1. Introduction
The Czech Republic as a Council of Europe Member State ratified the Convention on the Conservation of European Wildlife and Natural Habitats in 1997.
The Czech Republic, among other member states, took part from the middle of the 1990s in the continuation of the process started by adoption of a resolution and recommendations by Standing Committee. Final Resolutions 3 (1996), 4 (1996) and 6 (1998) opened the process for setting up the Emerald Network. The Czech Republic was invited to begin with the Emerald Network pilot project in 2000.
2. The framework for the pilot project
The framework of the pilot project is defined by Contract No. 51/2000 signed with the Council of Europe in June 2000 and it is as follows:
a. Set up a national team of experts related to the development of the Emerald Network. This team should comprise technical, administrative and scientific persons.
b. Organise a workshop during which the above mentioned team will be initiated to the Emerald principles and technicalities by the staff and the expert of the Council of Europe. In this work the Emerald Network software will be installed and explained together with instructions concerning the scientific background data collection.
c. Evaluate the results on presence of species and habitats within each biogeographical region in the country.
d. Construct a pilot database on real sites, which will eventually become Emerald sites using the Emerald software.
The Czech Republic, as a candidate country for accession to the European Union started practically in the same time work at setting up Natura 2000 network. So we carry out this activities together: therefore Emerald Network pilot project was useful for our Natura 2000 activities.
3. Background
Basic law for nature conservation in the Czech Republic is the Czech National Council Act No. 114/1992 Gazette on the Protection of Nature and the Landscape, which (in a separate decree) declare list of specially protected species and special protected areas in categories listed under item 9. Designation sites in the Czech Republic.
The act has instruments for protection of habitats outside specially protected areas too (important landscape elements, territorial system of ecological stability, temporarily protected area).
Conditions for establishing the Emerald network in the Czech Republic are good, because 15.5% of our territory is covered by specially protected areas (managed by State Nature Conservancy bodies). It could be also mentioned that one third of our territory is covered by forests and 66% of these forests are managed by state.
In 2003, will be pass by our Parliament amendment of the Act No. 114/1992, which introduces some paragraphs on specially protected areas of European importance.
4. Emerald network project team
The Emerald project has a starting seminar with the Council of Europe and expert of CoE Marc Roekaerts on June 20 - 21, 2000. Among participants were specialists of the State Nature Conservancy and also several key scientists - collaborators.

For collection of data and full understanding of the Natura 2000 - Emerald several seminars were organised for specialists from the Agency for Nature Conservation and Landscape Protection of the CR, Administration of Protected Landscape Areas of the CR (and its 23 of PLAs administrations) and administrations of our 4 national parks.
The Agency is responsible for the Natura 2000/Emerald networks(decision of the Minister). Agency has 9 regional branches on the territory of the republic. In addition to above mentioned conservancy bodies, it also co/operates with the Czech Ornithological Society and wider spectra of scientists.
5. Description of the activities
- A technical workshop, organised together with Council of Europe gave us the possibility to involve not only nature conservation specialists, but also scientists. At the workshop started also discussion on the identification of the Pannonic zone in SE Moravia.
- Selection of 45 sites for habitats mapping. All this sites were mapped in a scale 1 : 10 000.
- Collection of data on species (documentation of state conservancy bodies, scientists, management plans, published inventories).
- Setting up a preliminary list of selected sites.
- Building up the database.
- Digitisation of the results of habitats mapping.
- Problems of boundaries of ASCIs were solved in co-operation with regional branches of the Agency for Nature Conservation and Landscape Protection of the Czech Republic and administrations of protected landscape areas.
- Digitisation of final boundaries in proposal of ASCIs.
- Collection of photos of selected ASCIs.
- Several products were published – Catalogue of Biotopes (with comparison of all habitats according CORINE, Palearctic classification, Natura 2000, Emerald and national classification of botany, forestry etc.). All documents - resolutions and recommendations, legal basis of the Emerald, were translated and published in Czech. In the magazine Ochrana přírody were published many articles aimed at the Emerald network.
As it was mentioned above, we are in accession process and thus we concentrate paralelly our effort on the Natura 2000 and Emerald networks. Mapping of all areas where we expected occurrence of Emerald - Natura 2000 habitats has been continuing. In 2000 we started with our work at the end of season, so the mapping of selected sites continued in 2001 and 2002. Selected sites are mainly special protected areas. These were mainly CORINE biotopes sites too. Mapping for Natura 2000 continues for all potential areas of our territory. At the end of 2002 was finished the proposal of SPA for our territory, so we used for database also some of these selected sites.

CONTINENTAL ZONE: nearly the whole area of the Czech Republic
PANNONIC ZONE: south-east part of Moravia
In that way the biogeographical map would reflect much better real nature situation and the Pannonic zone would continue also continuously from the Slovak Republic. We also feel that a work of conservationists would have better esteem in the mind of scientists in the Czech Republic.
10. Pilot project – lessons learnt
During our work we improve the ability in elaboration of the database, with all necessary fundamental activities. All this knowledge and skills opened for us better situation for setting up the Natura 2000 network, which is our duty in the time of accession to EU.
All the time we have some problems with software. It never saved marks + = - etc. in designation categories - 5.2. The software we received included also old regions. We changed them to NUTS 2,but we could not changed the codes, which were transformed from CORINE biotopes (based on our old regions).
In 7. Maps of the site - we would like to write: Uniform cadastral projection (Krovak)- S‑JTSK, height system: Balt adjustment. It could be written, but not saved. It’s too long.
For one European network Emerald-Natura 2000 would be suitable to have only one system of habitat classification. Sites, which were mapped for a pilot project in the Emerald habitat classification should be necessary now re-mapped in the Natura 2000 classification.
