Council of Europe conference in Izmir on the future of the European Court of Human Rights  

Strasbourg, 21.04.2011 – The Turkish Chairmanship of the Committee of Ministers of the Council of Europe will organise a high-level conference on the future of the European Court of Human Rights in Izmir on 26 and 27 April.

Major step towards following up and maintaining the momentum of the process of reform of the supervisory machinery set up by the European Convention on Human Rights, process launched by the Interlaken Conference, the Izmir Conference has three main goals arising from the need to ensure the effectiveness of this machinery:

- to make an assessment as of today of the impact of Protocol No. 14;

    - to take stock of what has been achieved by the reform process launched in Interlaken;

- following a thorough reflection, lend impetus for pursuing that reform.

The Izmir Declaration will be adopted at the end of the Conference. It will take stock of the progress made on the reform and lay down guidelines for pursuing the process.

The Conference will be opened by Ahmet Davutoğlu, Minister for Foreign Affairs of Turkey and Chairman of the Committee of Ministers, Thorbjørn Jagland, Secretary General, Mevlüt Çavuşoğlu, President of the Parliamentary Assembly, Jean-Paul Costa, President of the European Court of Human Rights and Thomas Hammarberg, Council of Europe Commissioner for Human Rights (conference programme).

Justice ministers and other senior officials from the 47 member states of the Council of Europe and the observer states will attend the conference, together with representatives of specialised organisations and institutions.

The conference will be held at the Swissôtel Grand Efes. Journalists will be received at a press centre located in the “Palm Garden”. The inaugural session will be open to the press. After the conference, the Turkish Chairmanship of the Committee of Ministers, the Secretary General and the President of the Court will hold a press conference on 27 April, at 10.30 am in the Press Centre. Interviews may be arranged on the spot.
