Introduction

According to the Administrative Arrangement between the Council of Europe and the Republic of Serbia (Ref. 77/06 and 401-00-436/2006-01) from September 18th, 2006., the Administrative Arrangement N° 06/08 is signed between the Council of Europe and the Ministry of Environmental Protection of the Republic of Serbia.

The subject of this Arrangement is a Council of Europe grant in aid of a maximum of € 8,000 (eight thousand euros) from the Council of Europe as payment for the expenses to be met for the completed implementation of a programme of identification of the Emerald Network in the Republic of Serbia, as a continuation of the initial set-up made by the Council of Europe during a pilot project organised in 2005 and a second phase of implementation in 2005 and 2006 leading to the identification of 80 % of the areas of special conservation interest (ASCIs) of the Emerald Network in the Republic of Serbia.

This Arrangement has included a workshop on the presentation  of the Project "Development of the Emerald Network in the Republic of Serbia" and preparing and printing of a publication on the development of the Emerald Network in the Republic of Serbia.  

Ministry of Environment and Spatial Planning of the Republic of Serbia has entrusted the considered affairs to the Institute for Nature Conservation of Serbia (Contract No 337-00-15/A/2008-03 from 10th December  2008 and 03-3270/1)

Consistent with Article 4 of the Contract on the realisation of the project “Development of the Emerald Network in the Republic of Serbia“ (Our Ref: 03-3270/1 of 12 Dec 2008), we herewith submit the Report on the realisation of the activities in Article 2 paragraph 1, referring to the identification of species and habitats by Resolutions No. 4 and 6 of the Convention on the Conservation of European Wildlife and Natural Habitats (the Bern Convention), Annex I of the Habitats Directive, with filled in database, in the aim of the complete identification of the Emerald Network in the Republic of Serbia.

For the realisation of this phase of the project, the Institute for Nature Conservation of Serbia, as the main contractor, engaged the following experts:

Analysis of database pursuant to “Summary quality check for the Emerald sites database - Serbia“; Questionnaires for individual groups of organisms; identification of habitats at the national level, corrections and data synthesis in Access database

The Report refers to the following performed activities:

1a. Completed List of priority habitats included in the Resolution No. 4 of the Convention on the Conservation of European Wildlife and Natural Habitats present in Serbia;

1b. Completed List of habitats included in Annex I of the Habitats Directive present in Serbia;

1c. The species of plants, fish, amphibians, reptiles and mammals listed in Resolution No. 6 of the Convention on the Conservation of European Wildlife and Natural Habitats, and Annex II of the Habitats Directive, present in Serbia are identified, and the data on their populations at the national level are presented, as far as it was possible;

1d. The birds listed in Resolution No. 6, as well as in Annex I of the Birds Directive, and present in Serbia are designated and the data on their populations at the national level are presented, as far as it was possible.

All the above data are stored in Access database Reference 200809_CARDS_RS.mdb.

2. Consistent with the guidance (Interpretation Manual of EU Habitats, 2007), the data on habitats included in Resolution No. 4 and Annex I of the Habitats Directive are revised by biogeographical regions.

The data are stored in Excel file - EMERALD_SERBIA_61 SITES_Annex_

habitats within biogeographical regions_ADDITIONS.xls).

3. The basic file of Emerald database (Access - CNTRYRS.MDB) was amended based on the "Summary quality check for the Emerald sites database - Serbia" delivered by Mr. Mark Rekarts, Consultant of the Council of Europe. All amendments were done to the proposed list consisting of 61 potential Emerald sites in the Republic of Serbia (Appendix 1 - Tab. 1) and directly stored in the above CNTRYRS.MDB file.

All the above data (1a to 3) are filed on CD in the Appendix to the Report.

