    Action

    To adopt the reply to Recommendation 119 (2002) of the Congress of Local and Regional Authorities of Europe (CLRAE) on the state of regional print media in Europe - Pluralism, independence and freedom in regional press, as it appears in document CM/Cong(2003)Rec119 prov.

    1. The Congress of Local and Regional Authorities of Europe (CLRAE) adopted Recommendation
    119 (2002) on the state of regional print media in Europe - Pluralism, independence and freedom in regional press at its 9th Plenary Session (4-6 June 2002).

    2. The Deputies considered it at their 806th meeting (4 September 2002, item 12.1), at which they decided: to forward it to the governments of member states and to draw their attention in particular to paragraph 14, to the European Commission and the European Parliament, drawing their attention in particular to paragraphs 16 and 17 and to the Steering Committee on the Mass Media for information.

    3. The Congress recalls the responsibility the regional press has in reporting about regional politics and administration and other matters of public interest with a view to fostering democracy and the appreciation of the value of a pluralistic democratic system among the population. It emphasises the importance of the existence of a variety of newspapers and other media outlets, presenting diversified views and information, in each region. It also emphasises the importance of transfrontier co-operation in this field.

    4. The recommendation contains no specific recommendation addressed to the Committee of Ministers. It invites member states to take a certain number of measures to promote competitive and pluralistic regional press. Furthermore, it invites the Secretary General to request the appropriate Council of Europe services to assist member states in nurturing free, pluralistic and independent print media. It also contains recommendations along these lines addressed to the European Commission and the European Parliament.

    5. The following draft reply prepared by the Secretariat was examined by the Rapporteur Group on Human Rights on 28 April 2003. The GR-H agreed to transmit it to the Deputies for adoption.

    Decision

    The Deputies adopted the reply to Recommendation 119 (2002) of the Congress of Local and Regional Authorities of Europe (CLRAE) on the state of regional print media in Europe - Pluralism, independence and freedom in regional press, as it appears at Appendix … to the present volume of Decisions.1
