Invitation to observer states to participate in the regular meetings of the Ministers’ Deputies
(Resolution Res(93)26)


The Deputies

1. agreed that the observer states (Holy See, United States of America, Canada, Japan and Mexico) will be authorised from September 2006 to send a representative to observe regular meetings of the Ministers’ Deputies;

2. noted that the member states will still be able to have in camera discussions if they deem it appropriate;

3. recalled, in this context, the decisions taken at their 676th meeting (1-2 and 7 July 1999, item 2.4) concerning the criteria for the granting of observer status with the Council of Europe, and in particular the possibility for the observer states to make voluntary contributions of a financial nature to the implementation of specific Council of Europe programmes or activities.
