Introduction

Three SWOT reports on transfrontier co-operation have been produced. The author is the Institute for International Sociology of Gorizia (ISIG).

The first report (SWOT1) was prepared in co-operation with the Central European Initiative (CEI) and published in 2010. It covers Central European countries.

The second report (SWOT2) was prepared as a contribution to the initiative of the Lithuanian chairmanship of the Committee of Ministers of the Council of Europe (2002) in favour of regional co-operation. It was also published in 2010.

 

Another report, on the Balkan and Danube area, will be published shortly by its author.

At its last meeting, the LR-IC agreed that it would be appropriate to request ISIG to produce an overview of crossborder co-operation experience across Europe. The report will be submitted to the LR-IC for consideration as soon as it becomes available.

The LR-IC also tentatively agreed that a presentation of the SWOT methodology and reports at a public event could be envisaged.

The proposed conference on removing obstacles to crossborder co-operation could provide such an opportunity, should the Committee so decide (see document LR-IC(2011)6).

Having regard to its content, which is methodological and factual, the SWOT3 document could be presented to and discussed at the conference. OSI/LGI has provided a financial contribution that could be used to that effect.

The Committee is invited to take a decision on the issues discussed above.
