Parliamentary Assembly

At their 1154th meeting (14 November 2012), the Deputies adopted replies to Parliamentary Assembly Recommendation 1997 (2012) on “The need to combat match-fixing” (CM/Del/Dec(2012)1154/8.1) and Parliamentary Assembly Recommendation 2002 (2012) on “The young generation sacrificed: social, economic and political implications of the financial crisis” (CM/Del/Dec(2012)1154/8.2).

At their 1138th meeting (28 March 2012) (CM/Del/Dec(2012)1138/8.1), the Deputies adopted the reply to Parliamentary Assembly Recommendation 1978 (2011) “Towards a European framework convention on youth rights”.

Youth
 

At their 1158th meeting (12-13 December 2012) (CM/Del/Dec(2012)1158/8.1), the Deputies took note of the report of the Secretary General on the 9th Council of Europe Conference of Ministers responsible for Youth (CM(2012)152 rev)
 

At their 1154th meeting (14 November 2012) (CM/Del/Dec(2012)1154/8.4), the Deputies took note of the discussions of the GR-C on draft Recommendation CM/Rec(2012)… of the Committee of Ministers to member States on the access to social rights for young people from disadvantaged neighbourhoods (GR‑C(2012)CB7).  They agreed to transmit the draft recommendation and the proposed amendments submitted by delegations (DD(2012)794 and DD(2012)807) to the CDCS, the GEC, the CAHROM, the CDPPE and the Governmental Committee of the European Social Charter (TS-G), for opinion by 31 March 2013.  They also agreed to refer the draft recommendation back to the CMJ, for review in the light of proposed amendments submitted by delegations and in the light of the aforementioned opinions.  Finally, the Deputies noted that the GR-C would resume consideration of the revised draft recommendation at one of its forthcoming meetings, at the end of the above-mentioned procedure.

At their 1146th meeting (20 June 2012) (CM/Del/Dec(2012)1146/8.1), the Deputies took note of the abridged reports of the 48th meeting of the European Steering Committee for Youth (CDEJ), the 27th meeting of the Advisory Council on Youth (CCJ) and the 26th meeting of the Joint Council on Youth (CMJ) (CM(2012)82).

At their 1138th meeting (28 March 2012) (CM/Del/Dec(2012)1138/8.3), the Deputies adopted Recommendation CM/Rec(2012)2 on the participation of children and young people under the age of 18.

At their 1134th meeting (15-16 February 2012) (CM/Del/Dec(2012)1134/8.1), the Deputies designated the thirty members of the Advisory Council on Youth (CCJ) for a period of two years (2012-2013).

At their 1130th meeting (11 January 2012) (CM/Del/Dec(2012)1130/8.2), the Deputies took note of the Message from the participants of the “ENTER!” Youth Meeting (CM(2011)164, Appendix 4).  They invited the TC-ENF to consider draft Recommendation CM/Rec(2012)… on the participation of children and young people under the age of 18 (Appendix 5 to CM(2011)164) in consultation with the GR-C. 

At the same time, the Deputies took note of the abridged reports of the 47th meeting of the CDEJ, the 26th meeting of the CCJ and the 25th meeting of the CMJ (CM(2011)164).

At their 1130th meeting (11 January 2012) (CM/Del/Dec(2012)1130/8.1), the Deputies adopted the revised Operational Regulations of the European Youth Foundation for entry into force as from 1 January 2013.

 

Partial Agreement on Youth Mobility through the Youth Card

At their 1131st meeting (18 January 2012) (CM/Del/Dec(2012)1131/8.1), the Deputies, in their composition restricted to the representatives of the member States of the Partial Agreement on Youth Mobility through the Youth Card, appointed the following eight member States to sit on the Board of Co-ordination of the Partial Agreement in 2012-2013: Azerbaijan, Croatia, Montenegro, Portugal, Serbia, Slovak Republic, Slovenia and Switzerland.

 

 

Sport

At their 1158th meeting (12-13 December 2012) (CM/Del/Dec(2012)1158/8.2a), the Deputies took note of the information document on the beginning of the negotiation process of a possible Council of Europe Convention against Manipulation of Sports Results and notably Match-fixing (GR-C(2012)19).