4. The poster is submitted in electronic form. It was planned by Annex I to the Contract on the realisation of the Project “Establishment of the Emerald Network in Serbia and Montenegro“ (Our ref. 04-1267/2 of 20 Nov 2006) concluded between the Ministry of Science and Environmental Protection – Directorate for Environmental Protection and the Institute for Nature Conservation of Serbia (Appendix 2). The Poster was previously submitted to the Ministry for the 6th Ministerial Conference – “Environment for Europe“, held in Belgrade 10 – 12 Oct 2007), when the Pan-European Ecological Network was presented within the side event of the Council of Europe and ECNC-PEEN project. The poster was also made for the purpose of the 12th meeting of the Committee of Experts for the setting up of the Pan-European Ecological Network (STRA-REP), Sgrazbourg, 18-19 Oct 2007, when the results of Emerald Project in the Region of South-East Europe were presented.

The commitments defined by the Contract on the realisation of the project “Development of the Emerald Network in the Republic of Serbia“ still to be completed are:

SUMMARY  OF THE REPORT ON THE WORKSHOP OF THE DEVELOPMENT OF EMERALD NETWORK IN THE REPUBLIC OF SERBIA,

 held in Belgrade, 22nd December 2008.

1. The workshop on Development of the Emerald Network in the Republic of Serbia was convened in response to Administrative Arrangement Nº 06/08 between the Council of Europe and the Ministry of Environmental Protection of the Republic of Serbia according to the Bern Convention.

2. The purpose of this Workshop is to provide relevant information to the Stakeholders on Development of Emerald Network in Serbia through the scientific and technical advice and assessment on the conservation European wild flora and fauna and their natural habitats in Serbia and sustainable use of biological resources into policy, strategy and management activities.

3. The first workshop addressed two main issues:

1.      Presentation on  project results within the Project “Development of the Emerald  Network in the Republic of Serbia”  and

2.      Presentation on scientific results concerning the development of the Important Plant Areas In Serbia (IPA), development of the Important Bird Areas in Serbia ( IBA ), development of the Prime Butterfly Areas in Serbia  as well as a forthcoming project on the development NATURA 2000 network in Serbia.

         

4. Prof. dr  Ivica Radović, State Secretary, presented a statement on behalf of the Minister, dr Oliver Dulić. Prof. dr. Nenad Stavretović, Director, welcomed participants, on behalf of the Institute of Nature Conservation of Serbia. Mr Radislav Momirov welcomed participants on behalf of the Department of Nature Conservation within the Ministry of Environment and Spatial Planning.

5. According to the Workshop Agenda, several subjects are presented:

·         Subjects 1: Development of Emerald Network in the Republic of Serbia referring  the Bern Convention and Ecological network presented by Snežana Prokić, Focal point of the Bern Convention, Ministry of Environment and Spatial Planning

·         Subject 2:  „Development of Emerald Network in the Republic of Serbia –Presentation of project results presented by Mr Nenad Sekulić, Institte of Nature Conservation of Serbia

·         Subject 3: Serbian Habitats“ – The Base on Development of Ecological networks in the Republic of Serbia presented by Prof. dr. Dmitar Lakusić, Faculty of Biology ,Belgarde University

·         Subject 4: Development of the Important Plant area in Serbia-IPA, presented by Academic, prof. Dr. Vladimir Stevanović, Faculty of Biology belgarde University

·         Subject 5:  Development of the Important Bird Areas in Serbia presented by dr Slobodan Puzović, Provincial Secretariat for Environment and Sustainable Development

·         Subject 6: Development of the Special Buterfly  Areas presented by Prof. dr. Predrag Jakšić, Natural-Matematics Faculty –Niš University and

·         Subject 7:  Development of NATURA 2000 Network in the Republic of Serbia“ presented by Mr Radislav Momirov, Assistant of Minister for Nature Protection

5. During the discussion of the project results main issues discussed with the links between scientific results on the identification  Emerald network, NATURA 2000 and other Ecological networks and development activities within the sustainable use of biological diversity presented by scientists, participants placed emphasis on having a clear first message.

6. Participants also suggested that the future activities should be adjusted activities regarding synergism among other sectoral Ministries and other stakeholders at the National and Local level.

