1. concerning Recommendation 1933 (2010) – “Fight against extremism: achievements, deficiencies and failures”

a. decided to bring it to the attention of their governments;

b. agreed to communicate it to the Commissioner for Human Rights for information;

    c. agreed to communicate it to the European Commission for Democracy through Law (Venice Commission), to the European Commission against Racism and Intolerance (ECRI), to the Advisory Committee on the Framework Convention for the Protection of National Minorities (FCNM), to the Steering Committee for Human Rights (CDDH), to the Steering Committee on the Media and New Communication Services (CDMC) and to the Cybercrime Convention Committee (T-CY), for information and possible comments by 31 December 2010;

    d. in the light of possible comments, invited their Rapporteur Group on Human Rights
    (GR-H) to prepare a draft reply for adoption at one of their forthcoming meetings;

2. concerning Recommendation 1934 (2010) – “Child abuse in institutions: ensure full protection of the victims”

    a. decided to bring it to the attention of their governments and to the governments of the observer states;

    b. decided to bring it to the attention of the European Union, the United Nations and the
    Inter-Parliamentary Union;

c. agreed to communicate it to the Commissioner for Human Rights for information;

    d. agreed to communicate it to the Council of Europe Platform on Children’s Rights to make comments on the recommendation, in particular on the possibilities of consulting member states on the measures they have implemented (paragraph 8 of the recommendation) through the national focal points, by 31 December 2010;

    e. agreed to communicate it to the European Committee on Crime Problems (CDPC), to the European Committee on Legal Co-operation (CDCJ), to the Steering Committee for Human Rights (CDDH), to the Steering Committee on the Media and New Communication Services (CDMC), to the Steering Committee for Equality between Women and Men (CDEG), to the European Committee for Social Cohesion (CDCS) and to the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT), for information and possible comments by 31 December 2010;

    f. in the light of possible comments, invited their Thematic Co-ordinator on Children
    (TC-ENF), in co-operation with their Rapporteur Group on Legal Co-operation (GR-J), to prepare a draft reply for adoption at one of their forthcoming meetings;

3. concerning Recommendation 1935 (2010) – “The need to avoid duplication of the work of the Council of Europe by the European Union Agency for Fundamental Rights”

a. decided to bring it to the attention of their governments;

    b. invited their Rapporteur Group on External Relations (GR-EXT) to prepare a draft reply for adoption at one of their forthcoming meetings;

a. decided to bring it to the attention of their governments;

    b. agreed to communicate it to the Steering Committee for Human Rights (CDDH), to the European Committee on Legal Co-operation (CDCJ), to the Steering Committee on the Media and New Communication Services (CDMC), to the European Committee on Crime Problems (CDPC), to the Consultative Committee of the Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data
    (T-PD), to the European Committee of Social Rights (ECSR) and to the Governmental Committee of the European Social Charter, for information and possible comments by 31 December 2010;

    c. in the light of possible comments, invited their Rapporteur Group on Human Rights
    (GR-H) to prepare a draft reply for adoption at one of their forthcoming meetings;

5. concerning Recommendation 1937 (2010) – “The strategy, governance and functioning of the Council of Europe Development Bank”

a. decided to bring it to the attention of their governments;

    b. agreed to communicate it to the Council of Europe Development Bank for information and possible comments by 31 December 2010;

    c. agreed to communicate it to the European Co-ordination Forum for the Council of Europe Disability Action Plan 2006-2015 (CAHPAH) for information and possible comments by 31 December 2010;

    d. in the light of possible comments, invited their Rapporteur Group on Social and Health Questions (GR-SOC) to prepare a draft reply for adoption at one of their forthcoming meetings;

6. concerning Recommendation 1938 (2010) – “Guaranteeing the right to education for children with illnesses or disabilities”

a. decided to bring it to the attention of their governments;

    b. agreed to communicate it to the Steering Committee for Education (CDED), to the European Co-ordination Forum for the Council of Europe Disability Action Plan 2006-2015 (CAHPAH) and to the Council of Europe Platform on Children’s Rights, for information and possible comments by 31 December 2010;

10. adopted the following reply to the texts adopted by the Parliamentary Assembly at the 4th part of the 2010 Session (Strasbourg, 4-8 October 2010):

“The Committee of Ministers took note of Recommendations 1933 to 1940 (2010) and Resolutions 1754 to 1766 (2010) adopted by the Parliamentary Assembly at its 4th part of the 2010 Session (Strasbourg, 4-8 October 2010).

The Committee of Ministers brought Recommendations 1933 to 1940 (2010) to the attention of the governments of member states and entrusted them to the competent organs and/or committees of experts for information or comments and/or to Rapporteur Groups/Thematic Co-ordinators with a view to preparing draft replies for adoption at an early date, as appropriate.”
