General
 

At their 1158th meeting (12-13 December 2012) (CM/Del/Dec(2012)1158/6.1), the Deputies declared Mr József Hajdu (Hungary) elected as member of the European Committee of Social Rights, with effect from 1 January 2013, for a term of office which will expire on 31 December 2018, and adopted accordingly Resolution CM/ResChS(2012)7.

At their 1156th meeting (28 November 2012) (CM/Del/Dec(2012)1156/6.4), the Deputies adopted Resolution CM/ResChS(2012)6.

At their 1156th meeting (28 November 2012) (CM/Del/Dec(2012)1156/6.2), the Deputies took note of the information provided by delegations, which will be circulated in a separate document.

At their 1156th meeting (28 November 2012) (CM/Del/Dec(2012)1156/6.1), the Deputies declared the following candidates elected as members of the European Committee of Social Rights, with effect from 1 January 2013, for a term of office which will expire on 31 December 2018:

–          Ms Monika Schlachter (Germany);
–          Ms Eliane Chemla (France);
–          Ms Birgitta Nyström (Sweden);
–          Mr Marcin Wujczyk (Poland).

The Deputies adopted accordingly Resolution CM/ResChS(2012)5 and agreed to extend to 30 November 2012 the deadline for submission of candidates to the remaining vacant seat in Group I.

At their 1145th meeting (13 June 2012) (CM/Del/Dec(2012)1145/6.1), the Deputies adopted Recommendation CM/Rec(2012)6 of the Committee of Ministers to member States on the protection and promotion of the rights of women and girls with disabilities.

European Committee for Social Cohesion (CDCS)

At their 1132nd meeting (1 February 2012) (CM/Del/Dec(2012)1132/6.3a), the Deputies invited the European Committee for Social Cohesion (CDCS), in consultation with the Steering Committee for Culture, Heritage and Landscape (CDCPP) and the Steering Committee for Human Rights (CDDH), to reexamine the text of the draft Recommendation CM/Rec(2012)… of the Committee of Ministers to member States on intercultural competences in services to the public in order to ensure social cohesion in Europe, in the light of proposed amendments from delegations, including those which appear in documents DD(2011)713, DD(2011)748 and DD(2011)970.

Parliamentary Assembly

At their 1154th meeting (14 November 2012) (CM/Del/Dec(2012)1154/6.4), the Deputies adopted the reply to Parliamentary Assembly Recommendation 2000 (2012) on “Decent pensions for all”.

At their 1137th meeting (14 March 2012) (CM/Del/Dec(2012)1137/6.3), the Deputies adopted the reply to Parliamentary Assembly Recommendation 1976 (2011) on “The role of parliaments in the consolidation and development of social rights in Europe”.

At their 1132nd meeting (1 February 2012) (CM/Del/Dec(2012)1132/6.4), the Deputies adopted the reply to Parliamentary Assembly Recommendation 1970 (2011) on “Protecting migrant women in the labour market”.

Congress of Local and Regional Authorities of the Council of Europe

At their 1137th meeting (14 March 2012) (CM/Del/Dec(2012)1137/6.4), the Deputies adopted the reply to Congress Recommendation 315 (2011) on “The situation of Roma in Europe: a challenge for local and regional authorities”.

Social cohesion and policy
 

At their 1156th meeting (28 November 2012) (CM/Del/Dec(2012)1156/6.3), the Deputies took note of the Istanbul Declaration “Building a secure future for all”, adopted by the 2nd Council of Europe Conference of Ministers responsible for Social Cohesion (Istanbul, 11-12 October 2012) (Appendix 2 to CM(2012)150).  They agreed to take into consideration the recommendations contained in the Declaration in the framework of their deliberations on the Programme and Budget for 2014-2015. 

