for Security and Co-operation in Europe (OSCE);

    - United Nations Office on Drugs and Crime (UNODC);

    - UNICEF.
