Meeting report
Strasbourg, 29 January 2007

The following items were discussed by the Bureau at its meeting on 29 January 2007.

1. Co-operation between the Council of Europe and the OSCE – meeting of the Co-ordination Group

Subject to further consultations, the Bureau noted that the next meeting of the Co-ordination Group would probably take place on Friday 2 March 2007, in Vienna.

2. Proposal of an exchange of views with Ms Hennicot-Schoepges, European Parliament Rapporteur on intercultural dialogue

The Bureau welcomed the proposal to hold an exchange of views with Ms Hennicot-Schoepges, within the context of a forthcoming meeting of the Rapporteur Group on Education, Culture, Sport, Youth and Environment (GR-C); the date would be decided in due course.

3. Presence of Observers at Subsidiary Groups

In the light of the decision taken at the Deputies 971st meeting (12 July 2006, item 1.6) authorising Observer states to send a representative to observe regular meetings of the Ministers' Deputies, the Bureau recommended that the arrangements for observing subsidiary meetings should be as set out in Appendix II.

4. Participation of the Committee of Ministers in events outside Strasbourg

The Bureau noted that the Chairman of the Deputies and the Chairman of GR-EXT would participate in the 24th Quadripartite meeting between the Council of Europe and the European Union which will take place in Brussels on 13 February 2007. It noted also that the Chairman of the Deputies, the Chairman of GR-EXT and the Council of Europe focal points would attend the meeting of the Co-ordination group between the Council of Europe and the OSCE which will be held in Vienna in March 2007.

The Bureau noted that the travel and subsistence expenses of these participants in the two meetings would be covered by the budget of the Ministers’ Deputies.

5. Subsidiary groups - Vacancies

The Bureau recommended the nomination of Ambassador Neris Germanas, Permanent Representative of Lithuania, as Thematic Co-ordinator of Local and Regional co-operation (TC-LARC).

The Bureau recalled that the function of Chair of the Rapporteur Group on Administrative and Budgetary Questions (GR-AB) would soon be vacant and urged those interested to inform the Chair of the Deputies by
3 February 2007.

Appendix I

State of preparation of the 985th (31 January 2007), 986th (7 February 2007), and 988th (21 - 22 February 2007) meetings of the Ministers' Deputies;

The Bureau took note of the state of preparation of the above meetings.

With regard to the 985th meeting (31 January 2007), the Bureau recommended that:

With regard to the 986th meeting (7 February 2007), the Bureau recommended that:
