Administration and Logistics - in general

At their 1012th meeting (27 November 2007) (CM/Del/Dec(2007)1012/11.9), the Deputies expressed their appreciation of Serbia’s offer to donate a sculpture by Mrdjan Bajic and decided to accept it gratefully. They endorsed the recommendation of the Committee for Works of Art that the sculpture should be displayed in the entrance hall in G Building and took note of the report of the 26th meeting of the Committee for Works of Art (C-ART) (CM(2007)174).

At their 1009th meeting (24 October 2007) (CM/Del/Dec(2007)1009/11.1a), the Deputies approved the financial statements of the General Budget for the year ended 31 December 2006 (Ordinary Budget, Subsidiary Budgets: Services, Subsidiary Budget of the European Youth Centres, Subsidiary Budget for Publications, Extraordinary Budget, Pensions Budget, Budget of the European Youth Foundation), in the light of the opinion of the External Auditor (CM(2007)100), and accordingly adopted Resolution CM/Res(2007)14.

At the same meeting, the Deputies, in their composition restricted to Representatives of the States members in 2006, approved the financial statements for the year ended 31 December 2006 of the following:

- Partial Agreement in the Social and Public Health Field (CM/Del/Dec(2007)1009/11.1b), and accordingly adopted Resolution CM/Res(2007)15;

- Convention on the elaboration of a European Pharmacopoeia (CM/Del/Dec(2007)1009/11.1c), and accordingly adopted Resolution CM/Res(2007)16;

- Partial Agreement on the Council of Europe Development Bank (CM/Del/Dec(2007)1009/11.1d), and accordingly adopted Resolution CM/Res(2007)17;

- Partial Agreement on the Co-operation Group to combat drug abuse and illicit trafficking in drugs (Pompidou Group) (CM/Del/Dec(2007)1009/11.1e), and accordingly adopted Resolution CM/Res(2007)18;

- Partial Agreement on the Co-operation Group for the prevention of, protection against, and organisation of relief in major natural and technological disasters (CM/Del/Dec(2007)1009/11.1f), and accordingly adopted Resolution CM/Res(2007)19;

At their 1005th meeting (26 September 2007) (CM/Del/Dec(2007)1005/11.1), the Deputies took note of the report of the 25th meeting of the Committee for Works of Art (C-ART) (CM(2007)144).

At their 1001st meeting (5 July 2007) (CM/Del/Dec(2007)1001/11.2), the Deputies approved the guidelines for the Secretariat for drawing up the proposal for the annual ceiling on total appropriations for salaries/staff-related expenditure (CM(2007)106 final) and invited the GR-AB to review the guidelines on a regular basis.

At their 999bis meeting (20 June 2007) (CM/Del/Dec(2007)999bis/11.5), the Deputies took note that the Council of Europe is no longer able to ensure respect for its obligations under the Convention concluded in 2004 with Professor Vedovato and that, according to his wishes, his collection, currently in possession of the Council of Europe, be transferred to the Gregorian Pontifical University in Rome. They invited the Secretary General to facilitate to the largest possible extent the transfer of the Vedovato Collection to the Gregorian Pontifical University in pursuance of the wish expressed by Professor Vedovato. They agreed to transfer the remaining collections of the Library to the Bibliothèque Nationale et Universitaire de Strasbourg (BNUS), it being understood that the transfer would be preceded by the conclusion of an agreement between the Council of Europe and the BNUS establishing, inter alia, the latter’s obligation to preserve the collections in conformity with the state of the art and to grant sufficient access to these collections to Council of Europe staff, experts and members of the PACE, members of Permanent Representations and the general public. They authorised the Secretary General to negotiate with the BNUS an agreement to this effect and to sign such an agreement on behalf of the Council of Europe.

At their 999bis meeting (20 June 2007) (CM/Del/Dec(2007)999bis/11.4), the Deputies took note of the annual report 2006 of the Internal Audit (GR-AB(2007)9) and agreed to transmit it to the Parliamentary Assembly for information.

At their 999bis meeting (20 June 2007) (CM/Del/Dec(2007)999bis/11.3), the Deputies took note of the report of the 24th meeting of the Committee for Works of Art (C-ART) (CM(2007)87) and approved the recommendations contained therein.

