1. concerning Recommendation 1950 (2011) – “The protection of journalists’ sources”

a. agreed to communicate it to the Commissioner for Human Rights for information;

    b. agreed to communicate it to the Steering Committee on the Media and New Communication Services (CDMC), to the European Committee on Crime Problems (CDPC) and to the European Committee on Legal Co-operation (CDCJ), for information and possible comments by 15 April 2011;

    c. in the light of possible comments, invited their Rapporteur Group on Human Rights (GR-H) to prepare a draft reply for adoption at one of their forthcoming meetings;

    a. agreed to consider the follow-up to be given to this recommendation in the context of their work on the reform of the Council of Europe;

    a. agreed to communicate it to the European Committee on Crime Problems (CDPC) for information and possible comments by 15 April 2011;

    b. in the light of possible comments, invited their Rapporteur Group on Legal Co-operation (GR-J) to prepare a draft reply for adoption at one of their forthcoming meetings;

4. concerning Recommendation 1953 (2011) – “The obligation of member and observer states of the Council of Europe to co-operate in the prosecution of war crimes”

    a. agreed to communicate it to the European Committee on Crime Problems (CDPC) and to the Steering Committee for Human Rights (CDDH) for information and possible comments by 15 April 2011;

    b. in the light of possible comments, invited their Rapporteur Group on Legal Co-operation (GR-J) to prepare a draft reply for adoption at one of their forthcoming meetings;

    a. agreed to communicate it to the Steering Committee for Education (CDED) for information and possible comments by 15 April 2011;

    d. in the light of possible comments, invited their Rapporteur Group on Education, Culture, Sport, Youth and Environment (GR-C) to prepare a draft reply for adoption at one of their forthcoming meetings;

    a. in the light of comments made at their last meeting, invited their Rapporteur Group on Human Rights (GR-H) to prepare a draft reply, on the basis of a debate to be held within the Deputies, for adoption at one of their forthcoming meetings;

    a. agreed to communicate it to the European Union, the Organisation for Economic Co-operation and Development (OECD) and to the World Health Organisation (WHO/Europe) for information;

    b. agreed to communicate it to the European Health Committee (CDSP) and to the European Committee of Social Rights (ECSR) for information and possible comments by 15 April 2011;

    c. in the light of possible comments, invited their Rapporteur Group on Social and Health Questions (GR-SOC) to prepare a draft reply for adoption at one of their forthcoming meetings;

12. adopted the following reply to the texts adopted by the Parliamentary Assembly at the 1st part of the 2011 Session (Strasbourg, 24-28 January 2011):

“The Committee of Ministers took note of Recommendations 1950 to 1959 (2011) and Resolutions 1782 to 1793 (2011) adopted by the Parliamentary Assembly at its 1st part of the 2011 Session (Strasbourg, 24-28 January 2011).

The Committee of Ministers brought Recommendations 1950 to 1959 (2011) to the attention of the governments of member states and entrusted them to the competent organs and/or committees of experts for information or comments and/or to Rapporteur Groups/Working Group with a view to preparing draft replies for adoption at an early date, as appropriate.”

1 All reference to Kosovo in this text, whether to the territory, institutions or population, shall be understood in full compliance with United Nations Security Council Resolution 1244 and without prejudice to the status of Kosovo.
