At their 904th meeting on 17 November (item 8.1a) the Deputies adopted Recommendation Rec(2004)13 of the Committee of Ministers to member sates on the participation of young people in local and regional life and the reply (item 8.1b) to Recommendation 128 (2003) of the Congress of Local and Regional Authorities of the Council of Europe on the revised European Charter on the participation of young people in local and regional life. .

CDEJ (European Steering Committee on Youth)

At their 892nd meeting on 8 July (item 8.1) the Deputies took note of the abridged report of the 9th meeting of the Joint Council on Youth (CMJ) held in Budapest on 5 November 2003. They invited the GR-C to continue its work on the draft recommendation of the Committee of Ministers to member states on the participation of young people in local and regional life.

At their 881st meeting on 14 April (item 8.1) The Deputies took note of the abridged report of the 32nd meeting of the European Steering Committee for Youth (CDEJ), held in Strasbourg from 23 to 25 February 2004.

At the same meeting (item 8.2) the Deputies took note of the abridged report of the 10th meeting of the Joint Council on Youth (CMJ) held in Strasbourg on 24 February 2004 and took note of the 2003 report on the activities of the youth sector.

At their 869th meeting on 21 January (item 8.1) the Deputies took note of the abridged report of the 31st meeting of the CDEJ, held in Budapest on 4 and 6 November 2003.

At their 909th meeting on 15 december (item 8.1) the Deputies took note of the abridged report of the 33rd meeting of the European Steering Committee for Youth (CDEJ).

Partial Agreement on the Youth Card

At their 873rd meeting on 17 and 18 February (item 8.2) the Deputies The Deputies, in their composition restricted to member states Parties to the Partial Agreement on the Youth Card , appointed Austria, Croatia, Cyprus, Hungary, Ireland, Italy, Portugal and Serbia and Montenegro to sit on the Board of Co-ordination of the Partial Agreement in 2004-2005.

At their 904th meeting on 17 November (item 8.2) the Deputies adopted the reply to Parliamentary Assembly Recommendation 1635 (2003) on lesbians and gays in sport.

At their 905th meeting on 1 December (item 8.1) the Deputies took note of Resolution II Part a on “The progress within UNESCO on preparing a new international instrument against doping in sport” adopted by the 10th Council of Europe Conference of European Ministers responsible for Sport held in Budapest on 14-15 October 2004, as it appears in the Appendix to document CM/Inf(2004)43. They invited the Deputy Secretary General to use this text as the basis for her participation in the UNESCO Ministerial Conference (MINEPS IV) to be held in Athens on 6-8 December 2004.

At their 881 bis meeting on 21 April (item 8.1) the Deputies approved the use of the unspent balance of the Sports Fund as at 31 December 2003 on the basis of the proposals of activities set out in document GR-C(2004)7.

CDSS (Committee for the Development of Sport)

At their 883rd meeting on 5 May (item 8.1) the Deputies authorised the opening of a Special Account entitled “Ballons Rouges” on the same basis as that governing the opening and management of Special Accounts adopted at their 431st meeting (November-December 1989, item 42.a). The Deputies decided that this account would cover expenses incurred for the “Ballons Rouges” project and would receive voluntary contributions from member states and other donors. They fixed the closing date of the account at 31 December 2007.

At the same meeting, the Deputies noted that the Committee for the Development of Sport (CDDS) would prepare a report in 2007 reviewing the “Ballons Rouges” project and its future and agreed to consider the allocation of any credit balance at that time on the basis of proposals by the Secretariat, which may consult the CDDS if appropriate. They decided that no fixed rate deductions would be made to cover overheads and the cost of managing this Special Account and instructed the Secretary General to provide the Ministers' Deputies, once a year, with a statement of the expenses and receipts on this Special Account;

At the same meeting, the Deputies invited their Rapporteur Group on Education, Culture, Sport, Youth and Environment (GR-C) to take into account the opinion of the CDDS on Recommendation 1635 (2003) of the Parliamentary Assembly concerning lesbians and gays in sport when preparing a draft reply to this recommendation. They took note of the abridged report of the 27th meeting of the CDDS, held in Strasbourg from 3 to 4 March, as a whole.