Budget matters in general

Budget for 2007

Budget for 2008

At their 1012th meeting (27 November 2007) (CM/Del/Dec(2007)1012/11.1/Part1), the Deputies adopted Resolution CM/Res(2007)26 fixing the scale of contributions to the Ordinary Budget and to the Budget of the European Youth Foundation, with effect from 1 January 2008, and fixed, as follows, the rates of contribution to the special accounts for cultural and sports activities for 2008 of Belarus, the non-member state party to the European Cultural Convention, at 0.3375%.

The Deputies approved the amounts for the rates of the various retainers, honoraria and daily allowances with effect from 1 January 2008, and fixed the rates of the annual representational allowances for specially appointed officials. They also fixed, with effect from 1 January 2008, registration fees for the activities of the European Youth Centres.

The Deputies fixed the total appropriations for staff-related expenditure at €134 819 600, noting that in accordance with the decision CM/Del/Dec(2006)971/1.6, any increase in this total would require their approval. They authorised the Secretary General to make Vote to Vote transfers of appropriations when the requirement for such transfers arose from the redeployment of permanent posts effected by the Secretary General under the powers conferred on him by Resolution (81) 6 and to make Vote to Vote transfers of appropriations between the various heads covering staff expenditure, to deal with any budgetary problems arising from the charging of staff expenditure to a variety of sub-heads of the budget. He was also authorised to make transfers of appropriations between the various Votes of the budget in respect of placement of national civil servants on secondment.

The Deputies agreed, with effect from 1 January 2008, to the creation of 50 posts and approved the table of permanent posts. They also agreed that the duration of 97 positions with an end date of 31 December 2008 created in the framework of the enhancement of the resources of the European Court of Human Rights and other departments involved in the execution of judgments of the Court shall be prolonged to the end of 2009 and took note of the table of positions (CM(2007)130 vol1add3). They approved the organisation chart with effect from 1 January 2008.

The Deputies, recalling their decision to transfer the unspent balance of the 2006 Ordinary Budget, amounting to €4 176 771.25 to a suspense account, decided to allocate as a receipt, €3 274 171.25 to the 2008 Ordinary Budget and €902 600 to the 2009 Ordinary Budget, and adopted Resolution CM/Res(2007)27 approving the Ordinary Budget for the 2008 financial year. They went on to take note of the medium-term investment plan 2008-2012 (Appendix III, CM(2007)130 vol1) and approved the Investment Programme for 2008 (Appendix III, CM(2007)130 vol1) for a total of €5 482 000.

The Deputies also approved the Programme of Activities for 2008 (CM(2007)130 vol2) and accordingly adopted Resolution CM/Res(2007)28.

The Deputies invited the Secretariat to continue its efforts for an effective implementation of project management methodology (PMM)/results based budgeting (RBB), in the light of the recommendations of the External Auditor and the Budget Committee and of comments made by delegations during the course of their examination of the draft budget and Programme of Activities. They also underlined the need to pursue efforts already underway in streamlining the work of the Council of Europe in line with the Warsaw Declaration and Action Plan, namely in order to contribute to the fundamental objective of preserving and promoting human rights, democracy and the rule of law, and requested an evaluation of the reasons for the recurring unspent balances, as well as of the means of bringing them to a reasonable level and at the same time see whether the use of the negative reserve could be progressively reduced. This question should be examined in the spring.

Also at their 1012th meeting (27 November 2007) (CM/Del/Dec(2007)1012/11.1/Part2), the Deputies adopted Resolution CM/Res(2007)29 fixing the scales of contributions to the Extraordinary Budget, with effect from 1 January 2008, and approved the Extraordinary Budget relating to buildings expenditure for 2008 and, consequently, adopted Resolution CM/Res(2007)30.

At the same meeting (CM/Del/Dec(2007)1012/11.1/Part3A), the Deputies approved the Pensions Budget for 2008 and, consequently, adopted Resolution CM/Res(2007)31. They went on to adopt Resolution CM/Res(2007)32 fixing the scale of contributions to the Pension Reserve Fund, with effect from 1 January 2008, and adopted Resolution CM/Res(2007)33 concerning the Pension Reserve Fund (CM/Del/Dec(2007)1012/11.1/Part3B). The Deputies also approved the budget of the European Youth Foundation for 2008 and, consequently, adopted Resolution CM/Res(2007)34 (CM/Del/Dec(2007)1012/11.1/Part4).

