1. concerning Opinion No. 280 (2011) – “Opinion on the draft Council of Europe Convention on preventing and combating violence against women and domestic violence”

    a. having been informed that the Parliamentary Assembly's Rapporteur on the Opinion on the draft Council of Europe Convention on preventing and combating violence against women and domestic violence, Mr Mendes Bota, presented the opinion to their Rapporteur Group on Legal Co-operation (GR-J) on 22 March 2011, took note of the opinion;

2. concerning Recommendation 1960 (2011) – “The need for a global consideration of the human rights implications of biometrics”

    a. agreed to communicate it to the European Committee on Legal Co-operation (CDCJ), to the Consultative Committee of the Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data (ETS No. 108) (T-PD), to the Steering Committee on Bioethics (CDBI) and to the Steering Committee for Human Rights (CDDH), for information and possible comments by 30 June 2011;

    b. in the light of possible comments, invited their Rapporteur Group on Legal Co-operation
    (GR-J) to prepare a draft reply for adoption at one of their forthcoming meetings;

3. took note of the following resolutions:

Resolution 1794 (2011) – “Preserving the environment in the Mediterranean”

Resolution 1795 (2011) – “Genetically modified organisms: a solution for the future?”

Resolution 1796 (2011) – “Young offenders: social measures, education and rehabilitation”

Resolution 1797 (2011) – “The need for a global consideration of the human rights implications of biometrics”

Resolution 1798 (2011) – “Fair representation of the political parties or groups of national parliaments in their delegations to the Parliamentary Assembly”

Resolution 1799 (2011) – “Code of conduct for rapporteurs of the Parliamentary Assembly”;

4. adopted the following reply to the texts adopted by the Standing Committee of the Parliamentary Assembly (Paris, 11 March 2011):

“The Committee of Ministers took note of Opinion No. 280, Recommendation 1960 (2011) and Resolutions 1794 to 1799 (2011) adopted by the Standing Committee of the Parliamentary Assembly (Paris, 11 March 2011).

The Committee of Ministers entrusted Recommendation 1960 (2011) to the competent organs and/or committees of experts for information or comments and to its relevant Rapporteur Groups with a view to preparing a draft reply for adoption at an early date, as appropriate.”
