Combating racist violence and discrimination in France:
Round Table of the European Commission against Racism and Intolerance (ECRI) in Paris

Organised jointly by the Council of Europe’s European Commission against Racism and Intolerance (ECRI), the Human Rights Consultative National Commission (Commission nationale consultative des droits de l’homme, CNCDH), and the High Authority against Discrimination and for Equality (Haute autorité de lutte contre les discriminations et pour l'égalité de chances HALDE).
Participants will discuss follow-up of recommendations in ECRI’s 2010 report on France concerning :
- racism and xenophobia in public discourse
- racism on the Internet
- racism and discrimination against Muslims
- monitoring racism and racial discrimination
- racism and discrimination against Roma and Travellers
- the legislative and institutional framework.
The event will be opened by Eric Molinié, President of HALDE, and by Emmanuel Decaux, Vice-President of the CNCDH. Opening speeches will be given by representatives of the Senate and of the government of France. Nils Muiznieks, Chair of ECRI, will present ECRI’s last report on France. Speakers include Pierre-Richard Prosper, Vice-President of the UN Committee for the elimination of racial discrimination (CERD) and Régis de Gouttes, Member of CERD.
The round table will bring together representatives of the authorities, the parliament, the justice system and academia, as well as NGOs and trade unions.
In June 2010 ECRI expressed concerns about persisting problems in France in areas such as perception of the police by minorities, prejudices against Muslims and the tone of the public debate on immigration.
ECRI made recommendations to the French authorities. Three of them will be reviewed in 2012 :
- Prioritising the fight against racism by giving full support to the HALDE (whose tasks will be taken over by the Défenseur des droits from May 2011)
- Stronger action against Internet racism
- Working with the Roma and Traveller community to find ways of schooling itinerant and semi-itinerant children that are adapted to their lifestyles.
The round table is open to the press. It will start at 9 am and end at 5 pm on Tuesday 26 April 2011. A press conference with the main speakers will take place at 11 am.