The Deputies, in their composition restricted to Representatives of the States Parties to the Convention on the Elaboration of a European Pharmacopoeia (CM/Del/Dec(2007)1012/11.1/Part5), approved the scale of contributions for 2008 and consequently adopted Resolution CM/Res(2007)35. They also approved, with effect from 1 January 2008, the creation of 10 A1/2/3 posts, 4 B5 posts, 8 B4 posts, 2 B3 posts, 8 B2 posts, and 7 C2 posts, as well as the transfer of 1 A1/2/3 post and 1 B3 post from the Partial Agreement in the Social and Public Health Field. They took note of the medium-term investment plan 2008-2012 (Appendix to Part 5 of CM(2007)130 vol3corr) and approved the setting up of a special investment account. Recalling their decision to transfer the excess receipts under Sub-heads RI to RXIII of the main budget of the European Pharmacopoeia for 2006, amounting to €5 638 630.57 to a suspense account, the Deputies agreed to allocate an amount of €3 864 100 to the special investment account and to apportion the balance of €1 774 530.57 among member states. They approved the Investment Programme for 2008 (CM(2007)130 vol3 corr) for a total of €4 190 000 and approved the 2008 budget for this Partial Agreement and consequently adopted Resolution CM/Res(2007)36.

The Deputies, in their composition restricted to Representatives of the States members of the Council of Europe Development Bank (CM/Del/Dec(2007)1012/11.1/Part6), approved the scale of contributions for 2008 and consequently adopted Resolution CM/Res(2007)37. They approved the 2008 budget for this Partial Agreement and consequently adopted Resolution CM/Res(2007)38.

The Deputies, in their composition restricted to Representatives of the States members of the Partial Agreement on the Co-operation Group to combat drug abuse and illicit trafficking in drugs (Pompidou Group) (CM/Del/Dec(2007)1012/11.1/Part7), approved the scale of contributions for 2008 and consequently adopted Resolution CM/Res(2007)39, and approved the 2008 budget for this Partial Agreement and consequently adopted Resolution CMRes(2007)40.

The Deputies, in their composition restricted to Representatives of the States members of the Partial Agreement on the Co-operation Group for the prevention of, protection against, and organisation of relief in major natural and technological disasters (CM/Del/Dec(2007)1012/11.1/Part8), approved the scale of contributions for 2008 and consequently adopted Resolution CM/Res(2007)41 and approved the 2008 budget for this Partial Agreement and consequently adopted Resolution CM/Res(2007)42.

The Deputies, in their composition restricted to Representatives of the States members of the Partial Agreement on the European Support Fund for the co-production and distribution of creative cinematographic and audio-visual works “Eurimages” (CM/Del/Dec(2007)1012/11.1/Part9), approved the 2008 budget for this Partial Agreement and adopted Resolution CM/Res(2007)43.

Concerning the Budget of the Enlarged Agreement on the European Commission for Democracy through Law (Venice Commission) (CM/Del/Dec(2007)1012/11.1/Part10), the Deputies approved the scale of contributions for 2008 and consequently adopted Resolution CM/Res(2007)44. They also approved, with effect from 1 January 2008, a rate of daily subsistence allowance of €172 for consultants, personalities and delegations from central and eastern European countries attending meetings held at the seat of the Commission in Venice and whose expenses are charged to accounting code 0000169 of the budget of the Partial Agreement, and members of the Commission on official journeys acting as rapporteurs at the request of the Commission and whose expenses are charged to accounting code 0000169 of the budget of the Partial Agreement. They approved, with effect from 1 January 2008, a rate of daily allowance of €236 for work at home for members of the Venice Commission and approved the 2008 budget for this Partial Agreement and consequently adopted Resolution CM/Res(2007)45.

The Deputies, in their composition restricted to Representatives of the States members of the Partial Agreement on the Youth Card (CM/Del/Dec(2007)1012/11.1/Part11), approved the scale of contributions for 2008 and consequently adopted Resolution CM/Res(2007)46. They approved the 2008 budget for this Partial Agreement and consequently adopted Resolution CM/Res(2007)47.

