Resolution ResDip(2006)2
on the renewal of the European Diploma of Protected Areas awarded
to the Vanoise National Park (France)

(Adopted by the Committee of Ministers on 27 September 2006
at the 974th meeting of the Ministers’ Deputies)

The Committee of Ministers, under the terms of Article 15.a of the Statute of the Council of Europe,

Having regard to Resolution (65) 6 on the European Diploma for certain protected landscapes, reserves and natural features, as amended by Resolution (98) 29 on the Regulations for the European Diploma of Protected Areas;

Having regard to Resolution (76) 14 awarding the European Diploma to the Vanoise National Park;

Taking into consideration the expert’s report submitted to the Group of Specialists for the European Diploma of Protected Areas (PE-S-DE(2006)4) at its meeting on 23 and 24 January 2006;

Having regard to the proposals of the Committee for the Activities of the Council of Europe in the field of Biological and Landscape Diversity (CO-DBP);

Renews the European Diploma of Protected Areas to the Vanoise National Park until 18 March 2011;

Attaches the following recommendations to the renewal:

1. Pay close attention to natural and landscape issues when development projects are carried out in the periphery of the park and avoid any direct or indirect impact on the central area;

2. If the status or the extent of the present peripheral zone is modified, ensure that the implementation of the protection zone around the core of the park is coherent in terms of both nature and landscape conservation;

3. Actively pursue the diagnostic and management measures ensuring that the park’s agricultural uses mesh harmoniously with protection of its natural assets; pay special attention to the pressure from sheep and to protecting them against wolves;

4. Confirm the long-term protection of the forêt de l’Orgère and encourage steps to enhance its heritage qualities;

5. Continue to strike a balance between the reception and service functions of refuges and gates, on the one hand, and their information and awareness functions, on the other;

6. Continue to dismantle obsolete facilities in the central area and encourage the removal of the electricity line terminating at Entre-Deux-Eaux;

7. Regulate and supervise air sports more strictly to reduce their adverse impact on the fauna;

8. Reactivate the steering committee of the co-operation agreement between the Vanoise and Gran Paradiso national parks.
