The Congress to monitor local and regional democracy in Bosnia and Herzegovina
Strasbourg, 08.04.2011 - A delegation from the Congress of Local and Regional Authorities of the Council of Europe will be in Bosnia and Herzegovina from 11 to 14 April to monitor the situation of local and regional democracy. An initial visit already took place in 2006. The Congress rapporteurs Jean-Marie Belliard (France, NR) and Beat Hirs (Switzerland, ILDG) will be looking at whether Bosnia and Herzegovina has honoured the commitments it entered into with regard to local and regional self government when it ratified the European Charter of Local Self-Government in July 2002.
Several meetings will be held with Zoran Mikulić, Minister of Justice of the Federation of Bosnia and Herzegovina (FBiH), and Anto Krajina, Minister of Finance of the FBiH, as well as members of the government of the Republika Srpska (RS), in particular Željka Cvijanović, Minister of Regional Development, Zoran Tegeltija, Minister of Finance, and Lejla Rašić, Minister of Administration and Local Authorities.
The Congress delegation will also meet Kata Senjak, President of the Constitutional Court of the FBiH ,and Mirko Zovko, President of the Constitutional Court of RS.
Finally, meetings will be held with the mayors of Sarajevo, Banja Luka and Brčko and with the secretaries general of the Association of Cities and Municipalities of the Federation of Bosnia and Herzegovina and Republika Srpska. A meeting with the ombudspersons of the FBiH is also planned.
