Action

The Deputies are invited to take note of the abridged report of the 19th meeting of the Standing Committee of the Convention on the Conservation of European Wildlife and Natural Habitats, as it appears in CM(2000)28, and, in particular, to take note of Recommendations NN° 72 - 79 on the measures to protect certain endangered species and to authorise the Secretary General to sign the Memorandum of Co-operation between the Secretariat of the Convention on the Conservation of European Wildlife and Natural Habitats and the Secretariat of the Convention on Biological Diversity.

The Standing Committee held its 19th meeting on 29 November - 3 December 1999 in Strasbourg. The Committee adopted Recommendations NN° 72 - 79 (see Appendices 3 to 10 to CM(2000)28) on measures to protect certain endangered species, as well as a Decision on the lack of appropriate conservation measures of Laganas Bay (Greece) (see Appendix 11 to CM(2000)28). The Committee of Ministers is invited to take note of them.

The Committee approved its work programme and budget for the year 2000. A voluntary contribution from Contracting Parties to the Convention is expected for a better development of the Emerald Network (see Appendix 13 to CM(2000)28). Appendix 12 presents a draft Memorandum of Co-operation between the Secretary General of the Council of Europe, in his capacity as Secretary of the Convention on the Conservation of European Wildlife and Natural Habitats (Bern, 1979) and the Executive Secretary of the Convention on Biological Diversity (Nairobi, 1992), prepared following the decision taken by the Standing Committee of the Bern Convention at its 17th meeting (Strasbourg, 1-5 December 1997) to strengthen co-operation with the Convention on Biological Diversity (CBD) by establishing this Memorandum. The Memorandum will contribute to the efforts of promoting synergy at all levels for the conservation of biological diversity and sustainable use of its components. The Committee of Ministers is invited to authorise the Secretary General to sign it.

The Committee decided to hold its 20th meeting from 27 November to 1 December 2000.

At their 701st meeting (8 March 2000, item 9.1), the Deputies agreed to postpone consideration of this item to their 705th meeting (30 March 2000). A corrigendum to CM(2000)28 is to be issued.

Decisions

The Deputies:

1. took note of Recommendations NN° 72 - 79, as they appear in Appendices 3 to 10 to CM(2000)28;

2. took note of the Decision on the lack of appropriate conservation measures of Laganas Bay (Greece), as set out in Appendix 11 to CM(2000)28 and Corrigendum;

3. authorised the Secretary general to sign the Memorandum of Co-operation between the Secretariat of the Convention on the Conservation of European Wildlife and Natural Habitats and the Secretariat of the Convention on Biological Diversity, as it appears in Appendix 12 to CM(2000)28;

4. having regard to the above decisions, took note of the abridged report of the 19th meeting of the Standing Committee of the Convention on the Conservation of European Wildlife and Natural Habitats, as set out in CM(2000)28 and Corrigendum.