7. Also during the discussion of the project results presented by relevant experts, participants reviewed the headline messages. Participants also discussed how the discussion of the conservation of European wild flora and fauna and their natural habitats is linked to the implementation sectoral policy and legislative processes.

8. In the closing of the workshop the State secretary informed participants of the next steps in the realization of the main Project on Development of Emerald Network including other relevant projects within the development ecological networks processes.

STATEMENT

by Dr Oliver Dulić, Minister of Environment and Spatial Planning

 

Ladies and gentlemen, colleagues and friends,

It is my honor and pleasure to greet you on behalf of the Ministry of Environment and Spatial Planning and myself, and to greet this meeting dedicated to the report on significant scientific results which represent a baseline in implementation of international standards in the area of conservation of wild species and habitats on territory of the Republic of Serbia.

Going towards European integration, this year Republic of Serbia has become official member of the UN Convention to Combat Desertification, UN Convention on Climate Change, Bern Convention, Bonn Convention and Framework Convention on the Protection and Sustainable Development of the Carpathians, and compliant to that, Serbia has accepted to consider within its national aims and programmes conservation of wild flora and fauna and natural habitats, and to establish international cooperation particularly in order to protect migratory species.

As the first significant step, regional project of the Council of Europe “Development of Emerald Network in the Republic of Serbia” has been implemented in order to establish areas of special interest for protection aimed at conservation of European habitats and species on territory of the Republic of Serbia.

Selected areas fully meet basic criteria for Emerald areas nomination, particularly bearing in mind the fact that in each of these areas there are conserved habitats and numerous populations of species defined by Bern Convention as priority of protection at European level.

Ministry of Environment and Spatial Planning, in collaboration with scientific and professional institutions, over the past several years has developed a number of important projects which are in function of implementation of international commitments in the area of nature and biodiversity protection. Among the implemented and ongoing projects, I want to mention the following:

-          “Red Book” of endangered species of vertebrates of Serbia, “Red Book of Serbian Flora - 2”, “Inventory of wetland areas and other aqueous habitats of international and national importance at territory of the Republic of Serbia”, “Diversity centers and applicative potentials of mammals of Serbia”, “Centers of plant diversity of Serbia-IPA”, “Development of important areas for birds-IBA”, “Habitats of Serbia – basis for development of ecological networks in the Republic of Serbia” and so on.

There are ongoing activities pertaining to development of the National Strategy of Biodiversity Conservation and Law on Nature Protection.

I want to remind you that National Assembly of the Republic of Serbia so far has adopted several national laws relevant, inter alia, for the area of nature and biodiversity protection. All laws have been harmonized with relevant international and EU standards, which represents a big step forward in development of the area of environmental protection and related sectoral policies in the Republic of Serbia system.

At 6th Ministerial Conference “Environment for Europe” held in Belgrade in 2007, declaration was adopted which committed governments to undertake measures to stop depletion of biodiversity in our continent by 2010. Our country, being a host to this Ministerial Conference was in position to show to Europe some positive results in the area of nature and biodiversity protection, which will be presented in full scope today.

Also, in May this year the Ministry participated in 9th Session of Conference of Parties of Convention on Biodiversity (COP9/CBD) in Bonn (Germany) and it became the official member of this Conference Bureau until 2010.

On the occasion, importance of enhancements in dealing with most complex issues of further implementation of programmes pertaining to biodiversity conservation, desertification and climate change at global, regional and local levels, with higher participation of youth, local population and NGOs.

Of course, we are aware of the fact that protection and sustainable use of biological resources, as well as appropriate management of protected areas may only be realized in inter-sectoral collaboration in this area. Without integration of accepted international criteria for protection and sustainable use of biological resources into sectoral development policies, such as: agriculture, forestry, water supply, spatial planning, mining, tourism, etc., it will not be possible to implement environmental protection efficiently, because protection and sustainable use of biological resources is in fact most important link for achievement of that aim.

Hoping that this meeting will significantly contribute to the establishment of joint efforts towards future development of areas of international importance in the Republic of Serbia and towards European integration, I wish you successful and fruitful work.
