1. 2008 Council of Europe Exchange on the religious dimension of intercultural dialogue (Strasbourg, 8 April 2008) – Evaluation and possible follow up

At their 1019th meeting (27-28 February 2008), the Ministers' Deputies instructed the Thematic Co-ordinator TC-ID to carry out, in close co-operation with their Rapporteur Group on Education, Culture, Sport, Youth and Environment (GR-C), the global evaluation of the 2008 experimental Exchange and to report back at one of their forthcoming meetings, at the latest in July 2008, with a view to considering the possible follow-up that could be given to the Exchange.

The TC-ID wishes to discuss two matters at this meeting:

    a. the evaluation of the 2008 Exchange and whether it should be repeated;
    b. the practical follow up that might be given to it as part of the Council of Europe's activities.

Delegations are invited to base their discussions in particular on the factual report on the 2008 Exchange, as it appears in CM(2008)62, and on the analysis of the replies to the questionnaire, prepared by Professor Jean-Paul Willaime, the General Rapporteur (TC-ID(2008)6), while bearing in mind the criteria and modalities of the evaluation, as described in TC-ID(2008)CB2 add rev.

a. Evaluation of the 2008 Exchange

The TC-ID notes that some delegations have not completed the questionnaire and therefore hopes that replies that have not been provided in writing will be forthcoming in oral form at the meeting. Without wishing to influence the discussions at the meeting, the TC-ID stresses that the replies to the questionnaire show that most of the participants who responded have a positive opinion of the Exchange.

As part of the evaluation exercise, the TC-ID will invite delegations to consider the following aspects:

- format of the Exchange (length and organisation of debates)
- composition of the Exchange (categories and choice of participants)
- theme(s) of the Exchange

Consideration will also have to be given to the arrangements that might apply if the Exchange is to be repeated, such as placing it on a regular footing or under three-yearly reviews.

b. Possible follow up on the theme discussed

In connection with any possible follow up to the discussions at the Exchange, the TC-ID draws delegations' attention to the themes suggested by the General Rapporteur in his conclusions (see CM(2008)62). In the light of these suggestions and of informal consultations, the TC-ID notes that several Council of Europe bodies might be invited to take practical action within their respective areas of responsibility. This concerns in particular the Steering Committee on Education (CDED), the North-South Centre, the Venice Commission, the Parliamentary Assembly, the Congress and the INGO Conference.

Delegations are invited to discuss these proposals.

The next meeting of the TC-ID is scheduled for Thursday, 3 July 2008 at 10 am.
