Parliamentary Assembly

At their 1158th meeting (12-13 December 2012) (CM/Del/Dec(2012)1158/7.1), the Deputies adopted the reply to Parliamentary Assembly Recommendation 2001 (2012) on the “Protection of and access to the audiovisual cultural heritage”.

At their 1151st meeting (18-19 September 2012) (CM/Del/Dec(2012)1151/7.3), the Deputies adopted the reply to Parliamentary Assembly Recommendation 1987 (2011) on “Combating all forms of discrimination based on religion”. 

Also at their 1151st meeting (18-19 September 2012) (CM/Del/Dec(2012)1151/7.4), the Deputies adopted the reply to Parliamentary Assembly Recommendation 1990 (2012) on “The right of everyone to take part in cultural life”. 

At their 1146th meeting (20 June 2012) (CM/Del/Dec(2012)1146/7.1), the Deputies adopted the reply to Parliamentary Assembly Recommendation 1975 (2011) on “Living together in 21st century Europe: follow-up to the report of the Group of Eminent Persons of the Council of Europe”.

At their 1130th meeting (11 January 2012), the Deputies adopted replies to Parliamentary Assembly Recommendation 1965 (2011) on “Education against violence at school” (CM/Del/Dec(2012)1130/7.1) and to Parliamentary Assembly Recommendation 1962 (2011) on “The religious dimension of intercultural dialogue” (CM/Del/Dec(2012)1130/7.2).

Intercultural dialogue
 

At their 1146th meeting (20 June 2012) (CM/Del/Dec(2012)1146/1.6), the Deputies took note of the conclusions and proposals for practical follow-up to the 2011 Council of Europe Exchange on the religious dimension of intercultural dialogue (GR‑C(2012)3 final).  The Deputies instructed the Secretariat to forward them to the steering committees concerned so that they can take them into account, where appropriate, in all relevant projects included in the 2012-2013 Programme and Budget.  They also instructed the Secretariat to forward the proposals to the participants in the Exchange so that they too can consider any appropriate action that might be taken.  The Deputies agreed that the decision on the proposals of possible operational follow-up to be given to the Exchange will be taken when examining the draft Programme and Budget 2014-2015, taking into account the strategic priorities of the Organisation.

At their 1142nd meeting (9 May 2012) (CM/Del/Dec(2012)1142/1.7), the Deputies took note of the theme and sub-themes of the 2012 Exchange, namely:

 Theme: “Taking responsibility for tomorrow’s Europe: the role of young people in the religious dimension of intercultural dialogue”
Sub-theme I: “Raising young people’s awareness of common values and their transmission: the role of parents for education, interaction between the family and educators, intergenerational relations”
Sub-theme II: “Solidarity and values: how solidarity and values are rooted in religions and non-religious convictions, what are the issues that can unite young people?”
Sub-theme III: “Responsibility of young people for the promotion of understanding, respect and dialogue: risks and potential in the representation of religions and non-religious convictions, in particular in the new media”.

At their 1140th meeting (11 and 12 April 2012) (CM/Del/Dec(2012)1140/1.4), the Deputies took note that the 2012 Council of Europe Exchange on the religious dimension of intercultural dialogue would take place on 3 and 4 September 2012 in Tirana (Albania).

At their 1138th meeting (28 March 2012) (CM/Del/Dec(2012)1138/1.6), the Deputies agreed to hold the 2012 Council of Europe Exchange on the religious dimension of intercultural dialogue in Albania, on 6 and 7 September 2012.

 

Education and Higher Education

At their 1158th meeting (12-13 December 2012) (CM/Del/Dec(2012)1158/7.2), the Deputies adopted Recommendation CM/Rec(2012)13 of the Committee of Ministers to member States on ensuring quality education and took note of the Explanatory Memorandum thereto (CM(2012)121 addfinal).

