Parliamentary Assembly - in general

At their 1158th meeting (12-13 December 2012) (CM/Del/Dec(2012)1158/3.1), the Deputies adopted the following reply to the texts adopted by the Standing Committee of the Parliamentary Assembly (Andorra, 30 November 2012):

“The Committee of Ministers took note of Resolutions 1908 to 1911 (2012) adopted by the Standing Committee of the Parliamentary Assembly (Andorra, 30 November 2012).”

At their 1155th meeting (21 November 2012) (CM/Del/Dec(2012)1155/3.1b), the Deputies instructed the Chair to inform the President of the Parliamentary Assembly that, “owing to a lack of consensus it has not been possible to adopt a reply to Written Question No. 614 by Mr Håkon Haugli”.

At their 1153rd meeting (24 October 2012) (CM/Del/Dec(2012)1153/3.1), the Deputies adopted the following reply to the texts adopted by the Parliamentary Assembly at the 4th part of the 2012 Session (Strasbourg, 1-5 October 2012):

“The Committee of Ministers took note of Recommendations 2004 and 2005 (2012) and Resolutions 1896 to 1907 (2012) adopted by the Parliamentary Assembly at its 4th part of the 2012 Session (Strasbourg, 1-5 October 2012).

The Committee of Ministers entrusted Recommendations 2004 and 2005 (2012) to the competent organs and committees of experts for information or comments and to the relevant Rapporteur Groups with a view to preparing draft replies for adoption at an early date, as appropriate.”

At their 1152nd meeting (10 October 2012) (CM/Del/Dec(2012)1152/3.1b), the Deputies took note of the report of Mr Edmond Panariti, Chair of the Committee of Ministers, to the Parliamentary Assembly (CM/AS(2012)7), and of his statement (CM/AS(2012)8). They also took note of the replies given to parliamentary questions by the Chairman of the Committee of Ministers (AS(2012)CR30 and AS(2012)CR30 add1).

At their 1149th meeting (12 September 2012) (CM/Del/Dec(2012)1149/3.1a), the Deputies instructed the Chair to inform the President of the Parliamentary Assembly that, “owing to a lack of consensus it has not been possible to adopt a reply to Written Question No. 613 by Mr Petrenco”.

At their 1147th meeting (4 and 6 July 2012) (CM/Del/Dec(2012)1147/3.1c), the Deputies adopted the following reply to the texts adopted by the Parliamentary Assembly at the 3rd part of the 2012 Session (Strasbourg, 25-29 June 2012):

“The Committee of Ministers took note Recommendations 2002 and 2003 (2012) and Resolutions 1884 to 1895 (2012) adopted by the Parliamentary Assembly at its 3rd part of the 2012 Session (Strasbourg, 25-29 June 2012).

The Committee of Ministers entrusted Recommendations 2002 and 2003 (2012) to the competent organs and committees of experts for information or comments and to the relevant Rapporteur Groups with a view to preparing draft replies for adoption at an early date, as appropriate.”

At their 1147th meeting (4 and 6 July 2012) (CM/Del/Dec(2012)1147/3.1b), the Deputies took note of the report of Mr Edmond Haxhinasto, Chair of the Committee of Ministers, to the Parliamentary Assembly (CM/AS(2012)5), and of his statement (CM/AS(2012)6).  At the same time, they took note of the replies given to parliamentary questions by the Chairman of the Committee of Ministers (AS(2012)CR21).

At their 1146th meeting (20 June 2012) (CM/Del/Dec(2012)1146/3.1b), the Deputies adopted the following reply to the texts adopted by the Standing Committee of the Parliamentary Assembly (Tirana, 25 May 2012):

“The Committee of Ministers took note of Opinion No. 282 (2012), Recommendation 2001 (2012) and Resolution 1883 (2012) adopted by the Standing Committee of the Parliamentary Assembly (Tirana, 25 May 2012).

The Committee of Ministers entrusted Recommendation 2001 (2012) to the competent committees of experts for information or comments and to its relevant Rapporteur Groups with a view to preparing a draft reply for adoption at an early date.

At their 1146th meeting (20 June 2012) (CM/Del/Dec(2012)1146/3.2a), the Deputies adopted the reply to Written Question No. 615 by Lord Boswell: “Implementation of the provisions of the Brighton Declaration”.

At their 1145th meeting (13 June 2012), the Deputies instructed the Chair to inform the President of the Parliamentary Assembly that, “owing to a lack of consensus it has not been possible to adopt a reply to Written Question No. 608 by Mr Haugli” (CM/Del/Dec(2012)1145/3.1b), to Written Question No. 609 by Mr Omtzigt” (CM/Del/Dec(2012)1145/3.1c) and to Written Question No. 610 by Lord Boswell”.

