It was initiated by the Council of Europe as a joint venture with the ERIcarts Institute in 1998. Cultural diversity and intercultural dialogue are amongst the priorities’ areas addressed by the Compendium.
The Council of Europe’s CultureWatchEurope initiative promotes culture as "the soul of democracy" by offering an innovative and evidence-based overview of culture, heritage and media developments in Europe. Key-words in this mission are: transparency, access and participation, respect for identity and diversity, intercultural dialogue and cultural rights.
