      Belgium: the Institutional Committee of the Congress calls for a monitoring procedure to be opened on the situation of local democracy

      Strasbourg, 31.10.2008 – The Institutional Committee of the Congress of Local and Regional Authorities of the Council of Europe, meeting in Strasbourg today, unanimously approved the draft resolution and recommendation relating to the case of the failure by the Flemish authorities to appoint three mayors (bourgmestres) in municipalities with special arrangements in the Brussels-Capital Region avec outskirts of Brussels.

      Rapporteurs Michel Guégan (France) and Dobrica Milovanovic (Serbia) presented a draft resolution which calls inter alia for general monitoring of the application of the European Charter of Local Self-Government in Belgium, particularly in the context of failures to comply with the Charter noted by the rapporteurs during their fact-finding mission last May.

      These texts will be discussed and submitted for adoption at the autumn session of the Congress (1-3 December, Strasbourg). On that occasion, the Chamber of Local Authorities of the Congress has also invited Marino Keulen, the Flemish Region’s Minister for Home Affairs, Urban Policy, Housing and Civic Integration, and the three mayors who have not been appointed, Damien Thiéry (Linkebeek), Arnold d’Oreye de Lantremange (Krainhem/Crainhem) and François van Hoobrouck d’Aspres (Wezembeek-Oppem), to participate in the debate.