The Deputies, in their composition restricted to Representatives of the States members of the Enlarged Partial Agreement on the European Centre for Modern Languages (Graz) (CM/Del/Dec(2007)1012/11.1/Part12), approved the scale of contributions for 2008 and consequently adopted Resolution CM/Res(2007)48. They approved the budget and the subsidiary budget of this Partial Agreement for 2008 and consequently adopted Resolution CM/Res(2007)49.

The Deputies, in their composition restricted to Representatives of the States members of the Partial Agreement in the Social and Public Health Field (CM/Del/Dec(2007)1012/11.1/Part13), approved the scale of contributions for 2008 and consequently adopted Resolution CM/Res(2007)50. They approved the 2008 budget for this Partial Agreement and consequently adopted Resolution CM/Res(2007)51. Finally, they invited the Secretariat to explore the possibility of undertaking the activities related to cosmetics, nutrition, food packaging and flavourings in the framework of another partial agreement in the light of comments from the CD-P-SP and with a view to taking a decision of principle before April 2008.

At their 986th meeting (7 February 2007) (CM/Del/Dec(2007)986/11.2), the Deputies took note of the budgetary calendar for 2008.

At their 1012th meeting (27 November 2007) (CM/Del/Dec(2007)1012/11.2), the Deputies authorised the Secretary General to negotiate with the European Parliament with a view to the possible conclusion of a long-term administrative arrangement for the partial occupation of the B Building by the European Parliament following renovation works. They took note of the meeting reports of the September and October 2007 Sessions of the Budget Committee (CM(2007)152 and CM(2007)160).

At their 1004th meeting (12 September 2007) (CM/Del/Dec(2007)1004/11.1), the Deputies took note of the time limit (15 October 2007) for the deposit of candidatures with the Secretary to the Committee of Ministers for members and alternate members of the Budget Committee for the period 1 January 2008 to 31 December 2010.

At their 999bis meeting (20 June 2007) (CM/Del/Dec(2007)999bis/11.1), the Deputies took note of the information provided by the Secretariat on the procedure for appointment of members and alternate members of the Budget Committee for the period 1 January 2008 to 31 December 2010 (CM(2007)79), and in particular that candidatures should be deposited with the Secretariat of the Committee of Ministers before 15 October 2007.

At the same meeting (CM/Del/Dec(2007)999bis/11.2), the Deputies authorised an increase in the investment programme related to bringing the fire safety systems of the buildings to standard for an amount of €1 350 000 to be financed through redeployment of appropriations of other projects to be carried out under the 2007 and 2008 investment budgets and took note of the meeting report of the May 2007 session of the Budget Committee (CM(2007)72).

At their 986th meeting (7 February 2007) (CM/Del/Dec(2007)986/11.1), the Deputies appointed Ms Katarzyna Dziamara-Rzucidlo as the member, and Ms Magdalena Kakol as alternate member, of the Budget Committee in respect of Poland for a term expiring on 31 December 2007.

Accommodation needs

At their 1012th meeting (27 November 2007) (CM/Del/Dec(2007)1012/11.3), the Deputies set the deadline as 16 January 2008 for submission by member states of candidatures for the Ad hoc Committee of Experts on Buildings (CAHB), with a view to appointing eleven members and eleven alternate members at their 1019th meeting (27 February 2008).

At the same meeting (CM/Del/Dec(2007)1012/11.5), the Deputies took note of the meeting report (27-28 September 2007) of the Ad hoc Committee of Experts on Buildings (CAHB) (CM(2007)157).

At their 998th meeting (13 June 2007) (CM/Del/Dec(2007)998/11.2), the Deputies took note of the meeting report (20-21 March 2007) of the CAHB (CM(2007)61).

At their 989th meeting (14 March 2007) (CM/Del/Dec(2007)989/11.1), the Deputies, in their composition restricted to Representatives of the States Parties to the Convention on the Elaboration of a European Pharmacopoeia,1 decided that the EDQM Building in the Meinau should be sold and authorised the Secretary General to sign any deeds relating to this sale and to report thereon to the Deputies, in their composition restricted to Representatives of the States Parties to the Convention on the Elaboration of a European Pharmacopoeia, on the understanding that the final terms of the sale would be brought to their attention before the signature of the final sale deed.

