1. Background
Ukraine has become a Contacting Party to the Convention on the Conservation of European Wildlife and Natural Habitats (Bern Convention) in accordance with special Law of Ukraine dated from 1996. It has taken fully into consideration Provisions of the Convention and its Resolutions.
Ukraine is one of the countries invited by the Council of Europe to join the Emerald process at the year 2001 by taking part in the Emerald Network pilot project. The main objective of the Project was to develop a pilot database, containing a fair proportion of the Areas of Special Conservation Interest and submit a proposal for the selected sites designation to the Standing Committee of the Bern Convention. This project is a starting point that will lay the basis for the development of the Emerald Network at the national level.
2. Framework of the pilot project
Framework of the pilot project is defined by special contract as follows:
1. Set up a national team of experts related to the development of the Emerald Network. This team should comprise technical, administrative and scientific bodies ;
2. Organise a workshop, during which the above-mentioned team will be initiated to the Emerald principles and technicalities by the staff and the expert of the Council of Europe. In this work the Emerald Network software will be installed and explained together with instructions concerning the scientific background of the data collection;
3. Evaluate the results on presence of species and habitats within each biogeographical region in the country;
4. Construct a pilot database on selected sites, which will eventually become Emerald sites using the Emerald software.
3. Establishing National Team
Ukrainian Emerald team (The Emerald Working Group) was established by the Order of the Scientific Centre for Nature Conservation and the Central Board of National Nature Parks and Reserve Affairs (now: the State Agency for Protected Areas) of the Ministry of the Environment and Natural Resources of Ukraine #5 on the19th of March, 2001. This team was comprised of 1 technical, 2 administrative and 6 scientific bodies.
The Team sent letters with special invitations to staff of the protected areas: Nature Reserves and National Nature Parks. Resolutions of the Bern Conventions and Standard Data Form with Explanatory notes on the Emerald Network in Ukrainian language were in Attachments.
4. Technical workshop
The workshop was organised of the Scientific Centre for Nature Conservation and the Central Board of National Nature Parks and Reserve Affairs, on March 29-30, 2001 in order to introduce the national team and other interesting persons to the principles and technical aspects of the Emerald Network and to organize training for the team.
Mr.Sergiy Matvyeyev, Deputy Head of the Central Board of National Nature Parks and Reserve Affairs gave some introductory words about the Ukrainian nature policy and goals in the accession process into Europe.
Dr.Grygoriy Parchuk, Head of the International Co-operation Division and Project Leader presented the report on first steps in the Emerald Network process and distributed to participants the Bern Convention documents concerning the Emerald Network including their Ukrainian versions.
Madam Helene Bouguessa, Administrative officer of Council of Europe presented the background and legal basis of the Emerald Network, introduced to the process of designation of sites and relation of the Emerald network to other ecological networks. She also described current situation in setting up the Emerald Network in European countries.
Mr. Marc Roekaerts, expert on Emerald software of Council of Europe demonstrated and explained the main features of the Emerald Network database and the Standard Data Entry form. On the next day hands-on training for the team was organised to acquire practical experience.
5. Activities carried out in the framework of the project
Emerald Network Resolutions and Recommendations of the Bern Convention, the Emerald Standard Data Form with Explanatory notes and the Palaearctic habitat classification (part for Ukraine) were translated into Ukrainian. Standard Data Form software was converted into Ukrainian.
Special Standard Data Form was filled for per each ASCI proposed by staff of 10 Nature Reserves and 3 National Nature Parks. National Team has received data for 15 potential Emerald sites, checked and added those data.
The results on presence of species and habitats within each biogeographical region in the country were evaluated by the National Team too.
