REQUEST BY AZERBAIJAN
TO BE INVITED TO ACCEDE TO THE
EUROPEAN CONVENTION ON EXTRADITION
(STE No. 24)

 

Action

The Deputies are invited to authorise the Secretariat, in accordance with usual practice, to consult Israel on the request by Azerbaijan to accede to the European Convention on Extradition (ETS No. 24).

The Secretary General received a letter dated 9 January 1998 from Mr. Hassan HASSANOV, Minister of Foreign Affairs of the Republic of Azerbaijan, by which the Government of Azerbaijan expressed the wish to be invited to accede to the European Convention on Extradition (ETS No. 24). Copy of the letter appears in Appendix 1 of document CM/Inf(98)8 revised.

The Convention, opened for signature by the members of the Council of Europe in Paris on 13 December 1957, entered into force on 18 April 1960 (Chart of signatures and ratifications in Appendix 2 of Document CM/Inf(98)8 revised).

Under Paragraph 1 of Article 30 of the Convention: "The Committee of Ministers of the Council of Europe may invite any State not a member of the Council to accede to this Convention, provided that the resolution containing such invitation receives the unanimous agreement of the members of the Council who have ratified the Convention".

In accordance with their usual practice, the Deputies are invited, before taking their decision, to instruct the Secretariat to consult Israel which is a Party to the Convention.

Decision

The Deputies authorised the Secretariat, in accordance with usual practice, to consult Israel on the request by Azerbaijan to accede to the European Convention on Extradition (ETS No. 24).