Co-ordinating Committee on Remuneration (CCR)

At their 1012th meeting (27 November 2007) (CM/Del/Dec(2007)1012/11.7), the Deputies having regard to the recommendations set out in paragraph 4 of the 182nd report of the CCR (CM(2007)161), agreed to adopt, with effect from 1 January 2008, the salary scales resulting from the application of the adjustment indices indicated in Appendix 2, of the 182nd report (the adjustment index for France being 1%), as shown in the tables for each state attached to that report, with the exception of the salary scales for B and C grade staff members for Belgium, France, Germany and Hungary which are replaced by the salary scales set out in document CM(2007)161 add. They agreed to suspend the negative effect of the adjustment of the scales and allowances expressed in fixed amounts for Poland, in order to maintain them at their current level until a later adjustment allows a scale increase superior to the current frozen level. They noted that, in pursuance of Article 36 of the 132nd report (CM(2001)170 rev), pensions payable under Appendix V to the Staff Regulations will be adjusted in the same proportions and at the same date as the salary of staff in relation to which they are calculated, and that, in accordance with the interpretation given to paragraph 3 of the 34th report by the CCG (CCG(65)5) dated 25 October 1965, at its 77th session on 29 June 1966 (cf. CCG/M(66)6), the salary of temporary staff serving in the Council of Europe will be adjusted in the same proportions as that of permanent staff.

They noted that under the terms of Article 1, paragraph 3 of the appendix to Resolution Res(2004)50 on the status and conditions of service of judges of the European Court of Human Rights, the annual remuneration of judges will be adjusted in the same proportion and at the same date as the salaries of Council of Europe staff of grade A7 based in France. They approved, with effect from 1 January 2008, the amounts of allowances and indemnities fixed in absolute value, adjusted in accordance with the procedure, set out in Appendix 5 to the 182nd report of the CCR.

The Deputies adopted Resolution CM/Res(2007)52 on the revision of the tables appended to the Regulations governing staff salaries and allowances, and Resolution CM/Res(2007)53 on the remuneration of specially appointed officials.

Under the same item, the Deputies unblocked the provisions for adjustment to remuneration entered under the Ordinary Budget, service budgets, the pensions budget and subsidiary budgets for 2008. The Deputies, in their composition restricted to Representatives of the States Parties to the Convention on the Elaboration of a European Pharmacopoeia, unblocked the provisions for adjustment to remuneration entered under the budget of the Partial Agreement for 2008. The Deputies, in their composition restricted to Representatives of the States members of the Council of Europe Development Bank, unblocked the provisions for adjustment to remuneration entered under the budget of the Partial Agreement for 2008. The Deputies, in their composition restricted to Representatives of the States members of the Partial Agreement on the Co-operation Group to combat drug abuse and illicit trafficking in drugs (Pompidou Group), unblocked the provisions for adjustment to remuneration entered under the budget of the Partial Agreement for 2008. The Deputies, in their composition restricted to Representatives of the States members of the Partial Agreement on the Co-operation Group for the prevention of, protection against, and organisation of relief in major natural and technological disasters, unblocked the provisions for adjustment to remuneration entered under the budget of the Partial Agreement for 2008. The Deputies, in their composition restricted to Representatives of the States members of the Partial Agreement on the European Support Fund for the co-production and distribution of creative cinematographic and audio-visual works “Eurimages”, unblocked the provisions for adjustment to remuneration entered under the budget of the Partial Agreement for 2008. The Deputies unblocked the provisions for adjustment to remuneration entered under the budget of the Enlarged Agreement on the European Commission for Democracy through Law for 2008. The Deputies, in their composition restricted to Representatives of the States members of the Partial Agreement on the Youth Card, unblocked the provisions for adjustment to remuneration entered under the budget of the Partial Agreement for 2008. The Deputies, in their composition restricted to Representatives of the States members of the Enlarged Partial Agreement on the European Centre for Modern Languages (Graz), unblocked the provisions for adjustment to remuneration entered under the budget of the Partial Agreement for 2008.