The Deputies entrusted the CDCS with the task of:
(i)         taking stock of, analysing and evaluating the concepts, methods and tools used in initiatives to develop new forms of action and shared social responsibility for the future;
 (ii)        seeking solutions to current challenges in the field of social cohesion, co-ordinating transversal implementation of activities and facilitating the implementation and impact evaluation of the Council of Europe’s New Strategy and Action Plan for Social Cohesion at national level, upon request from member States, and by providing them with practical tools, including an implementation agenda, to achieve more social cohesion through immediate action;
 (iii)       elaborating concrete guidelines to assist member States, upon their request, in protecting and empowering groups of vulnerable persons, particularly in times of crisis, and in achieving social sustainability through intergenerational solidarity;

and to report back on the possible proposals and initiatives by the end of 2013.

The Deputies then instructed the Secretariat to communicate the above-mentioned Declaration to the Parliamentary Assembly, the Congress, the Commissioner for Human Rights, the Council of Europe Development Bank, the ECSR, the Conference of INGOs and relevant steering committees, for information.  They also instructed the Secretariat to communicate the above-mentioned Declaration to the European Union and relevant international organisations, both governmental and non-governmental, for information.

The Deputies agreed to give further attention to the desirability of strengthening the role and potential of the Social Charter and the Council of Europe Development Bank in this field.  They invited the Secretariat to intensify co-operation with relevant United Nations bodies, with the European Union, (particularly in the framework of the Europe 2020 Strategy aiming at reducing poverty) and with international organisations working in this field, by exploring further areas for joint action and exchanges, in order also to allow for the optimisation of efforts and the creation of further synergies.

Finally, the Deputies took note of the report by the Secretary General on the 2nd Council of Europe Conference of Ministers responsible for Social Cohesion (Istanbul, 11‑12 October 2012) (CM(2012)150).

At their 1149th meeting (12 September 2012) (CM/Del/Dec(2012)1149/6.3a), the Deputies took note of the abridged report of the 25th meeting of the CDCS (CM(2012)96).

At their 1137th meeting (14 March 2012) (CM/Del/Dec(2012)1137/6.1), the Deputies invited the CDCS to re-examine the text of the draft Recommendation on a European Charter on Shared Social Responsibilities (CM(2011)145 rev), in the light of proposed amendments and comments from delegations, as they appear in the synopsis of the meeting of the GR-SOC of 23 February 2012 and its addendum (GR-SOC(2012)CB2 and GR-SOC(2012)CB2 add).

 

Social security
 

At their 1154th meeting (14 November 2012) (CM/Del/Dec(2012)1154/6.1), the Deputies adopted Resolution CM/ResCSS(2012)20 on the application of the European Code of Social Security by Ireland (period 1 July 2010 to 30 June 2011).

At their 1149th meeting (12 September 2012) (CM/Del/Dec(2012)1149/6.2), the Deputies took note of the conclusions of the Governmental Committee of the European Social Charter and the European Code of Social Security on the application of the European Code of Social Security and, where applicable, its Protocol, by Belgium, Cyprus, Czech Republic, Denmark, Estonia, France, Germany, Greece, Italy, Luxembourg, the Netherlands, Norway, Portugal, Slovenia, Spain, Sweden, Switzerland, Turkey and United Kingdom, in accordance with Article 75 of the European Code of Social Security (CM(2012)71).  The Deputies adopted Resolutions CM/ResCSS(2012)1 to 19 and noted that the GR-SOC would resume consideration of the draft resolution on the application of the European Code of Social Security by Ireland at its next meeting.

At their 1149th meeting (12 September 2012) (CM/Del/Dec(2012)1149/6.1), the Deputies adopted Recommendation CM/Rec(2012)8 of the Committee of Ministers to member States on the implementation of good governance principles in health systems.

At their 1132nd meeting (1 February 2012) (CM/Del/Dec(2012)1132/6.1), the Deputies took note of the report of the Secretary General on the 9th Council of Europe Conference of Health Ministers (Lisbon, 29-30 September 2011) (CM(2011)179).

 

Roma and Travellers
 

At their 1154th meeting (14 November 2012) (CM/Del/Dec(2012)1154/6.3), the Deputies took note of the review of the operation of the Partnership Agreement and co-operation with the European Roma and Travellers Forum (ERTF).  They agreed that the Partnership Agreement between the Council of Europe and the ERTF would be renewed for one year and recalled that the financial contribution from the Council of Europe to the ERTF would be subject to their annual budgetary decisions.  The Deputies took note of the information given on the reform initiated by the ERTF, welcomed its intentions to implement the recommendations of the review addressed to the Forum and asked the ERTF to provide interim information on the progress accomplished for 30 April 2013.  They welcomed the Secretary General’s intention to give effect to the recommendations concerning the Council of Europe contained in the review, subject to the financial resources available, and invited him to submit to the Committee of Ministers for 30 September 2013, a report on the progress made in this respect.