At their 1142nd meeting (9 May 2012) (CM/Del/Dec(2012)1142/3.1b), the Deputies adopted the following reply to the texts adopted by the Parliamentary Assembly at the 2nd part of the 2012 Session (Strasbourg, 23-27 April 2012):

            “The Committee of Ministers took note of Recommendations 1996 to 2000 (2012) and Resolutions 1872 to 1882 (2012) adopted by the Parliamentary Assembly at its 2nd part of the 2012 Session (Strasbourg, 23-27 April 2012).

            The Committee of Ministers entrusted Recommendations 1996 to 2000 (2012) to the competent organs and/or committees of experts for information or comments and to Rapporteur Groups and/or Thematic Co-ordinators with a view to preparing draft replies for adoption at an early date, as appropriate.”

At their 1142nd meeting (9 May 2012) (CM/Del/Dec(2012)1142/3.1a), the Deputies took note of the communication by the Secretary General of the Parliamentary Assembly on the 2nd part of the 2012 Session and other Assembly activities (SG-AS(2012)4).

At their 1141st meeting (2 May 2012) (CM/Del/Dec(2012)1141/3.1), the Deputies took note of the report of Mr David Lidington, representing the Chair of the Committee of Ministers, to the Parliamentary Assembly (CM/AS(2012)3), and of his statement (CM/AS(2012)4).  They also took note of the replies given to parliamentary questions by the Chairman of the Committee of Ministers (AS(2012)CR11).

At their 1139th meeting (4 April 2012) (CM/Del/Dec(2012)1139/3.1a), the Deputies adopted the reply to Written Question No. 602 by Mr Omtzigt: “No prosecution of the Dutch association Martijn”.

At their 1138th meeting (28 March 2012) (CM/Del/Dec(2012)1138/3.1), the Deputies adopted the following reply to the texts adopted by the Standing Committee of the Parliamentary Assembly (Paris, 9 March 2012):

            “The Committee of Ministers took note of Recommendations 1994 and 1995 (2012) and Resolutions 1865 to 1871 (2012) adopted by the Standing Committee of the Parliamentary Assembly (Paris,
9 March 2012).

               The Committee of Ministers entrusted Recommendations 1994 and 1995 (2012) to the relevant Rapporteur Group with a view to preparing draft replies for adoption at an early date.”

At their 1134th meeting (15-16 February 2012) (CM/Del/Dec(2012)1134/3.2a), the Deputies adopted the reply to Written Question No. 611 by Ms Taktakishvili on the “Elections in the Russian Federation”.

At their 1134th meeting (15-16 February 2012) (CM/Del/Dec(2012)1134/3.1), the Deputies adopted the following reply to the texts adopted by the Parliamentary Assembly at the 1st part of the 2012 Session (Strasbourg, 23-27 January 2012):

“The Committee of Ministers took note of Recommendations 1990 to 1993 (2012) and Resolutions 1855 to 1864 (2012) adopted by the Parliamentary Assembly at its 1st part of the 2012 Session (Strasbourg, 23-27 January 2012).

The Committee of Ministers entrusted Recommendations 1990 to 1993 (2012) to the competent organs and/or committees of experts for information or comments and to Rapporteur Groups with a view to preparing draft replies for adoption at an early date, as appropriate.”

At their 1132nd meeting (1 February 2012) (CM/Del/Dec(2012)1132/3.1a), the Deputies took note of the communication by the Secretary General of the Parliamentary Assembly on the 1st part of the 2012 Session and other Assembly activities (SG-AS(2012)2).

Also at their 1132nd meeting (1 February 2012) (CM/Del/Dec(2012)1132/3.1b), the Deputies took note of the report of Mr David Lidington, representing the Chair of the Committee of Ministers, to the Parliamentary Assembly (CM/AS(2012)1) and of his statement (CM/AS(2012)2). They also took note of the replies given to parliamentary questions by the Chairman of the Committee of Ministers (AS(2012)CR3).

At their 1131st meeting (18 January 2012) (CM/Del/Dec(2012)1131/3.2a), the Deputies adopted the reply to Written Question No. 606 by Mr Flego on “The Council of Europe’s contribution to the Bologna Process”.

At their 1130th meeting (11 January 2012), the Deputies adopted replies to Written Question No. 605 by Mr Petrenco on the “Estonian authorities and the annual gathering of the veterans of “Waffen SS” from Estonia and other European countries” (CM/Del/Dec(2012)1130/3.1b) and to Written Question No. 604 by Mr Petrenco: “Romanian President Basescu continues to justify the aggression on 22 June 1941 against the Soviet Union and the subsequent occupation” (CM/Del/Dec(2012)1130/3.1c).

 

Joint Committee

At their 1138th meeting (28 March 2012) (CM/Del/Dec(2012)1138/3.2), the Deputies marked their agreement with the draft agenda as proposed by the Bureau of the Parliamentary Assembly.  They invited their Chair to reply accordingly to the letter of the Secretary General of the Parliamentary Assembly dated 14 March 2012.