At their 1009th meeting (24 October 2007) (CM/Del/Dec(2007)1009/11.4), the Deputies took note of the 181st report of the Co-ordinating Committee on Remuneration (CCR) (CM(2007)108). They agreed to maintain the mandate of the concertation group within the framework of the co-ordination system, and in order to improve its functioning, to replace the text of Article 7a) as set out in Annex 1 of the CCR’s 154th report (CM(2004)14) with the following text:

    “Where discussions on a specific subject have reached an impasse between the CCR and at least one of the other parties, the CCR, CRSG and CRP may establish, as needed, a concertation group to progress on the subject in question. The concertation group will not have decision making powers and will not override the prerogatives of the CCR. It shall be chaired by the Chairperson of the CCR. The results of the concertation group’s deliberations shall be presented to the three Committees of co-ordination for discussion before a CCR recommendation is formulated. The working modalities of the concertation group, designed to clarify its mandate and working procedures, shall be set out in the internal rules of procedure.”

At their 998th meeting (13 June 2007) (CM/Del/Dec(2007)998/11.3a), the Deputies took note of the 2006 activity report of the CCR (CM(2007)38).

At the same meeting (CM/Del/Dec(2007)998/11.3b), the Deputies took note of the corrigendum to the 132nd report of the CCR (CM(2007)39) and adopted a revised English version of Article 25, paragraph 3, of the Pension Scheme Rules (Appendix V to the Staff Regulations) and Article 24, paragraph 3, of the New Pension Scheme Rules (Appendix Vbis to the Staff Regulations).

Also at the same meeting (CM/Del/Dec(2007)998/11.3c), the Deputies took note of the 180th report of the CCR (CM(2007)62) and decided that, as a special adjustment, salary scales, as adjusted at 1 January 2007, be increased by 3.2% for Hungary and by 5.2% for Turkey with effect from 1 March 2007 with pensions increasing in the same proportion and on the same date as the remuneration of the staff to whom the CCR's 180th report applies. Remuneration of auxiliary staff serving in the co-ordinated organisations would also be adjusted in accordance with the provisions of the CCR's 180th report.

At their 993rd meeting (10-12 April 2007) (CM/Del/Dec(2007)993/11.2), the Deputies took note of the 176th report of the CCR (CM(2006)215) and approved, with effect from 1 January 2007, the rates of the daily subsistence allowance. They also took note of the 178th report of the CCR (CM(2006)217) and approved, with effect from 1 January 2007, the amounts of the kilometric allowance.

At their 985th meeting (31 January 2007) (CM/Del/Dec(2007)985/11.2), the Deputies took note of the 174th and 177th reports of the Co-ordinating Committee on Remuneration (CCR) (CM(2006)157 and CM(2006)216 respectively). They decided that, as a special adjustment, salary scales for Turkey, as adjusted at 1 January 2006, be increased by 5.8% with effect from 1 August 2006 and salary scales for Hungary, as adjusted at 1 January 2006, be increased by 5.7% with effect from 1 October 2006 and noted that by application of the 150th report by the Co-ordinating Committee of Government Budget Experts (CCG), dated 4 April 1978 (CCG(78)4), pensions will be increased in the same proportion and on the same date as the remuneration of the staff to whom the CCR's 174th report applies. In accordance with the interpretation given to paragraph 3 of the 34th report by the CCG dated 25 October 1965 (CCG(65)5), the remuneration of auxiliary staff serving in the Co-ordinated Organisations will be adjusted in accordance with the provisions of the CCR's 174th report.

At the same meeting (CM/Del/Dec(2007)985/11.2c), the Deputies, having regard to the decision taken at their 983rd meeting (CM/Del/Dec(2006)983/11.2, paragraph 5), took note that, in pursuance of Article 36 of the 132nd report (CM(2001)170 rev), pensions payable under Appendix V of the Staff Regulations will be adjusted in the same proportions and at the same date as the salary of staff in relation to which they are calculated. In accordance with the interpretation given to paragraph 3 of the 34th report by the CCG (CCG(65)5) dated 25 October 1965, at its 77th session on 29 June 1966 (cf. CCG/M(66)6), the salary of temporary staff serving in the Council of Europe will be adjusted in the same proportions as that of permanent staff. Under the terms of Article 1, paragraph 3 of the Appendix to Resolution Res(2004)50 on the status and conditions of service of judges of the European Court of Human Rights, the annual emoluments of judges will be adjusted in the same proportion and at the same date as the salaries of Council of Europe staff of grade A7 based in France. The Deputies agreed to suspend the negative effect of the adjustment of the scales and allowances expressed in fixed amounts for Hungary and Turkey, in order to maintain them at their current level until a later adjustment allows a scale increase superior to the current frozen level. They approved, with effect at 1 January 2007, the amounts of allowances and indemnities fixed in absolute value, adjusted in accordance with the procedure, set out in Annex 5 to the 175th report of the CCR.

