At their 981st meeting on 29 November (item 7.2) the Deputies adopted the reply to Recommendation 183 (2006) of the Congress of Local and Regional Authorities of the Council of Europe on the North-South Centre: contribution of local and regional authorities to promote the efficiency of the work of the Centre.

At their 974th meeting on 27 September (Item 7.3) the Deputies took note of the assessment of the “European Year of Citizenship through Education 2005” as it appears in the report by the Ad hoc Committee of Experts for the “European Year of Citizenship through Education” (CAHCIT) and decided to declassify that report. They instructed the Steering Committee for Education (CDED) to review its programme of activities on education in democratic citizenship and education in human rights (2006-2009), in the light of the assessment of the “European Year of Citizenship through Education 2005” and instructed the Secretariat to forward it to all relevant Council of Europe bodies for information so that it could be taken into account in their future activities.

At their 965th meeting on 24 May (Item 7.1) the Deputies adopted the reply to Parliamentary Assembly Recommendation 1720 (2005) on education and religion.

At their 963rd meeting on 3 May (item 7.1), the Deputies adopted the reply to Parliamentary Assembly Recommendation 1717 (2005) on education for leisure activities.

CDED
(Steering Committee for Education)

At their 974th meeting on 27 September (Item 7.4) the Deputies took note of the abridged report of the 9th meeting of the Bureau of the Steering Committee for Education (CDED) (Strasbourg, 20-21 March 2006). They agreed to examine the terms of reference of the Ad hoc Advisory Group on Education for Democratic Citizenship and Human Rights (ED-EDCHR) and the terms of reference of the Ad hoc Advisory Group on History Teaching (ED-HIST)at one of their forthcoming meetings, in the light of the discussions being held in their Working Party on Institutional Reforms (GT-REF.INST) and of the decisions on the Programme of Activities for 2007.

At their 952nd meeting on 11 January (item 7.1) the Deputies took note of the abridged report of the 4th plenary session of the CDED (Strasbourg, 17-19 October 2005). They adopted the terms of reference of the CDED for the period 2006 to 2007, and agreed to ask the CDED to review the new intergovernmental project entitled “The Image of the Other in History Teaching” with a view to broadening the scope of this project.

At the same meeting (item 7.4) the Deputies took note of the abridged report of the 4th meeting of the CAHCIT (Strasbourg, 20-21 September 2005).

At their 958th meeting on 15 March (item 7.2) the Deputies adopted the terms of reference of the Joint Council of Europe/UNESCO European Network of National Information Centres on Academic Mobility and Recognition (ENIC).

Culture

At their 956th meeting on 15 February (item 2.1b) the Deputies instructed the Secretariat to prepare an overview of work under way within the Council of Europe in the area of inter-religious and inter-cultural dialogue for examination by their Rapporteur Group on Education, Culture, Sport, Youth and Environment (GR-C) at its meeting on 7 March 2006, and subsequently by their Follow up Committee on the Third Summit (CM-SUIVI3) at its meeting on 14 March 2006.

At their 952nd meeting on 11 January (item 7.5) the Deputies adopted the reply to Parliamentary Assembly Recommendation 1688 (2004) on diaspora cultures.

CDCULT
(Steering Committee for Culture)

At their 974th meeting on 27 September (Item 7.1) the Deputies took note of the abridged report of the 5th plenary session of the Steering Committee for Culture (CDCULT) (Strasbourg, 26-28 April 2006). They agreed to examine the terms of reference of the Advisory Committee of the Cultural Routes of the Council of Europe (CULT-CR) at one of their forthcoming meetings, in the light of discussions being held in their Working Party on Institutional Reforms (GT-REF.INST);

At their 952nd meeting on 11 January (item 7.2) the Deputies took note of the abridged report of the 4th plenary session of the CDCULT (Strasbourg, 19-21 October 2005). They adopted the terms of reference of the CDCULT for the period 2006 to 2007, and approved its decision to grant observer status with the CDCULT to the European Roma and Travellers Forum (ERTF), as requested by this body. The Deputies also agreed to support the development of the Compendium cultural policy information system and to invite all member states to join the project and contribute to its development, and took note of the CDCULT’s opinion on the Council of Europe’s draft action plan for people with disabilities, agreeing to forward it to the Committee on the Rehabilitation and Integration of People with Disabilities (CD-P-RR).

CDPAT

At their 974th meeting on 27 September (Item 7.2) the Deputies took note of the abridged report of the 5th plenary session of the Steering Committee for Cultural Heritage (CD-PAT) (Strasbourg, 10-12 May 2006). They agreed to examine the terms of reference of the Ad hoc Advisory Group on the Monitoring Machinery for the Council of Europe’s Cultural Heritage Instruments (PAT-MS), the terms of reference of the Group of Co-ordinators of the European Heritage Days (PAT-JEP) and the proposed modifications to the terms of reference of the CDPAT at one of their forthcoming meetings, in the light of the discussions being held in the GT.REF.INST.

At their 972nd meeting on 6 September (Item 7.1) the Deputies adopted the reply to Parliamentary Assembly Recommendation 1730 (2005) on the private management of cultural property.

At their 952nd meeting on 11 January (item 7.3) the Deputies took note of the abridged report of the 4th plenary session of the CDPAT(Strasbourg, 12-14 October 2005). They adopted the terms of reference of the CDPAT for the period 2006 to 2007, and agreed to bear in mind, when drawing up the 2007 programme of activities, the CDPAT’s proposal concerning the development of a Council of Europe plan for the sustainable management of cultural heritage to strengthen implementation of all the Organisation’s reference texts in this field and to help public authorities to ensure the progress of heritage policies. The Deputies recommended that all member states join the “HEREIN” European Heritage Network and make extensive use of it as a source of information and exchanges of good practice, taking note of the CDPAT’s opinion on the Council of Europe’s draft action plan for people with disabilities, as well as of the fact that the CDPAT had transmitted it to the Committee on the Rehabilitation and Integration of People with Disabilities (CD-P-RR). The Deputies also took note of the CDPAT’s opinion on Parliamentary Assembly Recommendation 1717 (2005) on education for leisure activities, and asked the GR-C to bear it in mind when preparing a draft reply.
