Abridged report of the 13th meeting

Action

The Deputies are invited to take note of the abridged report of ECRI's 13th meeting as contained in document CM(97)213 and to transmit ECRI's country-by-country reports on Germany, Liechtenstein, Norway, San Marino, Slovenia and Switzerland to the governments in question.

 

1. ECRI held its 13th meeting from 25-28 November 1997 in Strasbourg. The abridged report of this meeting appears in document CM(97)213.

 

2. At this meeting, ECRI was provided with information concerning the results of the Second Summit of Heads of State and Government of the member States of the Council of Europe. It was in particular informed that the Plan of Action of the Strasbourg Summit includes, inter alia, the decision to intensify ECRI's activities. In order to make a useful contribution to the discussions in the Committee of Ministers on the implementation of the Summit decisions, ECRI agreed to prepare proposals concerning a intensified programme of activities and to assess its needs in this respect. ECRI asked an ad hoc group composed of the members of its new Bureau and the outgoing Chair to prepare proposals on this subject for discussion and adoption by ECRI at its next plenary meeting (3-6 March 1998).

 

3. ECRI also examined the country-by-country reports which had been discussed with the national liaison officers concerned. It adopted the final reports on Germany, Liechtenstein, Norway, San Marino, Slovenia and Switzerland. These texts are contained in document CM(97)213 Addendum. In accordance with the country-by-country procedure adopted by the Deputies at their 598th meeting (July 1997, item 4.3), the texts will be transmitted by ECRI to the governments of the countries in question through the Committee of Ministers and may be made public two months after their transmission to those governments, unless the latter are expressly against making the texts public.

 

4. At its meeting, ECRI continued its work on the preparation of an ECRI general policy recommendation N° 3 on combating racism and intolerance against Roma/Gypsies (see item 7 of the agenda) and its work on the preparation of an ECRI general policy recommendation N° 4 on national surveys on victims' experience and perception of discrimination and racism (see item 10 of the agenda).

 

5. ECRI also took note of the final activity report of the joint working group CDEG-ECRI and the results of the joint working group ECRI/CC-HER. It discussed its co-operation programme with NGOs (see item 12 of the agenda). ECRI also adopted an Opinion on paragraph 9.vii of Recommendation 1291 (1996) of the Parliamentary Assembly on Yiddish Culture. The Opinion is contained in Appendix III to document CM(97)213.

 

6. At its 13th meeting, ECRI elected its Chair (Mr Nikos FRANGAKIS, Greece), its first Vice-Chair (Mr Joseph VOYAME, Switzerland), and its 2nd Vice-Chair (Mr Michael HEAD, United Kingdom), along with the other four members of its Bureau (see item 9 of the agenda).