Also at their 1158th meeting (12-13 December 2012) (CM/Del/Dec(2012)1158/8.2b), the Deputies, in their composition restricted to the States members of the EPAS, authorised Ireland and Italy to participate in the negotiation of a possible Council of Europe Convention against Manipulation of Sports Results and notably Match-fixing, conducted by EPAS.

Finally, at their 1158th meeting (12-13 December 2012) (CM/Del/Dec(2012)1158/8.2c), the Deputies, in their composition restricted to the representatives of the States members of the EPAS, authorised the EPAS to invite the International University Sport Federation (FISU) to participate in its work as an observer, without the right to vote.

At their 1154th meeting (14 November 2012) (CM/Del/Dec(2012)1154/8.3), the Deputies authorised Austria and Turkey to participate in the negotiation of a possible Council of Europe Convention against Manipulation of Sports Results and notably Match-fixing, conducted by EPAS.

At their 1151st meeting (18-19 September 2012) (CM/Del/Dec(2012)1151/8.3), the Deputies designated Ms Valérie Fourneyron, French Minister of Sport, Youth, Education for All and Associations, as European member of the WADA Executive Committee appointed by the Council of Europe for the period 2013-2014 and also designated Mr Pavel Kolobkov, Deputy Minister of Sport of the Russian Federation, as second member of the WADA Foundation Board appointed by the Council of Europe for the period 2013-2015.

At their 1146th meeting (20 June 2012) (CM/Del/Dec(2012)1146/8.2), the Deputies took note of Israel’s request to be invited to accede to the EPAS.  They noted that a consultation of the member States of the Agreement which are not members of the Council of Europe (Belarus and Morocco) took place on 20 April 2012, who in principle agreed to this request, and decided to invite Israel to accede to the EPAS.

At their 1145th meeting (13 June 2012) (CM/Del/Dec(2012)1145/8.1), the Deputies took note of Resolutions No. 1 and 2 adopted by the 12th Council of Europe Conference of Ministers responsible for Sport (Belgrade, Serbia, 15 March 2012) (CM(2012)66, Appendix 3).  They agreed to bring them to the attention of their governments and to transmit them to the States Parties to the European Cultural Convention as well as to the member States of the EPAS.

The Deputies invited the EPAS Governing Board, where appropriate, in co-operation with the GRECO, the CDPC, MONEYVAL and other relevant bodies, and in co-ordination with the European Union, to launch the negotiation of a possible Council of Europe Convention against Manipulation of Sports Results and notably Match-fixing. EPAS shall report on the process to the Committee of Ministers for consultation as soon as possible. EPAS shall submit the completed draft instrument that may, eventually, be finalised as a convention or as another instrument, to the Committee of Ministers. The Deputies also invited the CDPC, in co-operation with the GRECO and EPAS to consider the feasibility of an Additional Protocol to the Council of Europe Criminal Law Convention on Corruption (ETS No. 173), which could expand the scope of application of its provisions to the private non-profit sector, notably sport.

At the same time, the Deputies instructed the Secretariat to forward the above-mentioned resolutions to the competent Council of Europe bodies for information and so that they could take them into account in their work.  They invited the Standing Committee of the Spectator Violence Convention in particular to undertake a critical review of the Convention, prior to taking other steps mentioned in Resolution 2.2.  They instructed the Secretariat to forward the above-mentioned resolutions to the European Union for information, and in particular Resolution No. 2, section 2.1 – Co-operation between the Council of Europe and the European Union.

Finally, the Deputies took note of the Secretary General’s report on the 12th Council of Europe Conference of Ministers responsible for Sport (CM(2012)66).

 


Ad hoc European Committee for the World Anti-Doping Agency (CAHAMA)

 

Enlarged Partial Agreement on Sport (EPAS)

At their 1151st meeting (18-19 September 2012) (CM/Del/Dec(2012)1151/8.1), the Deputies adopted Recommendation CM/Rec(2012)10 of the Committee of Ministers to member States on the protection of child and young athletes from dangers associated with migration.

At their 1138th meeting (28 March 2012) (CM/Del/Dec(2012)1138/8.2), the Deputies, in their composition restricted to the representatives of the member States of the Enlarged Partial Agreement on Sport (EPAS), authorised the Governing Board of EPAS to grant observer status to the European Athlete/Student Network (EAS), and to involve it in its Consultative Committee.
