Resolution Res(2006)22
concerning the Ordinary Budget for 2007

(Adopted by the Committee of Ministers on 13 December 2006
at the 983rd meeting of the Ministers' Deputies)

The Committee of Ministers, under the terms of Article 16 of the Statute of the Council of Europe,

Having regard to Article 38.b and c of the said Statute;

Having regard to Articles 3, 6, 8, 9, 10, 20, 22, 23 and 28 of the Financial Regulations;

Having regard to Resolution Res(2006)21 of 13 December 2006 fixing the scale of contributions of member states to the Ordinary Budget of the Council of Europe for 2007;

Having regard to the Parliamentary Assembly Opinion No. 260 (2006) on its expenditure for the financial year 2007;

Having regard to the draft Ordinary Budget and draft Subsidiary Budget of the European Youth Centres, the draft Subsidiary Budgets: Services for 2007 and the draft Programme of Activities for 2007 as submitted by the Secretary General (document CM(2006)146 vol1 and CM(2006)146 vol2);

Having regard to the report of the Budget Committee dated 24 October 2006 (document CM(2006)184),

Resolves as follows:

1. Approval is hereby given to the Ordinary Budget of expenditure and receipts for 2007, divided into votes, heads and sub-heads, according to Table A appended hereto totalling €197 214 100, this amount to be financed by member states contributions, apportioned among member states according to Table B appended hereto.

2. Approval is hereby given within the framework of the Ordinary Budget, according to Table C – D – E appended hereto, to the authorisations of expenditure and receipts totalling €17 469 000 which constitute the Subsidiary budgets: Services for 2007, it being understood that the total of the budgets of receipts shall be a function of actual receipts; the budgets of expenditure and receipts will be adjusted accordingly in the course of the financial year.

3. Approval is hereby given within the framework of the Ordinary Budget, according to Table F appended hereto, to the authorisations of expenditure and receipts totalling €3 608 200 which constitute the Subsidiary Budget of the European Youth Centres for 2007. As total receipts shall be a function of actual receipts, the budgets of expenditure and receipts will be adjusted accordingly during the course of the financial year.

4. Approval is hereby given within the framework of the Ordinary Budget, according to Table G appended hereto, to the authorisations of expenditure and receipts totalling €1 199 800 which constitute the Subsidiary Budget for Publications for 2007.

5. Approval is hereby given within the framework of the Ordinary Budget, according to Table H appended hereto, to the authorisations of expenditure and receipts amounting to a total of €209 200 which represent the appropriations carried forward from the 2006 budget in accordance with the provisions of Article 27 of the Financial Regulations.