At their 1146th meeting (20 June 2012) (CM/Del/Dec(2012)1146/7.3), the Deputies approved the holding of the 24th session of the Council of Europe Standing Conference of Ministers of Education in Helsinki on 26 and 27 April 2013 and decided to entrust the Steering Committee for Educational Policy and Practice (CDPPE) with the preparation of the conference and instructed the CDPPE to provide them with an analysis of the conference’s impact for the future Programme and Budget of the Organisation, as well as with a progress report on the preparations for the conference.

At their 1138th meeting (28 March 2012) (CM/Del/Dec(2012)1138/7.1), the Deputies welcomed the follow-up action taken on the measures promoted by Recommendation CM/Rec(2007)13 on gender mainstreaming in education and encouraged member States to take account of the conclusions of the report in their future action.  They invited member States to ensure better dissemination of the recommendation in national languages to all the stakeholders concerned and instructed the Secretariat to bring the report to the attention of the steering committees and the new rapporteurs on equality issues appointed by each committee.  The Deputies also requested the Steering Committee for Educational Policy and Practice (CDPPE) and the Gender Equality Commission (GEC) to take into account, in their future programme of activities, the conclusions and implications identified in the report.

 

Steering Committee for Educational Policy and Practice (CDPPE)

At their 1146th meeting (20 June 2012) (CM/Del/Dec(2012)1146/7.2), the Deputies adopted Recommendation CM/Rec(2012)7 of the Committee of Ministers to member States on the responsibility of public authorities for academic freedom and institutional autonomy and took note of the Explanatory Memorandum thereto (CM(2012)83 add).  In view of this decision, the Deputies took note of the abridged report of the 1st meeting of the Steering Committee on Educational Policy and Practice (CDPPE) (CM(2012)83).

 

Culture, Heritage and Landscape

At their 1154th meeting (14 November 2012) (CM/Del/Dec(2012)1154/7.2), the Deputies took note of the progress report on the preparation of the Council of Europe Conference of Ministers of Culture (Moscow, Russian Federation, 15-16 April 2013) in the light of the observations made by the GR‑C at its meeting of 23 October 2012 (GR-C(2012)16 rev).  They agreed to transmit these observations to the CDCPP so that it shall take them into account in its future preparatory work for the conference.

At their 1151st meeting (18-19 September 2012) (CM/Del/Dec(2012)1151/7.2), the Deputies took note of the abridged report of the 1st plenary session of the CDCPP (CM(2012)120).

At their 1147th meeting (4 and 6 July 2012) (CM/Del/Dec(2012)1147/7.1), the Deputies approved the holding of the Council of Europe Conference of Ministers of Culture in Moscow (Russian Federation) in April 2013.  They decided to entrust the CDCPP with the preparation of the conference and invited it firstly to review the concept note taking account of the proposals made by the delegations at the meeting of the GR-C on 20 June 2012 (cf. GR-C(2012)CB5 rev and DD(2012)613).  The Deputies instructed the CDCPP to provide them with an analysis of the possible impact of the conference on the future Programme and Budget of the Organisation as well as a progress report on the preparation of the conference, which will include the reviewed concept note.  In accordance with Resolution CM/Res(2011)7, the Deputies agreed to resume consideration of this item in the light of the aforesaid documents.

At their 1140th meeting (11 and 12 April 2012) (CM/Del/Dec(2012)1140/7.1), the Deputies took note of the invitation by the Russian Federation to host a Council of Europe Conference of Ministers of Culture in Moscow in spring 2013.  They the CDCPP, taking into account the contributions by member States, to develop a concept and road map for such a conference, outlining its budgetary implications, subject, objectives and expected results and the link with the Organisation’s priorities, in accordance with Resolution CM/Res(2011)7 on Council of Europe conferences of specialised ministers, and to report back.  The Deputies then agreed to resume consideration of this item, in the light of the CDCPP’s proposal, with a view to taking a decision on the holding of such a conference pursuant to paragraph 2 of Resolution CM/Res(2011)7.
