This document provides summary information on the items and recommendations discussed by the Bureau at its meeting on 12 February 2001.

 

 

1.                  State of preparation of the Deputies' 741st (DH, 13-14 February 2001), 742nd (15 February 2001), 743rd (28 February 2001) and 739th (in camera, 1 March 2001) meetings

 

The Bureau took note of the state of preparation of the Deputies' forthcoming meetings.

 

 

2.         Subsidiary Groups of the Ministers' Deputies

 

a.      Chairmanships

 

The Bureau considered the question of the vacant office of Rapporteur on the Programme of Activities (RAP-PROG) and recommended that the Deputies assign it to Ambassador T. AALBU, Permanent Representative of Norway.

 

As all the chairmanships of subsidiary groups and posts of rapporteur were now filled, the Bureau instructed the Secretariat to circulate an updated list of groups and rapporteurs.

 

b.      Compendium of Procedures

 

The Bureau drew attention to the Compendium of Procedures approved by the Ministers' Deputies at their 687th meeting (16 November 1999) which governed the working methods of subsidiary groups of the Deputies (doc. CM(99)167).

 

It particularly drew the Deputies' attention to certain stipulations in the following chapters:

 

i.                     Terms of reference of Rapporteur Groups (and, by analogy, of Rapporteurs)

 

“Where necessary, the Chairman of each Rapporteur Group and the Group itself may make any contact outside the Council of Europe after (…) consult[ing] the Chairman of the Ministers' Deputies in due time who may decide to consult the Bureau, and, if necessary, the Ministers' Deputies.”

 

ii.                   Working methods of Rapporteur Groups

 

“The Chair of each Rapporteur Group (…) will keep the Chair of the Ministers' Deputies informed of their draft agendas, and he or she may decide to consult the Bureau and, if necessary, the Ministers' Deputies.” 

 

“If a delegation considers it necessary, after the Rapporteur Group meeting, to continue discussion on an item at plenary level, the [Chair of the Ministers' Deputies and the] Chair of the Group will be informed accordingly and if possible this fact should be mentioned in the synopsis of the meeting.”

  

3.         Distribution of documents

 

The Bureau exchanged views on matters relating to the distribution of documents.  It asked the Secretariat to circulate to each delegation a copy of the relevant compendium of Notes on the agenda for every plenary meeting of the Deputies.

  

4.                  Exchanges of views

 

a.      Mr VAN DER STOEL, OSCE High Commissioner on national minorities

 

The Bureau had received a proposal from the Secretariat to invite Mr van der Stoel, now that his term of office as OSCE High Commissioner on national minorities had ended, to exchange views with the Deputies.  The Bureau recommended that this be arranged for the Deputies' 747th meeting (28 March 2001).

 

b.      Chair of the GRECO

 

The Bureau noted that an exchange of views between the Chair of the GRECO and the Deputies was scheduled for the Deputies' 744th meeting (7 March 2001).

 

c.       Chair of the ECRI

 

The Bureau had received a proposal for an exchange of views between the Deputies and the Chair of the ECRI.  The Bureau recommended that this exchange of views take place during the Deputies' 745th meeting (14 March 2001).

 

d.      Mr Roland RIES, First Deputy Mayor of Strasbourg, Head of the Inter-ministerial Mission for the European Role of Strasbourg (Mission interministérielle pour le rayonnement européen de Strasbourg (MIRES))

 

The Bureau took note of a proposal for an exchange of views with Mr Roland Ries that had been made at the Deputies' last meeting.  This exchange of views could be held on 8 March 2001 at 11 am in the context of a Bureau meeting open to all delegations interested. 

 

5.                  Statements by delegations at meetings of the Ministers' Deputies

 

The Bureau reiterated its call made previously to delegations to limit the length of their statements at Deputies' meetings and in particular, in order to spare both human and financial resources, of those which they asked to be included in the Records of meetings. 

 

6.                  Notes on the agenda

 

The Bureau noted that, following a request at the 740th meeting (7 February 2001), the Secretariat would in future prepare Notes on the agenda only when they would give added value to the Deputies' discussions and/or when they were necessary for preparing the Deputies' decisions.

  

7.                  Use of the Committee of Ministers' Ante-Room

 

The Bureau had received three requests for use of the Committee of Ministers' Ante-Room:

 

- the first was from the Estonian Delegation for an exhibition entitled “Old maps of Livonia” from 23 April to 4 May 2001, which the Bureau recommended should be granted;

 

- the second was from the Delegation of San Marino for an exhibition of paintings by Walter Gasperoni from 25 June to 6 July 2001; and

 

- the third was from the Turkish Delegation for an exhibition of photographs by Mr Ismail Cem, Minister for Foreign Affairs of Turkey, from 25 to 29 June 2001.

 

The Bureau noted that the dates of the last two requests partly coincided and recalled, in this context, the provision in the Regulations concerning the use of the Committee of Ministers foyer for exhibitions to the effect that “A member State whose request to hold an exhibition has been granted shall normally refrain from submitting another request until two years have elapsed”.  In pursuance of this provision, the Bureau recommended the Committee to grant the Turkish Delegation's request, while pointing out that other suitable areas for exhibitions were available in the Palais de l'Europe.

  

8.                  Other business

 

* Meeting of the Governing Board of the Council of Europe Development Bank (CEB) – Request to use the Committee of Ministers' meeting room

 

The Bureau was informed of the request from the Secretariat of the Development Bank to hold an extraordinary meeting of the Governing Board in the Committee of Ministers' meeting room on 27 February 2001 at 2.30 pm.  The Bureau recommended that this request be granted.

 

* Meeting of the Rapporteur Group for Democratic Stability (GR-EDS)

 

The Bureau had received a proposal from the Chair of the GR-EDS to hold a meeting of his Group at 11.00 am on Monday 26 February 2001.

 

The Bureau recommended the Committee to authorise the holding of this meeting on the Monday morning referred to in the previous paragraph.

 

* Meeting of the Rapporteur Group on Administrative and Budgetary Questions (GR‑AB)

 

The Bureau had received a proposal from the Chair of the GR-AB to hold a meeting of his Group at 3.00 pm on Friday 16 March 2001.

 

The Bureau recommended the Committee to authorise the holding of this meeting on the Friday afternoon referred to in the previous paragraph.