Ad hoc Committee of Experts on Roma1 issues (CAHROM)

At their 1149th meeting (12 September 2012) (CM/Del/Dec(2012)1149/6.4), the Deputies adopted Recommendation CM/Rec(2012)9 of the Committee of Ministers to member States on mediation as an effective tool for promoting respect for human rights and social inclusion of Roma. 

At the same meeting, the Deputies took note of the thematic reports by the experts of the CAHROM thematic groups on school drop-out/absenteeism of Roma children (with the Netherlands as a requesting country and Hungary, Spain and Sweden as partner countries) and on the role of central, local and regional authorities in implementing national Roma inclusion policies (with the Republic of Moldova as a requesting country and Finland, Romania and Slovenia as partner countries) (CM(2012)97 add1 and CM(2012)97 add2).  Finally, the Deputies took note of the abridged report of the 3rd meeting of the CAHROM (CM(2012)97).

At their 1137th meeting (14 March 2012) (CM/Del/Dec(2012)1137/6.5), the Deputies took note of the evaluation carried out by the GR-SOC of the terms of reference of the CAHROM (GR-SOC(2012)CB2).

At their 1132nd meeting (1 February 2012) (CM/Del/Dec(2012)1132/6.2), the Deputies adopted the Declaration on the Rise of Anti-Gypsyism and Racist Violence against Roma in Europe. They also took note of the Implementation Report on Recommendation Rec(2001)17 of the Committee of Ministers to member States on improving the economic and employment situation of Roma/Gypsies and Travellers in Europe (CM(2011)181 add).

Finally, the Deputies took note of the abridged report of the 2nd meeting of the CAHROM (CM(2011)181).

 

Council of Europe Development Bank (CEB)

At their 1146th meeting (20 June 2012) (CM/Del/Dec(2012)1146/6.1), the Deputies took note of the report of the Governor of the Council of Europe Development Bank for the financial year 2011 (CM(2012)75).
 

European Directorate for the Quality of Medicines (EDQM) / Pharmacopoeia
 

At their 1147th meeting (4 and 6 July 2012) (CM/Del/Dec(2012)1147/6.1b), the Deputies, in their composition restricted to representatives of the States Parties to the Convention on the Elaboration of a European Pharmacopoeia, took note of the abridged report of the 9th meeting of the CD-P-TO (CM(2012)94).

At their 1145th meeting (13 June 2012) (CM/Del/Dec(2012)1145/6.4a), the Deputies took note of the abridged report of the 7th meeting of the European Committee on Blood Transfusion (CD-P-TS) (Strasbourg, 16‑17 November 2011) (CM(2012)74 and CM(2012)74 add1).

At their 1137th meeting (14 March 2012) (CM/Del/Dec(2012)1137/6.2a), the Deputies, in their composition restricted to representatives of the States Parties to the Convention on the Elaboration of a European Pharmacopoeia, took note of the abridged report of the 8th meeting of the CD P TO (CM(2012)25).

Also at their 1137th meeting (14 March 2012) (CM/Del/Dec(2012)1137/6.2b), the Deputies, in their composition restricted to representatives of the States Parties to the Convention on the Elaboration of a European Pharmacopoeia, took note of the abridged report of the 5th meeting of the CD-P-PH (CM(2012)26).

Also at their 1137th meeting (14 March 2012) (CM/Del/Dec(2012)1137/6.2c), the Deputies, in their composition restricted to representatives of the States Parties to the Convention on the Elaboration of a European Pharmacopoeia, adopted Resolution CM/ResAP(2012)1 on safety criteria for cosmetic products intended for infants. At the same time, the Deputies took note of the abridged report of the 4th meeting of the CD-P-SC (CM(2012)27) as a whole.