The Deputies then adopted Resolution CM/Res(2007)1 on the revision of the tables appended to the Regulations governing staff salaries and allowances and Resolution CM/Res(2007)2 on the remuneration of specially appointed officials.

Pensions

At their 1012th meeting (27 November 2007) (CM/Del/Dec(2007)1012/11.6), the Deputies took note of the 2nd report to the Committee of Ministers of the Management Board of the Pension Reserve Fund (CM(2007)159).

At their 1001st meeting (5 July 2007) (CM/Del/Dec(2007)1001/11.1), the Deputies approved the nomination, for a period of three years, of Mr Pierre Petauton as Chair of the Pension Reserve Fund Management Board. They also approved the proposals for the general policies, goals and guidelines for investment of the assets of the Fund and took note of the 1st report of the Pension Reserve Fund Management Board (CM(2007)97) as a whole.

At their 985th meeting (CM/Del/Dec(2007)985/11.3), the Deputies took note of the 172nd and 173rd reports of the Co-ordinating Committee on Remuneration (CCR) (CM(2006)155 and CM(2006)156 respectively). They then adopted various amendments to the Pension Scheme Rules and agreed that these would enter into force on 1 January 2007.

At the same meeting (CM/Del/Dec(2007)985/11.3c), the Deputies adopted Resolution CM/Res(2007)3 on the Regulations instituting a Pension Scheme for specially appointed officials of the Council of Europe and a temporary retiring allowance and decided that it would enter into force on the date of its adoption.

Allowances

At their 1012th meeting (27 November 2007) (CM/Del/Dec(2007)1012/11.8), the Deputies approved, with effect from 1 January 2008, the revised Rules concerning the reimbursement of travel and subsistence expenses to persons travelling at the charge of Council of Europe budgets.

At their 998th meeting (13 June 2007) (CM/Del/Dec(2007)998/11.1), the Deputies adopted Resolution CM/Res(2007)10 revising Article 9 (language allowance) of the Regulations governing staff salaries and allowances (Appendix IV to the Staff Regulations).

At their 995th meeting (16 May 2007) (CM/Del/Dec(2007)995/11.1), the Deputies adopted Resolution CM/Res(2007)9 revising Article 7 (education allowance) of the Regulations governing staff salaries and allowances (Appendix IV to the Staff Regulations).

Unpaid contributions

At their 985th meeting (CM/Del/Dec(2007)985/11.4), the Deputies took note of the situation concerning unpaid contributions to the various budgets and funds of the Council of Europe as at 30 June 2006 and 31 December 2006 (CM(2006)185 and GR-AB(2007)2) and invited the Secretary General to enter into contact with the competent authorities of the non-member states with a view to ensuring that the necessary measures would be taken for their financial obligations to be honoured.

Staff policy

At their 1006th meeting (10 October 2007) (CM/Del/Dec(2007)1006/11.1), the Deputies adopted Resolution CM/Res(2007)13 adding Article 22bis under Part II “Appointments and assessment – termination of contract” of the Staff Regulations and amending paragraph 3b.iii. of Article 23 thereof.

At their 1001st meeting (5 July 2007) (CM/Del/Dec(2007)1001/11.3), the Deputies adopted Resolution CM/Res(2007)11 amending Article 3 – “Leave” of the Appendix of Resolution Res(2004)50.

At their 991st meeting (28 March 2007) (CM/Del/Dec(2007)991/11.1), the Deputies adopted Resolution CM/Res(2007)4 amending Articles 2 and 3 of the Regulations on Staff Participation (Appendix I to the Staff Regulations).
